MINUTES: The August 3, 1994 minutes were continued.
ITEM 1: SITE PLAN AMENDMENT NO. 94-1 (CONTINUED FROM JULY 27, 1994 ZONING
ADMINISTRATOR MEETING)

Request: To permit the reconfiguration of existing driveways at the Kaiser Permanente
health care facility pursuant to Section 9811.4 of the Huntington Beach Ordinance
Code.
Location: 18081 Beach Boulevard
Jane Madera, Staff Planner reported that this application was a request for a site plan amendment
to reconfigure existing driveways at the Kaiser Permanente Medical Office building along Beach
Blvd. This item was continued two weeks ago by request from the applicant. Staff reported that
the applicant was not present and has requested an additional continuance to the August 17, 1994
meeting. Staff presented a site plan depicting the existing lay -out. The applicant had indicated
that the patrons have a difficult time turning into the driveway as it is presently laid out. The
request is to straighten the southerly driveway and close off the northerly driveway. In addition
the applicant is proposing to dedicate a portion of their property to Cal -Trans to widen and install -
a deceleration and a right turn lane pocket. Their proposal includes a reduction in landscape
planter along Beach Blvd. Staff recommended that instead of a sixteen foot driveway that
applicant contact the adjacent property owner to the north and install and agree to a reciprocal
driveway access point across the property line. Staff reported that Fire Department and Traffic
Department concurred with staffs recommendation. Staff recommended continuance of this
request.

ITEM 2: USE PERMIT NO. 92-47/CONDITIONAL EXCEPTION (VARIANCE) NO. 92-40
(ONE YEAR EXTENSION OF TIME)

Request: To permit a one (1) year extension of time for the following:
Use Permit: To construct twenty (20) additional apartment units to an
existing 448 unit complex (Casa Del Sol Apartments) pursuant to Section
9120.1 (c) of the Huntington Beach Ordinance Code. The request also
includes expansion of the existing recreational building and facilities,
construction of an 800 square foot car wash and modification to the
existing parking layout, resulting in additional open parking spaces,
garages, and driveway.
Conditional Exception: To allow open guest parking spaces within the
front fifty (50) feet of the lot pursuant to Section 9603.8 of the Huntington
Beach Ordinance Code.
Location: 21661 Brookhurst Street
Jane Madera, Staff Planner reported that this application was a request for a one year extension of
time on a previously approved use permit and variance located at the Casa Del Sol Apartments
near Brookhurst and Hamilton. The original project approval for an additional twenty apartment
unit to an existing 448 unit complex was approved by the Zoning Administrator on November 4,
1992. On June 16, 1993 it received a one year extension of time, which will expire November 4,
1994. The applicant has indicated that will need additional time of one year to obtain building
permits and start construction. Staff recommended approval with findings and conditions.
There were no persons present to speak for or against this request.

1. All previous conditions of approval shall remain in effect.
2. Use Permit No. 92-47 shall expire on November 4, 1995. No additional extension of time shall
be permitted. If building construction has not commenced prior to the above date, then the
applicant must obtain new entitlements for the project.
ITEM 3: TENTATIVE PARCEL MAP NO.94-152

Request: To subdivide four (4) parcels of land into two (2) parcels for commercial purposes
pursuant to Section 9930 of the Huntington Beach Ordinance Code.

Jane Madera, Staff Planner reported that this application was a request for a shopping center
remodel and reconstruction at Sports Chalet on Beach Blvd. The Planning Commission approved
a Use Permit several months ago for demolition and reconstruction of several new buildings on
the site. There are four existing parcels within the project boundaries and the conditions of
approval of the previous use permit was that the applicant submit a tentative parcel map and
consolidate all four parcels into one parcel. This request is a revision of the use permit previously
approved by the Planning Commission. Staff recommended approval with findings and
conditions.
THE PUBLIC HEARING WAS OPENED
Someone was there but I don't have a name, applicant ??????? he commented he did not receive
any conditions of approval with the tentative map, and he asked about the improvement of Stark
Avenue, Cal -Trans portion, is there anything in the condition in regards to these improvements.
Staff commented that these conditions would not effect this action today.
There were no other persons present to speak for or against this request.
TENTATIVE PARCEL MAP NO. 94-152 WAS APPROVED BY THE ZONING

APPROVAL. HE STATED THAT THE ACTION TAKEN BY THE ZONING
ADMINISTRATOR CAN BE APPEALED TO THE PLANNING COMMISSION
WITHIN TEN (10) CALENDAR DAYS.
CONDITIONS OF APPROVAL - TENTATIVE PARCEL MAP NO. 94-152:
A. TO BE COMPLETED PRIOR TO USE OR OCCUPANCY OF SAID PARCELS(S)
FOR ANY PURPOSE
1. Tentative Parcel Map No. 94-152 received by the Department of Community
Development on June 24, 1994 shall be the approved layout.
2. A parcel map shall be filed with and approved by the Department of Public Works
and recorded with the Orange County Recorder. A copy of the recorded parcel map
shall be filed with the Department of Community Development prior to Certificate of
Occupancy.
3. All vehicular access rights along Beach Boulevard shall be released and relinquished
to the City of Huntington Beach except at locations approved by the Zoning
Administrator.
4. A ten foot wide waterline easement shall be dedicated to the City of Huntington
Beach.
5. The water system and appurtenances shall be dedicated to the City of Huntington
Beach.
6. Prior to final recordation of the parcel map, the subject property shall enter into
irrevocable reciprocal driveway and parking easements between the two (2) subject
parcels. A copy of the legal instrument shall be approved by the City Attorney as to
form and content, and when approved, shall be recorded in the office of the County
Recorder. A copy shall be filed with the Department of Community Development
prior to occupancy.
7. Prior to recordation of this parcel map, the surveyor/engineer preparing the map
shall tie the boundary of the map into the Horizontal Control System established by
the County Surveyor in a manner described in Sections 7-9-330 and 7-9-337 of the
Orange County Subdivision Code and Orange County Subdivision Manual,
Subarticle 18.
8. Prior to recordation of this parcel map, the surveyor/engineer preparing the map
shall submit to the County Surveyor a digital -graphics file of said map in a manner
described in Sections 7-9-330 and 7-9-337 of the Orange County Subdivision Code
and Orange County Subdivision Manual, Subarticle 18.

ITEM 4: USE PERMIT NO. 94-56/DESIGN REVIEW BOARD NO. 94-21

Request: To permit entry monument features and walls which exceed the maximum six (6)
foot height limitation pursuant to Section 9771 (1) of the Huntington Beach
Ordinance Code. The proposed walls include seven (7) foot high sign walls with
thirteen (13) foot high stucco columns, ten (10) foot high wood trellis features,
and a thirty-five (35) foot high entry monument tower at the southeast corner of
Goldenwest Street and Ellis Avenue.
Location: Area generally bounded by Goldenwest Street to the west, Ellis Avenue to the
north, Huntington Street to the east, and Garfield Avenue to the south.
Jane Madera, Staff Planner reported that this application was a request to exceed the maximum
height limitation of six (6) feet tall with walls and entry monument features on the Holly-Seacliff
Specific Plan area. Staff presented a series of site plans and color incorporating seven (7) foot tall
sandstone colored wall, with a portion being eight (8) feet tall and a portion being thirteen (13)
feet tall, a thirty-nine foot tall entry monument tower, six foot tall perimeter community wall
surrounding the homes, wood trellis feature with wrought iron and security gates. Staff also
presented a model of the proposed thirty nine foot tall tower element. Staff recommended that
the height of the tower be lowered to thirty-five feet. Staff recommended approval with findings
and conditions.
THE PUBLIC HEARING WAS OPENED
The applicant, Tom Zanic was present and reiterated the plans for this request. He stated that
they had been working on these plans for some time and emphasis was placed on traditional
elements of seaside and coastal design. He also stated that all the elements included in this project
would be maintained by the Association and not the City. He also stated that they would like to
keep the height at thirty-nine feet in regards to the tower
Roger Presburger, was present and concurred with the applicant's statements.
