ITEM 1: SPECIAL SIGN PERMIT NO. 95-12
Applicant: Lauri's Permit Service, 3320 E. Chapman Ave., Suite 201, Orange, CA
92669
Property Owner: Huntington Beach Mall, 7777 Edinger Ave., Huntington Beach, CA 92647
Request: Three (3) wall signs to be placed on the north, east and south sides of a
commercial building. These signs each have an area of 339 square feet,
resulting in a total area of 1,017 square feet which exceeds the 200 square
foot maximum permitted by the Huntington Beach Zoning and Subdivision
Ordinance.
Location: 7777 Edinger Avenue (Huntington Beach Mall)
Catherine Johnson, staff planner, stated that this was a request to permit three (3) wall signs to be
placed on the north, east and south elevations of the Burlington Coat Factory building located at
7777 Edinger Avenue. It was noted that each of the signs have an area of 339 square feet,
resulting in a total area of 1,017 square feet which exceeds the 200 square foot maximum
permitted by the Huntington Beach Zoning and Subdivision Ordinance. Each sign will be
approximately six (6) feet from the roof line and centered. Ms. Johnson stated that the signs will
be red with white returns. The Design Review Board recommended approval of the colors and
design. Staff recommended approval of this request based on the fact that the proposed signs are
proportional to the linear frontage.

THE PUBLIC HEARING WAS OPENED.
Richard Harlow was present and stated that he believed the proposed signs were in proper scale.
From a freeway visibility standpoint, Mr. Harlow stated that the request was appropriate and
reasonable. It was noted that for legal purposes the words "Coat Factory' must follow
"Burlington".
THERE WERE NO OTHER PERSONS PRESENT TO SPEAK FOR OR AGAINST THE
REQUEST AND THE PUBLIC HEARING WAS CLOSED.
SPECIAL SIGN PERMIT NO. 95-12 WAS CONDITIONALLY APPROVED BY THE
ZONING ADMINISTRATOR. HE STATED THAT THE ACTION TAKEN BY THE
ZONING ADMINISTRATOR CAN BE APPEALED TO THE PLANNING
COMMISSION WITHIN TEN (10) CALENDAR DAYS.
FINDINGS FOR APPROVAL - SPECIAL SIGN PERMIT NO.95-12:
The Zoning Administrator may grant a special sign permit for requests for supergraphics, three-
dimensional signs, and relief from the strict application of Section 233.08 subject to the findings
listed below and in accordance with Chapter 248.
1. The three (3), 340 square foot wall signs for Burlington Coat Factory are compatible with the
character of the wall signs for the other major tenants in the mall because they are of a similar
size, placement and design; they are needed for special circumstances defined by the applicant
as the necessity of having a larger sign area to accommodate the words "Coat Factory" which
is part of the corporate logo; and to allow a letter height that is comparable to other major
tenants' signs in the mall.
2. The signs will not adversely affect other signs in the area because they will be placed on three
(3) sides of a building that has no other signage and will not block or hinder the visibility of
any other sign.
3. The signs will not be detrimental to properties located in the vicinity, as the design of the signs
is similar to other commercial signage within the mall and the area along Edinger Avenue.
4. The signs will not obstruct vehicular or pedestrian traffic visibility and will not be a hazardous
distraction because they are being placed just below the roof line of a 56 foot high building
and are not of a size, design or color that would create a distraction.
CONDITIONS OF APPROVAL - SPECIAL SIGN PERMIT NO.95-12:
1. The site plan and sign elevations received and dated October 17, 1995 shall be the approved
layout.

2. The Zoning Administration reserves the right to rescind this special sign permit approval in the
event of any violation of the terms of the applicable zoning laws. Any such decision shall be
preceded by notice to the applicant and a public hearing and shall be based on specific
findings.
INFORMATION ON SPECIFIC CODE REQUIREMENTS
1. The development shall comply with all applicable provisions of the Ordinance Code,
Building Division, and Fire Department.
2. The applicant shall meet all applicable local, State, and Federal Fire Codes, Ordinances,
and standards.
3. The Zoning Administrator reserves the right to revoke if any violation of these conditions
of the Huntington Beach Ordinance Code occurs.
ITEM 2: TENTATIVE PARCEL MAP NO. 94-204
Applicant: G&M Oil Company, Jim Gray, 15402 Electronic Lane, Huntington Beach,
CA 92649
Property Owner: George A. Pearson, 15402 Electronic Lane, Huntington Beach, CA 92649
Request: A tentative parcel map to consolidate three (3) contiguous lots into one (1)
approximate 15,000 square foot lot for the purpose of constructing a
previously approved 7,000 square foot office building.
Location: 16862 "A" Street (southeast corner of "A" Street and Rubidoux)
Catherine Johnson, staff planner, stated that this was a proposal to consolidate three (3)
contiguous lots into one (1) approximate 15,000 square foot lot at the southeast corner of "A"
Street and Rubidoux Drive. It was noted that this request was a condition of approval for Use
Permit 94-22 which approved the subject site for a 7,000 square foot industrial office building.
The Public Works Department noted a few corrections to be made on the site plans. Ms. Johnson
stated that the applicant has submitted final site plans illustrating the required changes from Public
Works and that the plans now comply with all requirements. Staff recommended approval of this
request.

Jim Gray, applicant, was present and stated that he would comply with all requirements.

TENTATIVE PARCEL MAP NO.94-204 WAS CONDITIONALLY APPROVED BY
THE ZONING ADMINISTRATOR. HE STATED THAT THE ACTION TAKEN BY
THE ZONING ADMINISTRATOR CAN BE APPEALED TO THE PLANNING
COMMISSION WITHIN TEN (10) CALENDAR DAYS.
FINDINGS FOR APPROVAL - TENTATIVE PARCEL MAP NO.94-204:
The proposed consolidation of three (3) existing lots into one (1) lot for commercial
development purposes is in compliance with the size and shape of property necessary for that
type of development because the resulting single lot will be approximately 15,000 square feet
in area and have a width of approximately 110 feet which is in compliance with code
requirements for commercial sites.
2. The General Plan has set forth provisions for this type of land use as well as setting forth
objectives or implementation of this type of use. The property has a General Plan Land Use
Designation of General Commercial which sets forth provisions for the office use planned for
this site.
3. The property was previously studied for this intensity of land use at the time the land use
designation of General Commercial, allowing commercial and office uses, was placed on the
subject property.
4. The size, depth, frontage, street width and other design and improvement features of the
parcel are proposed to be constructed in compliance with standards, plans and specifications
on file with the City as well as in compliance with the State Map Act and supplemental City
Subdivision Ordinance. The parcel map shows the required street and alley dedications
necessary for compliance with City standards. The previous entitlements for this property
(Use Permit No. 94-22 and Variance No. 94-5) included conditions of approval requiring
necessary improvements and specifying street design and improvement standards.
CONDITIONS OF APPROVAL - TENTATIVE PARCEL MAP NO. 94-204:
A. TO BE COMPLETED PRIOR TO USE OR OCCUPANCY OF SAID PARCELS(S)
FOR ANY PURPOSE
Tentative Parcel Map No. 94-204 received by the Department of Community
Development on December 10, 1994 shall be the approved layout with the
amendments as noted in these conditions of approval.
2. Prior to recordation of this parcel map, the surveyor/engineer preparing the map
shall tie the boundary of the map into the Horizontal Control System established by
the County Surveyor in a manner described in Sections 7-9-330 and 7-9-337 of the
Orange County Subdivision Code and Orange County Subdivision Manual,
Subarticle 18.

3. Prior to recordation of this parcel map, the surveyor/engineer preparing the map
shall submit to the County Surveyor a digital -graphics file of sail map in a manner
described in Sections 7-9-330 and 7-9-337 of the Orange County Subdivision Code
and Orange County Subdivision Manual, Subarticle 18.
4. Tentative Parcel Map No. 94-204 shall comply with all applicable conditions of
approval for Use Permit No. 94-22 and Variance No. 94-8.
5. The following dedications shall be required:
a) 14.00 feet off of Rubidoux Drive.
b) 5.00 feet off of "A" Street.
c) 2.50 feet off of the alley.
6. A copy of a current (no more than six [6] months old) Title Report must be provided.
7. A demolition permit must be obtained for the removal of all existing structures on the site.
ITEM 3: LOT LINE ADJUSTMENT NO. 95-4
(NON-PUBLIC HEARING ITEM)

Request: Lot line adjustment between parcels one (1) and two (2) in parcel map 16/4
to accommodate existing improvements.
Location: 16246 and 16252 Tisbury Circle (Humboldt Island, Huntington Harbor)
Mary Beth Broeren, staff planner, stated that this was a request for a lot line adjustment between
parcels one (1) and two (2) in parcel map 16/4 to accommodate existing improvements. It was
noted that the zoning for the subject property is Rl, Single Family Residential. Ms. Broeren
stated that the original tract map was approved with the current lot line. Subsequently, however,
a parcel map was drawn that changed the property line and the legal description was never altered
to reflect that change. The lot line adjustment, therefore, would serve as a clean-up for the legal
description. Public Works reviewed and approved the request. Ms. Broeren stated that the new

line meets setback requirements for both properties. Staff recommended approval of this request
because it would maintain the required lot frontage and no structure would be severed.
LOT LINE ADJUSTMENT NO.95-4 WAS CONDITIONALLY APPROVED BY THE
ZONING ADMINISTRATOR. HE STATED THAT THE ACTION TAKEN BY THE
ZONING ADMINISTRATOR CAN BE APPEALED TO THE PLANNING
COMMISSION WITHIN TEN (10) CALENDAR DAYS.
FINDINGS FOR APPROVAL - LOT LINE ADJUSTMENT NO.95-4:
1. The lot line adjustments between parcels 1 and 2 within Parcel Map 16/4 will not create any
non -conforming parcel. Both lots involved will maintain the same lot frontages and the
minimum lot area requirements for the approved tract.
2. The lot line adjustments will not create a non conforming yard requirement. The lot line
adjustments will allow standard building plans to be plotted on the two (2) lots while meeting
the minimum setback requirements.
3. The lot line adjustments will not sever existing structures on the two (2) lots. The standard
building plans will maintain the minimum setback requirements.
4. The lot line adjustments will not allow a greater number of dwelling units than allowed by the
code prior to the adjustment. The tract is located within the Low Density Residential district
and will continue to permit two (2) single family residences on the two (2) lots.
CONDITIONS OF APPROVAL - LOT LINE ADJUSTMENT NO. 95-4:
1. The site plans received on October 13, 1995 shall be the conceptually approved layout.
2. All previous approved conditions on Parcel Map 16/4 and Tract 5481 shall remain in
effect.
THE MEETING WAS ADJOURNED AT 2:00 P.M. BY THE ZONING
ADMINISTRATOR TO THE NEXT REGULARLY SCHEDULED MEETING OF THE
ZONING ADMINISTRATOR ON WEDNESDAY, DECEMBER 6, 1995.
