The Mayor reconvened the Special Meeting of the City Council at 2:30 p.m. The Special
Meeting had been recessed from May 16, 1996.
City Council Roll Call
Present: Leipzig, Bauer, Sullivan, Dettloff, Green, (Garofalo arrived at 2:35 p.m.)
Absent: Harman
(City Council Continuation Of Interviews Of Candidates To Fill Vacancy In Office Of Cit
Treasurer
The City Administrator reported on the May 17, 1996, memorandum from the City Attorney to
the City Administrator, Subject: Eligibility of City Treasurer. He stated this opinion" allows the
person selected to be sworn into office after the person has moved to the city. [*Note: This
opinion superseded by May 29, 1996, City Attomey opinion title "City Treasurer -- Assuming
Office." This opinion is on file in the Office of the City Clerk and requires person to be eligible
to be sworn into office prior to expiration of 60 daytime frame for filling vacancy.]
The City Administrator distributed a chart titled, City Treasurer-- Thursday -- Top Five,
detailing the five candidates selected by the Council following interviews held on
May 16, 1996.
The following candidates were interviewed by the City Council: George Hill, Shari Freidenrich,
Harlan Idel, David Kuhlman, Daniel Lohan, Chris Tomko, James Mras, and Steve Rahon.
A brief -discussion was held regarding the feasibility of accommodating Patricia McCabe as she
was unable to attend the interview sessions.
The interviews were closed.
Each Councilmember handed the Personnel Analyst a list of their five recommended finalists.

The City Clerk addressed Council regarding what she believed to be the interpretation of the
City Charter relative to appointment procedure that the appointee must be sworn into office
within the 60 day time frame from the initial vacancy in the City Treasurer's Office.
The candidates selected for the technical interview were as follows: Freidenrich, Tomko, Mras,
Bess, Holm, and Stevens.
A motion was made by Garofalo, second Green, to direct staff to contact Mr. Russell, however,
if staff is unable to do so by noon, Saturday, that Ms. Aden will be the alternate candidate to
be interviewed.
Councilman Garofalo left the meeting at 6:00 p-m. prior to the vote on the motion.
The motion carried by the following roll call vote:
AYES: Leipzig, Bauer, Sullivan, Dettloff, Green
NOES: None
ABSENT: Harman, Garofalo
Adjournment - City Council
The Mayor adjourned the Special Meeting of the City Council.
