ITEM 1: SPECIAL SIGN PERMIT NO.96-8
PETITION DOCUMENT: SPECIAL SIGN PERMIT NO.96-8 (HUNTINGTON
HARBOUR MALL SIGN) (CONTINUED FROMAUGUST 21,
1996 ZONING ADMINISTRATOR'S MEETING)
APPLICANT:
Architectural Design & Signs, Inc.
REQUEST: To replace the existing multi -tenant freestanding sign with a new
16 foot, four (4) inch high, 108 square foot sign identifying
Huntington Harbour Mall and four (4) tenant panels.
LOCATION: 17041 Algonquin Street (northwest corner at Warner Avenue)

Linda Niles, Acting Zoning Administrator, conducted this action item which was continued from
the meeting of August 21, 1996. Ms. Niles stated that at the prior meeting, the public hearing
had been closed. The item was continued to allow staff to re -visit the site and for the applicant to
return with a proposal for what he felt would be adequate landscape screening and or fencing.
Staff was to review the adjacent properties to assess the impact that the new sign would have on
the surrounding neighborhood. Mr. Carvalho read the following conditions for the applicant and
the neighbors:
1. "The sign shall only be illuminated during hours in which the center is open for business. In
no case shall the sign be illuminated after 10:00 PM."
Mr. Evans asked if the sign could remain illuminated until 11:00 PM on Friday and Saturday
night.
2. "The existing non -conforming pole sign on the mall site itself shall be removed prior to
issuance of building permits".
Mr. Evans responded that they would conform to this condition.
3. "Corporate License Agreement between the City and the applicant shall remain in effect".
Mr. Evans responded he would comply.
4. "Additional landscaping shall be provided to screen the sign from the residents of Malta
Circle. Landscape plans shall be submitted and approved by the Public Works Department
prior to issuance of building permits."
Mr. Evans responded that there had been six (6) years of growth on the plants and wondered
if any other landscaping was needed. Ms. Niles responded that she had visited the site to
review the condition of the existing landscaping and that it was her understanding Mr. Evans
was going to return with plans for further screening of the sign from the neighbors.
5. "Prior to issuance of building permits, a wooden fence be constructed on top of the existing
block wall."
Mr. Evans felt there was not a need for this and inquired about height requirements.
6. "A redwood planter is to be provided along the wall subject to approval of the Public Works
Department."
Ms. Niles denied the request for illumination of the sign past 10:00 PM on Friday and Saturday
evening. She stated that additional screening needs to be provided, either a wall and/or
additional landscaping. Ms. Niles said that the redwood planters with palms do not truly screen
the residents from the sign; she will not require that condition. Mr. Economakos mentioned that
Daryl Smith is the person who set the conditions initially. Ms. Niles responded that she would
confer with Parks, Trees and Landscape to resolve the issue of additional screening and would
visit the site again with Daryl Smith and the neighbors. Ms. Niles continued the application to
the meeting of October 2, 1996.
