REVISED TENTATIVE PARCEL MAP NO.94-121 WAS APPROVED BY THE ZONING ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS OF APPROVAL. HE STATED THAT THE ACTION TAKEN BY THE ZONING ADMINISTRATOR CAN BE APPEALED TO THE PLANNING COMMISSION WITHIN TEN (10) CALENDAR DAYS. FINDINGS FOR APPROVAL - REVISED TENTATIVE PARCEL MAP NO. 94-181: 1. The proposed subdivision of one (1) parcel into four (4) parcels for general industrial purpose is in compliance with the size and shape of property necessary for that type of development. The industrial lots will meet the minimum 100 foot lot width and 20,000 square foot lot size. 2. The General Plan has set forth provisions for this type of land use as well as setting forth objectives or implementation of this type of use. 3. The property was previously studied for this intensity of land use at the time the land use designation for MI -A, Restricted Manufacturing allowing general industrial businesses was placed on the subject property. The size, depth, frontage, street width and other design and improvement features of the proposed four (4) lot subdivision are proposed to be constructed in compliance with standards, plans and specifications on file with the City as well as in compliance with the State Map Act and supplemental City Subdivision Ordinance CONDITIONS OF APPROVAL - REVISED TENTATIVE PARCEL MAP NO. 94-181: A. TO BE COMPLETED PRIOR TO USE OR OCCUPANCY OF SAID PARCELS(S) FOR ANY PURPOSE 1. Tentative Parcel Map No. 94-181 (Revised) received by the Department of Community Development on November 7, 1994 shall be the approved layout with the amendments as noted in these conditions of approval. 2. The fire hydrants serving the existing warehouse building on proposed Parcel 3 shall be located entirely within the new parcel. A revised copy of the tentative map depicting the location of the existing fire hydrants shall be submitted prior to submittal of the final map. The property lines of the final map may shift slightly to accommodate this condition. The tentative map shall be revised to show the location of the water main that currently runs through the property from Graham Street to serve the existing warehouse building. 4. The applicant/property owner shall provide for a permanent secondary emergency vehicle access to serve the existing building on proposed Parcel 3. An irrevocable reciprocal access agreement across the entire property line between proposed Parcels 3 and 4 shall be submitted to the City prior to recordation of this parcel map. The document shall be reviewed and approved by the City of Huntington Beach City Attorney's Office. Said document shall be recorded with the County of Orange Recorder's Office concurrently with Parcel Map No. 94-181. The irrevocable reciprocal access easement location and size may be refined to a minimum width of twenty-four (24) feet at the time of development of Parcel 4 subject to the approval of the City of Huntington Beach Fire and Community Development Departments. Any amendments to the recorded document require prior City approval and must also be recorded on all involved properties with the County of Orange Recorder's Office. The proposed private street shall be relocated so that it aligns within five (5) feet of the centerline of Argosy Drive (across Graham Street). 6. The water system shall be dedicated to the City of Huntington Beach. 7. All water lines and appurtenances shall be located within easements dedicated to the City of Huntington Beach. ZA Minutes 12/21/94 3 (NIIN1221) All vehicular access rights to Graham Street shall be released and relinquished to the City of Huntington Beach except at locations approved by the Zoning Administrator. 9. The applicant shall submit a covenant restricting the use of the existing building on Parcel 2 to warehouse only. Prior to recordation, the covenant shall be reviewed for form and content by the City Attorney's office. A copy of the recorded covenant shall be submitted to the Community Development Department. 10. Prior to final recordation of the parcel map, the surveyor/engineer shall tie the boundary of the map into the Horizontal Control System established by the County Surveyor in a manner described in Sections 7-9-330 and 7-9-337 of the Orange County Subdivision Code and Orange County Subdivision Manual, Subarticle 18. 11. Prior to recordation of this parcel map, the surveyor/engineer preparing the map shall submit to the County Surveyor a digital -graphics file of said map in a manner described in Sections 7-9-330 and 7-9-337 of the Orange County Subdivision Code and Orange County Subdivision Manual, Subarticle 18. 12. All previously approved conditions of approval of Administrative Review No. 94-5 shall remain in effect. _t/ ITEM 2: COASTAL DEVELOPMENT PERMIT NO 94-17 Applicant: Jeffrey Dahl 318 21 st. COASTAL DEVELOPMENT PERMIT NO.94-17 WAS APPROVED BY THE ZONING ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS OF APPROVAL. The request to permit the remodel and addition to an existing one-story single family residence conforms with the plans, policies, requirements and standards of the Coastal Element of the General Plan. The proposed 980 square foot addition will not impact public views or access. 2. Coastal Development Permit No. 94-17 is consistent with the CZ suffix zoning requirements, the RI Zoning District, as well as other provisions of the Huntington Beach Ordinance Code applicable to the property. The proposed development will conform with all applicable City codes. 3. At the time of occupancy, the proposed remodel and addition to an existing one-story single family residence will be provided with infrastructure in a manner that is consistent with the Coastal Element of the General Plan. All infrastructure currently exists to the site. 4. The proposed remodel and 980 square foot addition to an existing one story single family residence conforms with the public access and public recreation policies of Chapter 3 of the California Coastal Act. SPECIAL CONDITIONS OF APPROVAL: The site plan, floor plans, and elevations received and dated November 23, 1994 shall be the conceptually approved layout. ZA Minutes 12/21/94 5 (MIN1221) 2. The project shall comply with the floodplain construction standards contained in Article 940, F000dplain, of the Huntington Beach Ordinance Code. 3. All building spoils, such as unusable lumber, wire pipe, and other surplus or unusable material, shall be disposed of at an off -site facility equipped to handle them. 4. Proposed structures shall be architecturally compatible with existing structures. The Zoning Administrator shall be notified in writing if any changes in building height, floor area, setbacks, building elevations or open space are proposed as a result of the plan check process. Building permits shall not be issued until the Zoning Administrator has reviewed and approved the proposed changes. The Zoning Administrator reserves the right to require that an amendment to the original entitlement be processed if the proposed changes are of a substantial nature. 6. All conditions of approval shall be printed verbatim on the cover sheet of all working drawings. INFORMATION OF SPECIFIC CODE REOUIREMENTS• 1. The development shall comply with all applicable provisions of the Ordinance Code, Building Division, and Fire Department. 2. The applicant shall meet all applicable local, State, and Federal Fire Codes, Ordinances, and standards. 3. The Zoning Administrator reserves the right to revoke Coastal Development Permit No. 94-17 if any violation of these conditions of the Huntington Beach Ordinance Code occurs.
