Mayor Leipzig called the adjourned regular meetings of the City Council and the Redevelopment
Agency of the City of Huntington Beach to order at 5:00 p.m. in Room B-8.

PRESENT: Harman, Bauer, Sullivan Leipzig, Dettloff, Green, Garofalo
ABSENT: None
RECESS
The Mayor called a recess of the City Council and Redevelopment Agency.
CLOSED SESSION
Closed Session City Council pursuant to Government Code Section 54956.9(a) to confer with its
attorney regarding pending litigation which has been initiated formally and to which the city is a
party. The title of the litigation is city v. Main and Thomas. Orange County Superior Court Case
No. 72 0162. (120.80)

Closed Session City Council and Redevelopment Agency pursuant to Government Code
Section 54956.9(b)(3)(a) to confer with its attorney regarding pending litigation (facts and
circumstances that might result in litigation against the local agency but which the local agency
believes are not yet known to a potential plaintiff or plaintiffs, which facts and circumstances need
not be disclosed). Number of potential cases 1 and pursuant to Government Code
Section 54956.9(c) to confer with its attorney regarding pending litigation (based on existing facts
and circumstances, the legislative body of the local agency has decided to initiate or is deciding
whether to initiate litigation). Number of potential cases 1 - Tiffany Escrow. (120.80) (400.50)

attorney regarding pending litigation which has been initiated formally and to which the city is a
party. The title of the litigation is in regards to Orange County; U. S. Bankruptcy Court Case
No. SA 94-22272 JR administratively consolidated with Case No. SA 94-22273 JR. (120.80)

CLOSED SESSION ACTION TAKEN
Mayor Leipzig reported regarding action taken in Closed Session that the City Council has on the
recommendation of the City Attorney taken action in regard to the Tiffany Escrow matter in regard
to the Oceanview Estates Mobile Home Parks and directed the City Attorney's Office to attempt to
obtain the files of the escrow on those mobile homes from Atlas Escrow if necessary by pursuit
through the Superior Court and if necessary to pursue action against the now out of business
Tiffany Escrow responsible for city costs in the matter. The motion carried by unanimous vote.

The City Clerk presented a communication from the City Treasurer transmitting the following five
documents:
1. Existing investment policy
2. Proposed new format and expanded investment policy
3. Proposed Citizens Investment Advisory Board
4. Background on Professional Advisors
5. Portfolio Master Summary for January 1995

(City Council) PROPOSED 1995 CITY COUNCIL GOALS AND OBJECTIVES (120.30)
The City Clerk presented a communication from City Administrator transmitting proposed 1995
City Council Goals and Objectives and a process by which to monitor the effort towards the
achievement of those goals and objectives. The draft goals and objectives are a consolidation of
the current adopted City Council Goals and Objectives and Goals and Objectives statements
suggested by the City Councilmembers at their January 28, 1995 Council Workshop.
"MAKING CALIFORNIA'S GOVERNMENTS WORK" (120.30)
Presentation by the City Administrator regarding Making California's Governments Work, a
discussion paper prepared as a basis for advancing solutions that will benefit the public.
ADJOURNMENT - CITY COUNCILIREDEVELOPMENT AGENCY
The Mayor adjourned the regular meetings of the City Council and the Redevelopment Agency of
the City of Huntington Beach to Monday, March 6, 1995, at 5:00 p.m., in Room B-8, Civic Center,
Huntington Beach, California.
