The Minutes of November 10, 1993 Zoning
Administrator Meeting were approved.
ITEM 1: USE PERMIT NO, 93-78
Applicant: Brenda Staana
703 Oceanhill Drive
Huntington Beach, CA 92648
Request: To permit a 176 square foot addition to an existing single family
dwelling with non -conforming four (4) foot side yard setbacks (5
feet required) pursuant to Section 9652(c) of the Huntington Beach
Ordinance Code. The request includes a provision to allow the
addition at the four (4) foot setback pursuant to Section 9130.7(b) .
of the Huntington Beach Ordinance Code.
Location: 703 Oceanhill Drive
Jane Madera, Staff Planner, reported that the request that the request for a 176 square foot
room addition was required by Use Permit because the existing dwelling is non-
conforming for side yard setback and the proposed addition would be at four (4) foot
setback. Staff advised that the request meets open space, lot coverage and is compatible
with the surrounding neighborhood. Staff concluded by recommending approval with
findings and suggested conditions of approval.
THE PUBLIC HEARING WAS OPENED.
Mrs. Staana, the applicant, was present and concurred with the suggested conditions of
approval.
There were no other persons present to speak for or against the request and the public
hearing was closed.
USE PERMIT NO.93-78 WAS APPROVED BY THE ZONING
ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS
OF APPROVAL. HE STATED THAT THE ACTION TAKEN BY THE ZONING
ADMINISTRATOR CAN BE APPEALED TO THE PLANNING COMMISSION
WITHIN TEN (10) CALENDAR DAYS.
FINDINGS FOR APPROVAL -USE PERMIT NO.93-78:
1. Use Permit 93-78 for the establishment, maintenance and operation of the 176
square foot family room addition to a non -conforming structure with four (4) foot
setbacks in lieu of the required five (5) feet will not be detrimental to:
a. The general welfare of persons residing or working in the vicinity. The
reduction in the side yard setback results in improved design and utility of
the project and is consistent with the existing approved four (4) foot
setback.
b. Property and improvements in the vicinity of such use or building: The
reduction is compatible with the existing structure on the subject property
as well as with existing structures in the surrounding neighborhood.
2. The granting of Use Permit No. 93-78 will not adversely affect the General Plan
of the City of Huntington Beach. The reduced side yard setback is consistent with
the goals and objectives of the Medium Density Residential Land Use designation
of the General Plan.
SPECIAL CONDITIONS OF APPROVAL:
1. The site plan, floor plans, and elevations received and dated October 8, 1993 shall
be the conceptually approved layout.
2. The Zoning Administrator shall be notified in writing if any changes in building
height, floor area, setbacks, building elevations or open space are proposed as a
result of the plan check process. Building permits shall not be issued until the
Zoning Administrator has reviewed and approved the proposed changes. The
Zoning Administrator reserves the right to require that an amendment to the
original entitlement be processed if the proposed changes are of a substantial
nature.

INFORMATION ON SPECIFIC CODE REQUIREMENTS:
1. The development shall comply with all applicable provisions of the Ordinance
Code, Building Division, and Fire Department.
2. The applicant shall meet all applicable local, State, and Federal Fire Codes,
Ordinances, and standards.
3. The Zoning Administrator reserves the right to revoke Use Permit No. 93-78 if
any violation of these conditions of the Huntington Beach Ordinance Code
occurs.
THE MEETING WAS ADJOURNED AT 1:40 PM BY THE ZONING
ADMINISTRATOR TO THE NEXT REGULARLY SCHEDULED MEETING OF
THE ZONING ADMINISTRATOR ON WEDNESDAY, NOVEMBER 24,1993 AT
