MINUTES: The August 3 and 10, 1994 minutes were continued.
ITEM 1: SITE PLAN AMENDMENT NO. 94-1 (CONTINUED FROM AUGUST 10, 1994
ZONING ADMINISTRATOR MEETING)
Applicant: Kevin Becker
Kaiser Foundation Health Plan, Inc.

Request: To permit the reconfiguration of existing driveways at the Kaiser Pennanente
health care facility pursuant to Section 9811.4 of the Huntington Beach Ordinance
Code.
Location: 18081 Beach Boulevard
Wayne Carvalho, Staff Planner reported that the applicant as well as staff recommended a one
week continuance.

ADMINISTRATOR MEETING)WAS CONTINUED BY THE ZONING ADMINISTRATOR
TO THE AUGUST 17TH ZONING ADMINISTRATOR MEETING.
ITEM 2: USE PERMIT NO.94-65 (TEMPORARY OUTDOOR EVENT)
Applicant: Natalie Kotsch

Request: To permit a one (1) day temporary outdoor event for an antique car show and
swap meet on August 27, 1994 pursuant to Section 9730.64 of the Huntington
Beach Ordinance Code.
Location: 321 Main Street
Wayne Carvalho, Staff Planner reported that this application was a request for one (1) day
outdoor event between 8:00 a.m. and 4:00 p.m. on August 27, 1994 for an antique car show and
swap meet. Staff reported that all departments have reviewed this request. Staff recommended
approval with findings and conditions.
Natalie Kotsch, applicant, was present and concurred with staff s recommendation.
There were no persons present to speak for or against this request.
USE PERMIT NO. 94-65 (TEMPORARY OUTDOOR EVENT)WAS APPROVED BY THE
ZONING ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND
CONDITIONS OF APPROVAL. HE STATED THAT THE ACTION TAKEN BY THE
ZONING ADMINISTRATOR CAN BE APPEALED TO THE PLANNING
COMMISSION WITHIN TEN (10) CALENDAR DAYS.
FINDINGS FOR APPROVAL:
1. Use Permit No. 94-65 for a one (1) day temporary outdoor event which includes an
antique car show and swap meet will not be detrimental to:
a. The general welfare of persons residing or working in the vicinity. Parking for the
antique car show and swap meet will be available in the adjacent city parking structure.
The event will operate on Saturday,'August 27, 1994 from 8:00 a.m. to 4:00 p.m. so
not to disrupt adjacent residents.
b. Property and improvements in the vicinity of such use of building. The event is
temporary in nature (one day only); no existing improvements will be altered as a
result of the event.
2. The granting of Use Permit No. 94-65 will not adversely affect the Mixed Use General
Plan Land Use Designation of the City of Huntington Beach.
SPECIAL CONDITIONS OF APPROVAL:
1. The site plan received and dated August 10, 1994 shall be the conceptually approved
layout.
2. Fire access lanes shall be maintained. If fire lane violations occur and the services of the
Fire Department are required, the applicant will be liable for expenses incurred.

3. Fire access lanes shall be a minimum width of twenty-four (24) feet. The public alley shall
remain free from obstructions in the event emergency access is required.
4. A detailed site plan shall be submitted to the Huntington Beach Fire Department for
approval (show table locations, tents, barriers, etc.)
5. The applicant shall obtain all necessary Fire Department permits and comply with all
provisions of Article 32 of the Uniform Fire Code.
6. This approval shall include necessary permits for temporary signs.
7. The applicant shall obtain clearance from the Public Liability Claims Coordinator,
Administrative Services Department, and/or shall provide a Certificate of Insurance and
Hold Harmless Agreement to be executed at least five (5) days prior to the event.
8. Following the event, the applicant shall be responsible for removal of all trash and debris
from the property. Failure to clean-up the site will result in a charge to the applicant for
expenses incurred.
INFORMATION ON SPECIFIC CODE REQUIREMENTS:
1. The event shall comply with all applicable provisions of the Ordinance Codes, Building
Division and Fire Department.
2. The applicant shall meet all applicable local, State and Federal Fire Codes, Ordinances and
standards.
3. The Zoning Administrator reserves the right to revoke Use Permit No. 94-65 if any
violations of these conditions or the Huntington Beach Ordinance Code occurs.
4. The applicant shall submit all future temporary outdoor event applications a minimum of
ninety (90) days prior to the event. Failure to provide adequate notice may result in denial
of the request.
ITEM 3: USE PERMIT NO. 94-61 (TEMPORARY OUTDOOR EVENT)

Request: To permit a three (3) day temporary outdoor event for parking lot sales on
September 3, 4, and 5, 1994 pursuant to Section 9730.64 of the
Huntington Beach Ordinance Code.

Location: 7777 Edinger Avenue
Wayne Carvalho, Staff Planner reported that this application was a request for a temporary
outdoor event in the Montgomery Ward parking lot. This is for a three day event for September
3, 4 and 5, 1994 to sell merchandise. Staff recommended approval with findings and conditions.
There were no persons present to speak for or against this request.
USE PERMIT NO. 94-61 (TEMPORARY OUTDOOR EVENT) WAS APPROVED BY
THE ZONING ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND
CONDITIONS OF APPROVAL. HE STATED THAT THE ACTION TAKEN BY THE
ZONING ADMINISTRATOR CAN BE APPEALED TO THE PLANNING
COMMISSION WITHIN TEN (10) CALENDAR DAYS.

EVENT ): -
I Use Permit No. 94-61 for a three (3) day temporary outdoor event will not be detrimental
to:
a. The general welfare of persons residing or working in the vicinity. The three (3)
day parking lot sale will not block any existing entrances to the Huntington Beach
Mall and will not conflict with any other businesses in the area.
b. Property and improvements in the vicinity of such use of building. The temporary
three (3) day parking lot sale will not alter any existing improvements in the area.
2. The granting of Use Permit No. 94-61 will not adversely affect the General Plan of the
City of Huntington Beach.
SPECIAL CONDITIONS OF APPROVAL:
1. The site plan received and dated August 1, 1994 shall be the conceptually approved
layout.
2. Fire access lanes shall be maintained. If fire lane violations occur and the services of the
Fire Department are required, the applicant will be liable for expenses incurred.
3. Fire access lanes shall be a minimum with of (20) twenty feet.
4. A detailed site plan shall be submitted to the Huntington Beach Fire Department for
approval (show table locations, tents, barriers, etc.)

5. The applicant shall obtain all necessary Fire Department permits and comply with all
provisions of Article 32 of the Uniform Fire Code.
6. The applicant's request shall include necessary permits for temporary signs.
7. Fire extinguishers shall be provided in number and locations specified by the Fire
Department.
8. Stand by personnel shall be on site to safeguard premises.
9. An overnight security guard shall be provided to protect merchandise left overnight. The
Huntington Beach Police Department shall be notified 24 hours prior to the event.

1. The event shall comply with all applicable provisions of the Ordinance Codes, Building
Division and Fire Department.
