Home My WebLink About1994-07-25MINUTES CITY COUNCIL/REDEVELOPMENT AGENCY Council Chamber, Civic Center Huntington Beach, California Monday, July 25, 1994 A video tape recording of this meeting is on file in the City Clerk's Office Councilmember Winchell called the adjourned regular meetings of the City Council and the Redevelopment Agency to order at 6:30 p.m. CITY COUNCIL/REDEVELOPMENT AGENCY ROLL CALL: Present: Silva, Bauer, Winchell, Leipzig, Sullivan Absent: Robitaille, Moulton -Patterson Councilmember Leipzig announced that Mayor Moulton -Patterson would be late this evening and had requested that the Council defer action on the bid award for the installation of two traffic signals at Atlanta Avenue at Miramar Lane/Greenfield Lane and Magnolia Street at Edison High School until she had arrived. (City Council) -STUDY SESSION - CODE AMENDMENT NO. 91-10 - ENVIRONMENTAL ASSESSMENT NO. 91-32 - PROPOSED ZONING AND SUBDIVISION ORDINANCE - DIVISION 9 REWRITE (640.10) The City Clerk presented a communication from the Community Development Director transmitting the following chapters of the proposed Division 9 Rewrite - Code Amendment No. 91- 10. TITLE - 23 Chapter 230 Site Standards Chapter 231 Off -Street Parking and Loading Provisions Chapter 232 Landscape Improvements Chapter 233 Signs Chapter 234 Mobilehome Conversions Chapter 235 Residential Condominium Conversions Chapter 236 Nonconforming Uses and Structures The Community Development director stated that Susan Pierce, Associate Planner, would present the staff report. Ms. Pierce reviewed the contents of the Administrative Communication dated July 25, 1994, to the City Council from the City Administrator, entitled "Code Amendment No. 91-10, Zoning and Subdivision Information. Councilmember Silva requested clarification regarding handicapped parking. Ms. Pierce reported that the state guidelines adopted were more strict than the city code, thus the need for changing the Division 9 in this regard. 14-5 . Page 2 - Council/Agency Minutes - 07/25/94 Councilmember Silva presented questions regarding tree removal and Ms. Pierce read the pertinent section of the code. Councilmember Winchell presented questions relative to accessory dwelling units - second units. Ms. Pierce clarified the matter and it was determined that this section would be held in abeyance until the last meeting with other miscellaneous items. Councilmember Winchell presented questions regarding recreational vehicle parking. Ms. Pierce and Howard Zelefsky, Planning Director, reported on the code provisions relative to recreational vehicle parking. Mr. Zelefsky responded to Councilmember Winchell's questions regarding joint use of parking, stating over the years the Community Development Department had received many inquiries and the proposed code could provide flexibility. Councilmember Winchell requested a clarification regarding "non -conforming structure". Ms. Pierce and Mr. Zelefsky reported. Councilmember Winchell requested that staff provide the material at a later date. Councilmember Leipzig clarified the landscape material provision. Ms. Pierce stated that it applied to traffic visibility. Mayor Moulton -Patterson had arrived at the meeting and the City Council proceeded to consider the following agenda item: (CITY COUNCIL) BID AWARD - INSTALLATION OF TWO TRAFFIC SIGNALS - MOORE ELECTRICAL CONTRACTING. INCORPORATED. - ATLANTA AVENUE AT MIRAMAR LANE/GREENFIELD LAND AND MAGNOLIA STREET AT EDISON HIGH SCHOOL - CC-906 - APPROVED The City Clerk presented a communication from Bob Eichblatt, City Engineer, regarding the installation of traffic signals (1994- Phase III) at the intersections of Atlanta Avenue at Miramar Lane/Greenfield Lane and Magnolia Street at Edison High School - CC-906. The City Administrator presented a report stating that staff utilized the Charter provisions to proceed with the traffic signals as for safety reasons Council wished to have the signals before school opens. Councilmember Leipzig asked if staff felt the same urgency for the other location at Atlanta Avenue/Miramar Lane/Greenfield Lane. Jim Otterson, Traffic Engineer, responded and stated that it was at the discretion of the City Council. He reported that the cost would be about the same if the two traffic signals were bid together or separately. 146 Page 3 - Council/Agency Minutes - 07/25/94 A motion was made by Winchell, seconded by Sullivan, to declare that the project is of urgent necessity for the preservation of life, health, or property, accept the low bid submitted by Moore Electrical Contracting, Incorporated, reject the other bid, authorize the Mayor and City Clerk to execute the construction contract in the amount of $213,900 and authorize the expenditure of . $240,300 to cover contract costs of $213,900, estimated construction change orders of $21,400 and anticipated supplemental expenses of $5000 for the installation of traffic signals (1994-Phase III) at the intersections of Atlanta Avenue at Miramar Lane/Greenfield Lane and Magnolia Street at Edison high School, Project CC-906. The motion carried by the following roll call vote: AYES: Silva, Bauer, Moulton -Patterson, Winchell, Leipzig, Sullivan NOES: None ABSENT: Robitaille STUDY SESSION - 1994/95 BUDGET- PRELIMINARY SUMMARY - GENERAL FUND SUMMARY The City Administrator presented a General Fund Budget Overview consisting of General Fund Budget Summaries, General Fund Revenue, General Fund Expenses, Impact of Potential Reductions, Timetable and Summary. He distributed a communication entitled 1994-95 General Fund Budget Preview dated July 25, 1994. The City Administrator made a video presentation. He reviewed the following subjects: Revenues and Expenditures - General Fund General Fund Budget Summary Shortfall Solutions - 1994-95 General Fund Revenues $1 Million Increased Revenue Loss to the State 1994-95 Major Revenue Sources - General Fund Property Tax/Sales Tax/Slow Economic Growth Projected New General Fund Revenues General Fund Expenses - 1994-95 Summary Expenditure History/General Fund Appropriations General Fund/Expenditure Base Increases Expense Reductions - 1994-95 General Fund - Number of Permanent Employees General Fund Reductions- Permanent Positions Summary of Full Time Reductions - General Fund Recommended General Fund Budget by Department] Potential Expense Reductions Department Summaries General Fund Reserve Fund Balance History General Fund Reserve Budget Timetable - August - September Summary - 1994-95 General Fund Budget 147 Page 4 - Council/Agency Minutes - 07/25/94 Discussion was held between Councilmember Silva and the City Administrator regarding Proposition No. 172 - New Sales Tax, which is part of the one million dollar increased revenue loss to the State - 1994-95. The City Administrator reviewed the slide entitled Property Tax/Sales Tax - Slow Economic Growth Projected and the chart on salary/benefit increases. The City Administrator reviewed the personnel allocations. Councilmember Bauer stated that he would like to have his memorandum to the City Administrator entitled "Priority List for Improving Efficiency and Income to the City" which appeared on the agenda last year agendized for a future meeting. He referred to a memo from KPMG Peat Marwick dated April 8th regarding a management budget program which would benefit the city. He requested to have KPMG Peat Marwick make a presentation to Council regarding Performance Based Budgeting. Considerable discussion was held regarding developing performance based budgeting and management. The City Administrator stated that he had often thought of a position of Budget Director other than the position of the Director off Administrative Services which has numerous duties. Councilmember Leipzig stated that this was the kind of advice that perhaps the Finance Board could provide to Council. Councilmember Bauer spoke regarding an economic development plan to implement the city's sales pitch to businesses; also to work toward bettering the averaging per capita income from sales tax through land use planning. Councilmember Leipzig asked that Slide No. 9 be reviewed again regarding Property Tax/Sales Tax stating that this was a period of extremely rapid growth and realistic projections shown for 1994-95 are what the city should have to examine.
