Mayor Winchell called the adjourned regular meetings of the City Council and the Redevelopment
Agency of the City of Huntington Beach to order at 5:30 p.m.
CITY COUNCILIREDEVELOPMENT AGENCY ROLL CALL
PRESENT: Robitaille, Bauer, Moulton -Patterson, Winchell, Silva, Sullivan, Leipzig
ABSENT: None
PLEDGE OF ALLEGIANCE
Mayor Winchell led the flag salute and pledge of allegiance.
SUPPORT OF DOWNTOWN MASTER PLAN CONCEPT
The City Clerk presented a communication from the Assistant City Administrator and the Director of
Special Projects dated October 11, 1993, entitled Downtown Master Plan Study Session No. 2.
The Director of Special Projects presented a staff report using slides regarding adopted regulations,
entitlements granted and philosophy of the downtown plan.
Following discussion by Council and staff, a motion was made by Bauer, seconded by Moulton -
Patterson, to support the Downtown Village Concept with pedestrian scaled arch itecturet;the/
Downtown Master Plan is to include approximately four hundred fifty thousand.(,450,000),square�foot
of commercial subject to parking availability and allow buildings with three stories.n, height following'
the Downtown Design Guidelines as depicted in the slide presentation regardina downfrjwn des gh;
guidelines as the concept Council endorses for the downtown area. The msitiom'carrie'i~ky the

The City Administrator announced that a public hearing regarding the Downtown Master Plan and
Downtown Master Parking Plan is scheduled for November 15, 1993.

REPORT RE: CODE AMENDMENT NO. 92-5 - DOWNTOWN SPECIFIC PLAN REWRITE
"VILLAGE CONCEPT" AND PARKING CONCEPT
The Director of Special Projects presented a staff report regarding how the village concept is defined
to promote diversity of use, emphasize compactness, foster intensity, ensure balance, provide
accessibility, create functional linkages and build a positive identity for the downtown area. A
communication from the City Administrator dated September 7, 1993, entitled Code Amendment
No. 92-5/Downtown Specific Plan Rewrite "Village Concept' and Parking Concept was distributed to
Council.
Discussion was held by Council and staff regarding mixed use residential and commercial, destination
resort area, visitor serving commercial, affordable housing, control of liquor licenses, and seasonal
verses year-round commercial uses in the area.
REVIEW OF DOWNTOWN PARKING MASTER PLAN - IBI GROUP
Alistair Baillie, IBI Group representative, presented a report using slides of an independent
assessment of the Downtown Parking Master Plan performed by the IBI Group. He distributed a
report to Council entitled City of Huntington Beach Downtown Parking Master Plan Review.
Discussion was held by Council and staff regarding in -lieu parking fee, parking structure utilization,
pending business applications, number of existing parking spaces and proposed changes in parking
requirements.

Agency of the City of Huntington Beach.
