Mayor Moulton -Patterson called the adjourned regular meeting of the City Council to order at
6:30 p.m. in the Council Chamber.

A communication from the City Administrator to the City Council dated June 27, 1994 entitled
CA 91-10 - Zoning and Subdivision Ordinance Rewrite had been provided to the City Council.
The Community Development Director reported on the past public hearings on portions of Code
Amendment No. 91-10 and reviewed the topics of the future public hearings.
Susan Pierce, Associate Planner using slides, reviewed Chapter 210 - Residential. She reported
on the differences between the current code provisions and the proposed code provisions. New
changes included allowing senior housing in any zone; however, before the code had allowed
only in districts with SR Suffix. Residential Day Care, Limited (six persons or less) allowed per
state code; Required Affordable Housing would be pulled out as far as discussion this evening.
Multi -family Development Standards will be consistent standards rather than the present varying
standards. Open design required for balconies.
Reduction of Waterfront Lots windscreens from maximum of nine (9) to seven (7) feet and patio
enclosures changed to a maximum thirty (30) inch projection. 7�R..

Following discussion between Councilmember Bauer and the Community Development Director, it
was determined that this issue would be returned at a later date.
Chapter 211 - Commercial Districts was reviewed by Mrs. Pierce including Day Care facilities
under 2,500 square feet could be approved by the Zoning Administrator; more than 2,500 square
feet by the Planning Commission.
Auto repair code provisions was deleted to be studied further. Other issues not currently
addressed but in the proposed code are building design, building face at setback line and density
bonus. The density bonus is permitted when child care facilities are included in the project.
Councilmember Winchell suggested that perhaps "intensity bonus" would be more appropriate
wording.
It was determined that the bonus for child care facilities would be returned for further study.
Chapter 212 - Industrial - was reviewed by staff, including changes to the current code on public
or private schools, marine sales, service and nurseries.
Councilmember Leipzig stated that a memorandum from Jim Lamb, Economic Development
Project Manager, to Barbara Kaiser, Economic Development Director, had just been provided,
entitled "Inclusion of Major Retail Within Large Industrial Sites" dated June 27, 1994. A copy was
provided to the City Clerk and staff.
Discussion was held by Council regarding the memorandum.
The Community Development Director reported on the matter and stated that a report on the
concept would be prepared for the City Council.
Chapter 213 - Open Space - was reviewed by Ms. Pierce which is a new zoning district that
combines several existing districts. The standards of the existing districts have been retained.
Councilmember Bauer voiced concerns over certain aspects and the Community Development
Director stated that the concerns would be studied.
Chapter 214 - Public - Semi -Public - a new zoning district that will apply to school and college
sites, other public land and to institutional holdings.
Chapter 215 - Specific Plan District - which will be used to create Specific Plan.
Earthquake issues were discussed by Councilmember Bauer, the Community Development
Director and Ms. Pierce, Associate Planner.
The Community Development Director stated that her department would return with codes on how
to. tackle the problem.
Councilmember Winchell suggested that it be placed in the code under the safety element that
contains flood, fire and seismic adding the seismic map and, requirements.

STATUS OF FISCAL YEAR 1994/95 BUDGET
The City Administrator requested Robert Franz, Deputy City Administrator, Administrative
Services to present the video and distribute charts to Council reflecting the video presentations.
The charts dated June 27, 1994 were distributed and a slide presentation ensued which covered
the charts as follows:
Budget Issues - Update, State Budget Conference Committee, Revenue Losses to the State
During the Recession (5 Years), Net Revenue Loss Last Years State Budget, General Fund
Surplus/Shortfall - Fiscal Years 80/81 through 1993/94, City Shortfall Solutions During the
Recession, General Fund Revenue, City General Fund Shortfall Estimates - June, 1994, 1994-95
Budget Key Assumptions/Guidelines, 1994/95 General Fund Expense Reductions, City Staffing -
100 Largest Cities in United States, Reserve - General Fund, Chapman University Projections for
Orange County, Budget timetable - July - September and Summary.
The Police Chief reported on the continuation of the Asset Forfeiture Furd and the need for the
state legislators to support its continuation. Discussion was held by the I. -A regarding
establishing criteria on how well we are doing on the fiscal arrangements we have in effect such
as charging other cities for jail space. Councilmember Bauer stated that perhaps looking into
return of the north of the pier beach property to the state would be feasible.
DOWNTOWN TASK FORCE REPORT
The City Clerk announced the June 27, 1994 Downtown Task Force communication which had
been distributed to Council and the communication dated June 27, 1994 from the Assistant City
Administrator to the City Administrator entitled "Summary of Downtown Task Force and
Committee Issues."
The City Administrator reviewed the Downtown Task Force slides dated June 27, 1994. He
briefly reviewed the topics.
The Police Chief distributed a document entitled "Action Plan - 4th of July Weekend 1994" and
presented a report.

Mayor Moulton -Patterson adjourned the adjourned regular meeting of the City Council and
Agency of the City of Huntington Beach to Tuesday, July 5, 1994, at 5:00 p.m., Room B-8, Civic
Center.
