HomeMy WebLinkAbout1995-01-04MINUTES CITY COUNCIUREDEVELOPMENT AGENCY Council Chamber, Civic Center Huntington Beach, California Tuesday, January 4, 1995 Mayor Leipzig called the adjourned regular meetings of the City Council and the Redevelopment Agency of the City of Huntington Beach to order at 5:30 p.m. in Room B-8. CITY COUNCIUREDEVELOPMENT AGENCY ROLL CALL PRESENT: Bauer, Sullivan, Leipzig, Dettloff, Garofalo (arrived 5:35 p.m.) ABSENT: Green RECESS The Mayor called a recess of the City Council and Redevelopment Agency for the purpose of meeting in closed session of the City Council/Redevelopment Agency to consider the following closed session items. CLOSED SESSION Closed Session - City Council pursuant to Government Code Section 54957.6 to meet with its designated representatives - Agency Negotiator: William Osness, Director of Personnel and Dan Cassidy, Esquire of Liebert, Cassidy and Frierson regarding Labor Relations Matters - Meet and Confer - Marine Safety Officers Association (MSOA), Police Officers Association (POA), Police Management Association (PMA), Municipal Employees Association (MEA), Municipal Employees Organization (MEO), Huntington Beach Firemens' Association (HBFA), Surf City Lifeguard Employee Association (SCLEA) and Non -Associated. (120.80) Closed Session - City Council pursuant to Government Code Section 54956.9(a) to confer with its attorney regarding pending litigation which has been initiated formally and to which the city is a party. The title of the litigation is Orange County Bankruptcy Case - U.S. Bankruptcy Court Case No. SA 94-22272 JR Administratively Consolidated with Case No. SA-94-22273 JR. (120.80) Council may also hold Closed Sessions on Closed Session Items which may have been continued from Monday, January 3, 1995. 23 Page 2 - Council/Agency Minutes - 01/04/95 RECONVENE The Mayor reconvened the meeting of the City Council and Redevelopment Agency at 6:50 p.m. in the Council Chamber. Report on Recent Flood Mayor Leipzig presented an update on the effects on the city of the recent flood conditions. (City Council) STATUS OF CITY OF HUNTINGTON BEACH 1994-95 FISCAL YEAR BUDGET - PROCESS TO AMEND CITY BUDGET (320.20) The City Clerk presented a communication from the City Administrator outlining a process to consider/review amendments to the current year budget. Communications transmitted by the City Administrator were Resolution No. 6634 adopted September 26, 1994 which adopted a budget for the city for Fiscal Year 1994-95, Communication to Mayor and City Council titled Meeting to Review Budget Options - 1994-95 General Fund Budget dated December 29, 1994 and a copy of the slide presentation on the Budget Study Session dated January 4, 1995. The City Administrator presented a report covering the following: Approved General Fund Budget, Unknown Budget Impacts, Budget Balancing Options/Alternatives, Expenditure Reduction Alternatives, Alternative 1: New Reductions, Alternative 2: Cost of New Services added in 1994/95, Alternative 3: Recommended Reductions Which Were Reinstated, Revenue Alternatives, Alternative 4: Recommended Revenues Not Implemented, Alternative 5; Potential New Revenues Reviewed But Not Approved, Alternative 6: Other Potential New Revenues, Alternative 7: MSI Fees, Summary. Councilman Sullivan requested figures on what the Hotel Tax is in adjacent cities. Councilmember Garofalo requested an estimate cost savings of not replacing retirees and the feasibility of coming up with sale or lease of city property and investing in areas where revenue sources are. In response to a question by Councilmember Bauer the City Administrator stated that he would return with a report regarding the cost of services for new residential development. Following further discussion, a motion was made by Dettloff, second Garofalo, to direct the City Administrator to schedule a budget study session for late January or early February to review the General Fund Budget including an updated estimate of the impact of the Orange County Bankruptcy with recommendations on elimination of the General Fund shortfall for 1994/95 including the impacts of attrition, available city properties, cost of municipal services to residential and update on the MSI process.
