Mayor Moulton -Patterson called the adjourned regular meetings of the City Council and the
Redevelopment Agency of the City of Huntington Beach to order at 5:00 p.m. in the Council
Chamber.
CITY COUNCIUREDEVELOPMENT AGENCY ROLL CALL
PRESENT: Silva, Bauer, Robitaille, Moulton -Patterson, Leipzig, Winchell, Sullivan
ABSENT: None
CLOSED SESSIONS - CITY COUNCIUREDEVELOPMENT AGENCY
The Mayor/Chairman called a recess of the City Council/Redevelopment Agency for the purpose
of meeting in Closed Session of the City Council to consider the following Closed Session items:
Closed Session - City Council pursuant to Government Code Section 54956.9(c) to confer with its
City Attorney regarding pending litigation based on existing facts and circumstances, the
legislative body of the local agency has decided to initiate or is deciding whether to initiate
litigation - Number of potential cases 1 - Potential Litigation city v. PERS. (120.80)
Closed Session - City Council pursuant to Government Code Section 54957.6 to meet with its
designated representatives William Osness, Personnel Director and Dan Cassidy of Liebert,
Cassidy and Frierson regarding Labor Relations Matters - unrepresented employees seasonal
lifeguards. (120.80)
Closed Session - City Council pursuant to Government Code Section 54957.E to meet with its
designated representatives William Osness, Personnel Director and Dan Cassidy of Liebert,
Cassidy and Frierson regarding Labor Relations Matters - preparation for 1994-1995 meet and
confer with city associations - Huntington Beach Firemens' Association (HBFA), Police Officers
Association, (POA), Police Management Association (PMA), Municipal Employees Organization
(MEO), Municipal Employees Association (MEA), Marine Safety Officers Association (MSOA) and
non -associated unrepresented employees. (120.80)

Closed Session - Redevelopment Agency pursuant to Government Code Section 54956.8 to give
instructions to the agency's negotiator, City Attorney, regarding negotiations with Driftwood Mobile
Home Owners Association concerning the purchase/sale/exchange/lease of the property located
at Ellis and Goldenwest, Ocean View Estates II - instruction will concern price and terms of
payment. (400.50)
RECESS/RECONVENE
The Mayor reconvened the meeting of the City Council and Redevelopment Agency at 8:30 p.m.
in the Council Chamber.
Studv Session - 1994- 98 Fiscal Year Budget
The City Clerk presented a communication from the City Administrator regarding the Budget
Study Session dated August 19, 1994. The communication included Budget Overview, General
Fund Revenue Projections, Paramedic Engine Company Proposal, Parking Enforcement Program
Update, Non-resident Library Fee, Warner Avenue Median Landing, Performance Based
Budgets, Council Question and Comments.
Th City Clerk announced the following communications had been received by her office
following printing and distribution of the agenda. She announced that copies had been
distributed to the City Council and that additional copies were available at her desk:
Four communications in support of the non-resident library card fee as follows: Library Board of
Trustees dated August 19, 1994, Friends of the Children's Library dated August 19, 1994, John
Valensuela, Library Patrons Foundation dated August 17, 1994, and Caryl M. Harvey, President,
Friends of the Library dated August 8, 1994.
The City Clerk stated a communication had also been received from the Library Director entitled
"Non -Resident Library Fee" dated August 22, 1994.
Further communications received on the budget from: Huntington Beach Firemens' Association
dated August 23, 1994 regarding Huntington Beach Firemens' Association request to
Negotiatef'Meet and Confer' regarding Fire Department Proposed Paramedic Engine
Company/Reduction of six fire Suppression Personnel/Elimination of Paramedic Vans; and Two
Person Engine Companies (four hours), and Huntington Beach Firemens' Association dated
August 23, 1994 regarding Huntington Beach Firemens' Association opposition to proposed
$410,000 Fire Department budget cut; "Paramedic Engine/Reduction of Fire "Suppression"
Personnel Concept'.
Further communications announced by the City Clerk were: A copy of the Fire Department Slide
presentation (four pages), a copy of the Budget Study Session Slide presentation Overview dated
August 22, 1994, inter -department communication dated August 22, 1994 to the City
Administrator from the Acting Director of Public Works, Ray Silver, subject: Warner Avenue
Median Landscape.

Distributed during the budget study session was a communication dated August 22, 1994 entitled
"Property Tax Changes in Assessed Value vs. Revenue Received", distributed by the Director of
Administrative Services. Also distributed during the study session was a communication entitled
"Business Development (1992-1994)" from the Economic Development Department.
The City Administrator presented the budget overview. The topics reviewed included
Recommended Budget - 1994-95, City Budget - Three Year History, Expense Reductions - 1994-
95, General Fund Budget Summary, General Fund Reserve Fund Balance History, Revenues and
Expenditures - General Fund, Recommended General Fund Budget by Department, Full-time
Staffing - Net Reductions - All Funds 1994-95, Summary of Full Time Reductions- General Fund,
Full-time Employees, Major Revenue Sources General Fund, Major Revenues Compared to Major
Expenditures - General Fund, New General Fund Revenues, Budget Realities, Budget
Uncertainties - General Fund, Increased Budget Demands, Budget Solutions, Budget Timetable
and Summary - 1994-95 Budget.
Dan Villella, Finance Director, made a slide presentation relative to property tax - changes in
assessed valuation on which a communication had been distributed earlier during the study
session.
The Fire Chief made a slide presentation relative to the paramedic engine proposal.
The Police Chief made a presentation relative to the Parking Enforcement Program Update on
which he had submitted a communication dated August 18, 1994, in the Council Packet.
A budget presentation was made by the Library Director.
Discussion was held regarding the proposed library card fee.
Councilmember Leipzig suggested an alternative such as a one time check out lower fee than
would be the $20 per year fee.
The Library Director reported.
Further discussion was held.
The Library Director reported on the unresolved issues of the children's programs and reference
sections.
Wade Hawley, Chair, Library Board, addressed Council regarding the library volunteer programs
and the opposition of the support groups to the library card revenue being placed in the general
fund. He stated that the library has not been exempted from budget cuts and cited the cuts in the
library staffing. Mr. Hawley distributed letters from the library support groups.
Discussion was held between the Council and the City Administrator reported regarding where
the revenue would be placed and other factors.

Councilmember Bauer suggested and the City Administrator concurred that it would be beneficial
to have the City Council liaisons meet with the Library Board. Councilmember Sullivan suggested
that one possible use for the revenues would be the repayment of the Certificates of Participation.
Councilmember Sullivan spoke at length regarding the need to enhance the current book
collection.
Warner Avenue Median Landscaping
The Assistant City Administrator and Acting Public Works Director referred to his communication
dated August 22, 1994 entitled "Warner Avenue Median Landscape", which included the
memorandum from Daryl Smith dated August 18, 1994. He presented a slide report.
Daryl Smith, Superintendent, Park, Tree and Landscape Division, presented a brief report on the
types of plant material which would be used.
Councilmember Winchell stated that the downtown alleys and the tree gutter and curb problems
on streets were important to public safety and other issues and must be addressed.
Mayor Moulton -Patterson left the meeting table and Mayor Pro Tern Robitaille assumed the chair.
Further discussion was held by Council and Mayor Pro Tern Robitaille commended the Public
Works Department.
Performance Based Budgeting Presentation by Margaret McBride, Partner, -,KPMG Peat
Marwick
Margaret McBride, KPMG Peat Marwick, showed slides of various cities budgets.
Discussion was held between Ms. McBride and Councilmember Bauer.
The City Administrator spoke regarding the performance based budgeting that he had conducted
in another city.
Further discussion was held.
Councilmember Bauer spoke regarding the Police Department staff resources.
RECESS - RECONVENE
The Mayor called a recess of the City Council/Redevelopment Agency at 9:50 p.m. The meetings
were reconvened at 10:05 p.m. with Councilmembers Robitaille and Winchell absent.

STUDY SESSION - BUSINESS DEVELOPMENT DIVISION PROGRAM OVERVIEW
The City Clerk presented a packet of material from the Economic Development Director which
had been distributed to Council entitled "Business Development Division Program Overview" - City
Council, Study Session - August 22, 1994 and of which the complete file with photographs is on
file in the Office of the City Clerk.
The Economic Development Director made a slide presentation on the efforts and
accomplishments of the Business Development Division. She presented an additional
communication entitled "Business Development 1992-1994" which the City Clerk had announced
earlier.
Jim Lamb, Business Development Project Manager, and Tom Andrusky, Assistant Project
Manager, made presentations.
The Economic Development Director reviewed future projects such as the film committee.
Topics of the presentation included: Pursuing entrepreneurial approaches for seeking business
and tourism to expand the city's revenue base, the philosophy and focus of the business
development division, a coordinated approach, business retention, business attraction, business
assistance, sales tax as a means to achieve other city goals, jobs, expanding the city's revenue
base, ombudsman shipltechnical assistance, business development team, advertising, marketing,
Huntington Beach Small Business Assistance Center, Mayor's Business Forum, Orange County
Economic Development Consortium, Industrial Interviews, Automobile Dealers Association, Shop
HBIBuy HB, Huntington Beach 200 and Recycling Market Development Zone (RMDZ).
Councilmember Bauer spoke regarding the favorable response he had received from a company
assisted by the Economic Development Department. He spoke further regarding the favorable
business statistics. Councilmember Bauer stated that the efforts of the Barbara Kaiser's
department and the Huntington Beach Visitors and Convention Bureau should be commended.
Councilmember Leipzig spoke regarding the business -friendly efforts the Economic Development
Department has made.
Councilmember Silva stated that he has never had a call from the public which was negative and
that their department is very energetic.

Mayor Moulton -Patterson adjourned the adjourned regular meetings of the City Council and the
Redevelopment Agency of the City of Huntington Beach to Monday, August 29, 1994 in Room B-
8, Civic Center, Huntington Beach, California.
