ITEM 1: TENTATIVE PARCEL MAP NO.96-175
APPLICANT/
PROPERTY OWNER: John Yee, 1202-1 lth Street, Hermosa Beach, CA 90254
REQUEST: To subdivide one (1) parcel of land with 50 feet of frontage into two
(2) separate parcels of land each with 25 feet of frontage.
LOCATION: 524-12th Street (between Acacia and Pecan Avenues)

Mary Beth Broeren, Staff Planner, displayed photographs and a site plan stating this request was
to subdivide an existing 50 foot wide parcel into two (2), 25 foot wide parcels which will meet
minimum code standards. Staff is recommending standard conditions of approval that include
dedication of two and one-half (2-1/2) feet for alley widening and submittal of a final parcel map
for approval by the City Engineer. Also, prior to the City accepting the map and its recordation,
the applicant would have to demolish or remove the existing structures so they would comply
with setbacks along the new property lines. The structures are in the City's historical survey area
and the applicant has been notified of the requirement for review by the Historical Resources
Board. Staff recommends approval with findings and conditions of approval.
Herb Fauland, Zoning Administrator, asked staff what types of developments exist on the
adjacent property. Staff stated that there are older single family home developments with no
alley dedication. Mr. Fauland asked if construction of the new homes will require infill lot
compliance. Staff stated they would have to comply with the infill standards and if three (3)
story homes were proposed, they would require a conditional use permit.

THE PUBLIC HEARING WAS OPENED.
THERE WERE NO PERSONS PRESENT TO SPEAK FOR OR AGAINST THE
REQUEST AND THE PUBLIC HEARING WAS CLOSED.
TENTATIVE PARCEL MAP NO.96-175 WAS APPROVED BY THE ZONING
ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS OF
APPROVAL. HE STATED THAT THE ACTION TAKEN BY THE ZONING
ADMINISTRATOR CAN BE APPEALED TO THE PLANNING COMMISSION
WITHIN TEN (10) CALENDAR DAYS.
FINDINGS FOR APPROVAL - TENTATIVE MAP NO.96-175:
1. Tentative Map No. 96-175 for the subdivision of one (1) lot into two (2) lots is consistent
with the General Plan Land Use Element designation of Medium High Density Residential
on the subject property, or any applicable specific plan, or other applicable provisions of this
Code. The lots will meet minimum density requirements.
2. The site is physically suitable for the type and density of development. The two (2) lots are
generally flat and suitable for construction of single family homes at a density of one (1) unit
per lot. The size, depth and frontage are in compliance with City standards.
3. The design of the subdivision or the proposed improvements will not cause serious health
problems or substantial environmental damage or substantially and avoidably injure fish or
wildlife or their habitat. The project site has previously been developed and does not support
any fish or wildlife. The subdivision will not have a significant impact on the surrounding
area.
4. The design of the subdivision or the type of improvements will not conflict with easements,
acquired by the public at large, for access through or use of, property within the proposed
subdivision unless alternative easements, for access or for use, will be provided. The
subdivision will not affect any existing easements.
CONDITIONS OF APPROVAL - TENTATIVE MAP NO.96-175:
1. The tentative map received and dated October 29, 1996, shall be the approved layout.
2. The following conditions shall be completed prior to recordation of the final map unless
otherwise stated. (PW)
a. Dedicate two and one half (2.5) feet for alley to the City of Huntington Beach.

b. The engineer or surveyor preparing the final map shall tie the boundary of the map
into the Horizontal Control System established by the County Surveyor in a manner
described in Sections 7-9-330 and 7-9-337 of the Orange County Subdivision Code
and Orange County Subdivision Manual, Subarticle 18.
c. The engineer or surveyor preparing the final map shall submit to the County
Surveyor a digital -graphics file of said map in a manner described in Sections 7-9-
330 and 7-9-337 of the Orange County Subdivision Code and Orange County
Subdivision Manual, Subarticle 18.
d. All structures spanning the proposed property lines shall be removed or demolished
in a manner sufficient to meet setback requirements of the base zoning from the new
proposed property lines.
3. A mylar and print of the recorded parcel map shall be provided to the Public Works
Department at the time of recordation.
INFORMATION ON SPECIFIC CODE REQUIREMENTS - TENTATIVE MAP
NO.96-175:
1. All applicable Public Works fees shall be paid prior to map recordation. (PW)
2. Tentative Map No. 96-175 shall become null and void unless exercised within two (2)
years of the date of final approval. An extension of time may be granted by the Planning
Director pursuant to a written request submitted to the Planning Division a minimum 30
days prior to the expiration date.
3. The applicant shall submit a check in the amount of $38 for the posting of the Notice of
Exemption at the County of Orange Clerk's Office. The check shall be made out to the
County of Orange and submitted to the Department of Community Development within
two (2) days of the Zoning Administrator's action.
