ITEM 1: ADMINISTRATIVE REVIEW NO.94-8
Applicant: William P. McCallion

Request: To permit the establishment of a wholesale truck business with outdoor
storage of vehicles pursuant to Section 9530.01 (T) of the Huntington
Beach Ordinance Code
Location: 19082 Crystal Street
Jane Madera, staff planner, stated that this was a request to establish a wholesale truck business
on Crystal Street within the Holly-Seacliff Specific Plan. Staff presented pictures and a site plan
of the existing site and stated that there would be two to three vehicles on site an any one time.
Staff recommended approval with findings and special conditions to stripe an additional five (5)
parking stalls and obtain permits for any non -permitted structure.
The applicant, William McCallion, was present and concurred with stars recommendation.
There were no other persons present to speak for or against this item.
ADMINISTRATIVE REVIEW NO. 94-8 WAS APPROVED BY THE ZONING
ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS OF
APPROVAL. HE STATED THAT THE ACTION TAKEN BY THE ZONING
ADMINISTRATOR CAN BE APPEALED TO THE PLANNING COMMISSION
WITHIN TEN (10) CALENDAR DAYS.
SPECIAL CONDITIONS OF APPROVAL -ADMINISTRATIVE REVIEW NO. 94-8:
1. The site plan, floor plans, and elevations received and dated September 29, 1994 shall be
the conceptually approved layout with the following modifications:
a. Five (5) additional parking stalls (9 feet wide by 19 feet deep with 26 foot back-
up) shall be provided in front of the modular office building.
b. A minimum six (6) foot high solid fence (block wall or slated chain link) shall be
provided on the northerly property line to screen the outdoor storage of trucks and
equipment.
2. A revised site plan shall be submitted depicting the modifications described above.
3. The parking area shall be restriped as originally approved and with the addition of five (5)
parking stalls prior to occupancy. Striping shall conform to the provisions and diagrams of
Article 960 - Off -Street Parking and Landscaping, Huntington Beach Ordinance Code.
4. The applicant/property owner shall obtain building permits for any non -permitted structure
(hanger and modular office trailer) in conformance with the following schedule.
a. submit plans and application within thirty (30) days of Administrative Review No.
94-8 approval;
b. obtain permits within sixty (60) days of approval; and
C. have permits finaled within 120 days of approval.
5. All applicable Public Works fees shall be paid prior to issuance of building permits.
6. The applicant/owner shall be responsible for payment of Traffic Impact fees prior to
issuance of a Certificate of Occupancy and/or final building permit approval.
7. Fire Department Requirements:
a. NOTE ON PLANS - Fire extinguishers will be installed and located in areas to
comply with Huntington Beach Fire Code Standards.
b. NOTE ON PLANS - Security gates will be designed to comply with City
Specification #403.
c. NOTE ON PLANS - Address numbers will be installed to comply with City
Specification #428. The size of the numbers will be the following:
• The number for the building will be sized a minimum of ten (10) inches with a
brush stroke of one and one-half (1-1/2) inches.

d. NOTE ON PLANS -Installation or removal of underground flammable or
combustible liquid storage tanks will comply with Orange County Environmental
Health and Huntington Beach Fire Department requirements.
e. SHOW ON PLANS - Fire access roads will be provided in compliance with the
Huntington Beach Fire Code and City Specification #401. Include the circulation
plan and dimensions of all access roads (24' or 27' fire lanes, turnarounds and 17'
by 45' radius turns.) Attached is City Specification #401.
f. NOTE ON PLANS - The project will comply with all provisions of the Huntington
Beach Fire Code and City Specification #422 and #431 for the abandonment of oil
wells and site restoration.
g. NOTE ON PLANS - The project will comply with all provisions of Huntington
Beach Municipal Code Title 17.04.085 and City Specification 9429 for new
construction within the methane gas overlay districts.
8. The Zoning Administrator shall be notified in writing if any changes in building height,
floor area, setbacks, building elevations or open space are proposed as a result of the plan
check process. Building permits shall not be issued until the Zoning Administrator has
reviewed and approved the proposed changes. The Zoning Administrator reserves the
right to require that an amendment to the original entitlement be processed if the proposed
changes are of a substantial nature.
9. Conditions of approval shall be printed verbatim on the cover sheet of all working drawing
sets submitted for plancheck.
INFORMATION ON SPECIFIC CODE REQUIREMENTS
1. The development shall comply with all applicable provisions of the Ordinance Code,
Building Division, and Fire Department.
2. The applicant shall meet all applicable local, State, and Federal Fire Codes, Ordinances,
and standards.
3. The applicant shall obtain any necessary permits from the South Coast Air Quality
Management District.
4. Development shall meet all local and State regulations regarding installation and operation
of all underground storage tanks.
14. The Zoning Administrator reserves the right to revoke Administrative Review No. 94-8 if
any violation of these conditions of the Huntington Beach Ordinance Code occurs.

ITEM 2: USE PERMIT NO.94-77
Applicant: Nick Radogna

Request: To permit a 530 square foot addition to an existing restaurant building
pursuant to Section 9220.1 (c) R. of the Huntington Beach Ordinance
Code.
Location: 15941 Edwards Street
Jane Madera, staff planner, stated that this was a request to permit a 530 square foot addition to
an existing Lino's Pizzeria restaurant. The applicant stated that this is a necessity to provide
restroom facilities inside the building and to increase the kitchen area of the restaurant. Staff
reported that there is sufficient parking on the site. Staff recommended approval with findings
and conditions.
THE PUBLIC HEARING WAS OPENED.
The applicant, Nick Radogna, was present and concurred with staffs recommendation.
No one else was present to speak for or against this item.
THE PUBLIC HEARING WAS CLOSED.
USE PERMIT NO. 94-77 WAS APPROVED BY THE ZONING ADMINISTRATOR
WITH THE FOLLOWING FINDINGS AND CONDITIONS - OF APPROVAL. HE
STATED THAT THE ACTION TAKEN BY THE ZONING ADMINISTRATOR CAN BE
APPEALED TO THE PLANNING COMMISSION WITHIN TEN (10) CALENDAR
DAYS.
FINDINGS FOR APPROVAL -USE PERMIT NO. 94-77:
Use Permit No. 94-77 the establishment, maintenance and operation of the 530 square
foot addition to an existing restaurant building will not be detrimental to:
a. The general welfare of persons residing or working in the vicinity. The restaurant
expansion will be compatible with the existing restaurant and other retail uses on
the site. The expansion provides the code required parking as the site currently
has 91 spaces and 77 spaces are required. (One space will be lost for an increase
in landscaping, therefore 90 spaces will be provided.)

b. Property and improvements in the vicinity of such use or building. The existing
property will be improved with the provision of additional landscaping and a trash
enclosure as a result of this project.
2. The granting of Use Permit No. 94-77 will not adversely affect the General Plan of the
City of Huntington Beach. The 530 square foot expansion to an existing restaurant is
consistent with the goals and objectives of the General Commercial Land Use designation
of the General Plan.
SPECIAL CONDITIONS OF APPROVAL -USE PERMIT NO. 94-77:
The site plan, floor plans, and elevations received and dated October 5, 1994 shall be the
conceptually approved layout with the following modifications:
a. The trash enclosure shall be relocated so that it is six (6) feet further south of the
north building wall. The remaining six (6) foot by six (6) foot corner area shall be
curved around the driveway and permanently landscaped.
b. One (1) parking stall on the northeast corner of the parcel shall be landscaped.
c. The site plan shall reflect code required parking spaces for Lino's Restaurant based
on a 1:100 ratio, not 1:60 ratio.
d. The satellite dish shall be relocated to the south side of the building and shall be
screened from view from Edwards Street as much as possible using the existing
parapet walls.
2. A revised site plan shall be submitted depicting the modifications described above.
11. The Zoning Administrator shall be notified in writing if any changes in building height,
floor area, setbacks, building elevations or open space are proposed as a result of the plan
check process. Building permits shall not be issued until the Zoning Administrator has
reviewed and approved the proposed changes. The Zoning Administrator reserves the
right to require that an amendment to the original entitlement be processed if the proposed
changes are of a substantial nature.
4. Conditions of approval shall be printed verbatim on the cover sheet of all working drawing
sets submitted for plancheck.
5. Prior to issuance of building permits, the following plans and items shall be submitted
and/or completed by the applicant:
a. Four sets of landscape and irrigation plans to the Department of Community
Development and Public Works for review and approval.

b. Rooftop Mechanical Equipment Plan. Said plan shall indicate screening of all
rooftop mechanical equipment and shall delineate the type of material proposed to
screen said equipment.
c. Landscape and irrigation plan to the Departments of Community Development and
Public Works for review and approval. Said landscape plan shall include one (1)
fifteen gallon tree per landscape pocket area adjacent to north property line, two
(2) twenty-four inch box trees in front yard area, and one (1) fifteen gallon tree in
each private yard area.
d. A Landscape Construction Set submitted to the Public Works Department. The
landscape construction set shall include a landscape which includes all
proposed/existing plant materials (location, type, size, quantity), irrigation plan,
grading plan and approved site plan, and copy of conditions of approval. The
landscape plan shall be in conformance with Section 9608 of the Huntington Beach
Ordinance Code. The set must be complete and approved by Community
Development and Public Works Departments prior to issuance of building permits.
6. Installation of required landscaping and irrigation systems shall be completed prior to final
inspection.
7. Special architectural treatment shall be provided on all building walls. All walls shall be
stuccoed and painted a consistent color throughout.
8. Fire Department Requirements:
a. Provide fire extinguishers per Huntington Beach Fire Code.
b. Service roads and fire lanes, as determined by the Fire Department, shall be posted
and marked.
c. Fire access lanes shall be maintained. If fire lane violations occur and the services
of the Fire Department are required, the applicant will be liable for expenses
incurred.
9. All building spoils, such as unusable lumber, wire, pipe, and other surplus or unusable
material, shall be disposed of at an off -site facility equipped to handle them.
10. Proposed structures shall be architecturally compatible with existing structures.
11. Natural Gas shall be stubbed in at the locations of cooking facilities, water heaters, and
central heating units.
12. Low -volume heads shall be used on all spigots and water faucets.

13. If lighting is included in the parking lot, high-pressure sodium vapor lamps shall be used
for energy savings. All outside lighting shall be directed to prevent "spillage" onto
adjacent properties.
INFORMATION ON SPECIFIC CODE REQUIREMENTS
1. The development shall comply with all applicable provisions of the Ordinance Code,
Building Division, and Fire Department.
2. The applicant shall meet all applicable local, State, and Federal Fire Codes, Ordinances,
and standards.
3. The applicant shall obtain any necessary permits from the South Coast Air Quality
Management District.
4. The Zoning Administrator reserves the right to revoke Use Permit 94-77 if any violation
of these conditions of the Huntington Beach Ordinance Code occurs.
ITEM 3: USE PERMIT NO.94-80
Applicant: Craig Vernocke

Request: To permit the expansion of an existing sports bar into an adjacent 1,080
square foot suite with the addition of three (3) pool tables pursuant to
Section 9220.1 (c) R of the Huntington Beach Ordinance Code.
Location: 8871 Adams Avenue
Jane Madera, staff planner, stated that this was a request to permit the expansion of an existing
sports bar into an adjacent suite at an existing shopping center. The project is located at the
northwest corner of Magnolia and Adams. Staff reported that a previous permit granted to
establish a health club required restriping of the parking lot for compact spaces and
implementation of a parking management plan. Sufficient parking for the sports bar expansion can
be provided once the restripping is completed. Staff also reported that Police Department, Public
Works and Fire Department all recommended approval of this project. Staff recommended
approval with findings and conditions.
The applicant, Craig Vernocke, was present and concurred with staff s recommendation.

FINDINGS FOR APPROVAL -USE PERMIT NO. 94-80:
1. Use Permit No. 94-80 for the establishment, maintenance and operation of the 1,080
square foot expansion of an existing sports bar into an adjacent suite will not be
detrimental to:
a. The general welfare of persons residing or working in the vicinity. The expansion
is compatible with the other retail and restaurant businesses within the center.
b. Property and improvements in the vicinity of such use or building. With the
conditions of approval imposed, code required parking will be provided prior to
occupancy of the expansion suite.
2. The granting of Use Permit No. 94-80 will not adversely affect the General Plan of the
City of Huntington Beach. The 1,080 square foot expansion of an existing sports bar into
an adjacent suite is consistent with the goals and objectives of the Land Use designation of
the General Plan.
SPECIAL CONDITIONS OF APPROVAL -USE PERMIT NO. 94-80:
The site plan, floor plans, and elevations received and dated October 17, 1994 shall be the
conceptually approved layout with the following modifications:
a. The site plan shall reflect compact parking, employee parking, and the number of
parking spaces, labeled, as approved under Conditional Use Permit No. 93-17.
2. A revised site plan shall be submitted depicting the modifications described above.
3. All parking shall comply with the site plan approved under Conditional Use Permit No.
93-17. The entire lot shall be re -striped to provide 453 spaces, appropriately label
compact sized stalls and label employee parking as required under the approved parking
management plan. All improvements to the parking lot shall be completed prior to
occupancy of the "R-Place" expansion.
4. An "Acceptance of Conditions" shall be signed and notarized by the property owner. A
copy of the document shall be returned to the Community Development Department prior
to occupancy.
5. Fire Department Requirements:
a. NOTE ON PLANS - Fire extinguishers will be installed and located in areas to
comply with Huntington Beach Fire Code Standards.
b. NOTE ON PLANS - Address numbers will be installed to comply with City
