B-1 ECONOMIC DEVELOPMENT ELEMENT: GENERAL PLAN
AMENDMENT NO. 94-2/ENVIRONMENTAL IMPACT REPORT NO. 94-
1 - COMPREHENSIVE UPDATE OF THE HUNTINGTON BEACH
GENERAL PLAN (CONTINUED FROM THE AUGUST 22, 1995
PLANNING COMMISSION MEETING):
APPLICANT: City of Huntington Beach
LOCATION: City Wide
General Plan Amendment No. 94-2/Environmental Impact Report No. 94-1 is the
comprehensive update of the city's General Plan. Since its adoption in December of 1976,
the General Plan has undergone incremental updates to reflect the changing needs of the
city; however no comprehensive update has occurred since the initial adoption. The public
hearings on the General Plan update began on July 18, 1995. The Planning Commission at
the meeting of August 22, 1995, continued the public hearings open to the meeting of
September 12, 1995.
Two elements (Land Use and Economic Development) were presented for review. This
hearing covered the Economic Development Element.
Economic Development Element - The draft element identifies the economic issues in the
city and sets policies that addresses strategies for the long term economic stability and
growth in the city. The draft Economic Development Element is a new element to the city
of Huntington Beach General Plan. This element has been previously reviewed by the
Planning Commission (July 25 and August 8). The Commission pulled the entire element
and requested staff to review all the technical synopsis information and update or delete
information not necessary. In-house staff is continuing to do the review and will present
an updated technical synopsis and additional implementation programs at a later date. At
the study session on August 22, 1995, Economic Development staff presented an analysis
of the data used in formulating the proposed goals, objectives, policies and implementation
programs. The presentation also provided an explanation of the purpose and content of
the Economic Development Strategy. Based upon the presentation and the information,
the Commission agreed to review and take straw votes on the goals, objectives, policies
and implementation programs of the element at tonight's meeting.. Please refer to the
attached strike -out version for staff s recommendations (No. 1).

STAFF RECOMMENDATION:
Staff recommends that the Planning Commission take straw votes on the draft Economic
Development Element, and continue the Public Hearings on General Plan Amendment No.
94-2/Environmental Impact Report No. 94-1 to the next scheduled Planning Commission
meeting of September 26, 1995.

Land Use Element - The draft element identifies the location and distribution of land uses
such as residential, commercial, or industrial and specifies the amount of building intensity.
The draft Land Use Element addresses a majority of the same issues currently identified in
the adopted Land Use Element. Major policy changes or issues are highlighted and
identified for the Commission's review. For tonight's review, the Planning Commission
should focus on the new Goals, Objectives, Policies, and Programs only. The review of
specific land use map recommendations is scheduled to begin at the next scheduled
meeting. Please refer to the attached strike -out version for staffs recommendations.

D-1 GENERAL PLAN CONFORMANCE NO.95-5 FOR THE FISCAL YEAR
1995/96 CAPITAL IMPROVEMENTS PROQRAM

The Government Code of the State of California, Section 65401, requires that a local
planning agency review a list of the proposed projects recommended for planning,
initiation, or construction during the ensuing fiscal year as to conformity with the local
General Plan. This list of proposed projects is contained in a Capital Improvements
Program (CIP). A CIP includes funded and unfunded projects for a five year period. The
role of the Planning Commission in reviewing a CIP is to ensure the conformity of each
project with the goals and policies of the General Plan. The merits and funding for
individual projects listed in the CIP will then be reviewed and approved by the City
Council.
The Department of Administrative Services has submitted a coordinated list of all capital
projects recommended by City Departments for Fiscal Year 1991196. The 1991196 CIP
contains a list of the funded and unfunded capital projects for the next five fiscal years.
Many projects have been carried forward from the 1994/95 CIP due to lack of funding.
The 1995/96 CIP categorizes individual projects by Department and subject. Within each
category, individual projects are prioritized and summarized. Each summary includes a
brief description and anticipated cost. Included with each category of projects are the
relevant General Plan Elements.
To provide more detailed information as to the conformity of each project with the General
Plan, Resolution Number 1507 presents relevant General Plan policies for each proposed
project in the 1995/96 CIP. In the Resolution, the General Plan policies are grouped with
the individual projects by Department and subject.
STAFF RECOMMENDATION:
Staff recommends that the Planning Commission adopt Resolution No. 1507, approving
General Plan Conformance No. 95-5 with findings, and forward to the City Council.

E. PLANNING COMMISSION ITEMS/INOUIRIES
Commissioner Livengood - requested that staff consolidate the letters they receive
for the General Plan Update in the staff report in order for the Planning
Commission to respond to them during the Public Hearing.
Commissioner Kerins- requested staff to bring back the letters they received that
evening regarding the Land Use Element at the appropriate Public Hearing.
Commissioner Biddle- stated that the Commission had received a letter from the
Westminster School District regarding the action they took on a Korean Church
application to occupy a vacant school site. He stated that the letter accused them
of racism and he felt they had a misconception.
Commissioner Tillotson- stated that during the public hearing for the Korean
Church she had felt a sense of racism in the audience and was a factor in her voting
in opposition to the rest of the Commission's denial of the application.
E-1 PLANNING COMMISSION SUBCOMMITTEE REPORTS
Commissioner Kerins - reported on the Bolsa Chica Subcommittee meeting.
Commissioner Gorman - reported on the Design Review Board meeting.
Commissioner Livengood - questioned staff regarding the newly formed City
Council General Plan Update Subcommittee. Staff stated that a meeting schedule
was being prepared and the Commission would be informed when it was finaled.
