HomeMy WebLinkAbout1996-05-24MINUTES CITY COUNCIUREDEVELOPMENT AGENCY CITY OF HUNTINGTON BEACH 1:00 P.M. - Council Chamber Civic Center, 2000 Main Street Huntington Beach, California Friday, May 24, 1996 Call To Order Mayor Sullivan called the adjourned regular meetings of the City Council and the Redevelopment Agency of the City of Huntington Beach to order at 1:00 p.m. City Council/Redevelopment Agency Roll Call Present: Harman, Leipzig, Sullivan, Dettloff, Green, Garofalo Absent: Bauer Public Comments There was no one present who requested to speak during the Public Comment portion of the meeting. (City Council ) Shari Freidenrich Appointed To Fill The Vacancy In The Elective Office Of The City Treasurer 700.90) The City Council considered a communication from the Assistant City Administrator recommending that Council appoint one of the top two candidates for City Treasurer recommended by the Technical Interview Board. The Assistant City Administrator presented a report on the procedure that was followed. Councilman Green presented questions relative to the mathematics of the scoring procedure due to the fact that one of the technical interviewers was able to interview and score one of the two finalists but not the other as he knew the candidate and requested to excuse himself. Discussion was held between Councilman Green and staff. Each Councilmember reported: on the considerations which had gone into their evaluations of candidates, including portfolio management skills, inter -personal skills and electability. Councilman Green asked the Assistant City Administrator if staff had a recommendation for appointment. The Assistant City Administrator stated that both candidates were well qualified and that they would reconwt end the app rtment of Shari Freidenrich. Councilmember Leipzig commented on the outstanding interview given by Paul Bess. 337 Page 2 - City Council/Agency Minutes - 05/24/96 A motion was made by Leipzig, second Garofalo, to appoint Paul Bess to fill the vacancy in the Office of the City Treasurer. Councilman Garofalo stated reasons why he believed that the job description advertised had not been accurate and stated that he believed the salary was set too low. The motion FAILED to pass by the following roll call vote: AYES: Leipzig, Garofalo NOES: Harman, Sullivan, Dettloff, Green ABSENT: Bauer Brief discussion was held by Council including the fact that one candidate not presently being a resident of the City. The City Clerk clarified the fact that Mr. Bess had moved to the city and was a registered voter of the city. A motion was made by Green, second Dettloff, to appoint Shari Freidenrich to fill the vacancy in the Office of the City Treasurer, the Oath of Office to be administered on Monday, May 27, 1996, at 10:00 a.m. in the Office of the City Clerk. The motion carried by the following roll tali vote: AYES: Harman, Leipzig, Sullivan, Dettloff, Green NOES: Garofalo ABSENT: Bauer Councilwoman Dettloff stated that she believed this process had shown, through the need to take into consideration a candidate's ability to be elected, that the elective Office of the City Treasurer should be an appointive office. Adjournment - City Council/Redevelopment Agency The Mayor adjourned the regular meetings of the City Council and the Redevelopment Agency of the City of Huntington Beach at 1:40 a.m. to Monday, June 3, 1996, at 5:00 p.m., in Room B-8, Civic Center, 2000 Main Street, Huntington Beach, Califomia.
