ITEM 1: CONDITIONAL USE PERMIT NO.96-74 (LOOPS TABLE TENNIS,
APPLICANT: Charles Brown, 6800 DeBie Drive, Paramount, CA 90723
PROPERTY OWNER: L.C. Smull, Business Properties, 17631 Fitch, Irvine, CA 92614
REQUEST: To permit the establishment of a commercial recreation center for table
tennis play and instruction, retail sales, and rental of equipment in an
existing 3,500 square foot retail suite.
LOCATION: 10112 Adams Avenue (southeast corner of Brookhurst Street and
Adams Avenue)

Jane Madera, Staff Planner, displayed site plans and floor plans stating the applicant is proposing
the establishment of a commercial recreation center for table tennis play and instruction, retail
sales, and rental of equipment in an existing 3,500 square foot retail suite. The site is located at
the southeast corner of Brookhurst Street and Adams Avenue.
Ms. Madera stated that a maximum of seven (7) tables will fit inside the suite. The public
hearing advertisement included a game arcade because the conceptual plan shows an area of the
building as a waiting area with coin operated games. In further review of their interior site plan
they have submitted a detail plan showing retail sales of specialty table tennis items to be sold in
this area. Staff stated that the game arcade meets City locational criteria and recommends that it
remain as part of the request. Loops Table Tennis will operate where you can rent the tables by
the hour or sign up for instruction. The maximum number of people playing at any one time
would be four (4) per table to allow for doubles play.
Staff is recommending approval of the project finding that it complies with the City's
commercial zoning on the property. It is a substantial distance from the residents to the east and
they meet the parking requirements of one (1) space per every 200 square foot. City code does
not address a table tennis operation. Staff recommends one (1) space per 200 square feet would
be the best parking ratio after discussing and analyzing the projects possible parking scenarios.
Staff is recommending a condition that no spectator tournaments be provided at the site because
the on -site parking accommodates only enough parking for the seven (7) tables at a one (1) space
per 200 square foot parking ratio. The need for spectator parking cannot be provided at the site.
The use will be required to meet Building Code requirements for occupancy, exiting and only
allow uses described in the applicant's narrative. Staff stated they had received no comments
from the public regarding this request.
Herb Fauland, Zoning Administrator, asked staff if the requirement for bike racks was analyzed
when evaluating the request. Ms. Madera stated that bike racks were not a code requirement in
the review of the use. Mr. Fauland also asked what type of clientele the applicant was seeking to
attract. Ms. Madera stated they were seeking a family oriented clientele, students and advanced
players.
Mr. Fauland stated that he would be recommending a condition that the back door remain closed
during business hours to avoid loitering and creating a disturbance to the residence to the rear of
the use.
THE PUBLIC HEARING WAS OPENED.
Brendan Smith, 48 Roycroft Avenue, Long Beach, representing applicant and landlord, stated
that the applicant does not have a problem with the arcade aspect but wants to make it
understood the use will not be an arcade. He stated they would prefer that the arcade aspect of
the permit be deleted. He is aware that they can install up to four (4) coin operated games
without calling the business an arcade. They do not want to be held to the arcade standards
because it is an ancillary use.
Charles W. Brown, 24802 Clarington Drive, Laguna Hills, applicant, stated that the conceptual
plan had showed games just to fill in space, it was never intended to be more than an ancillary
use.
THERE WERE NO OTHER PERSONS PRESENT TO SPEAK FOR OR AGAINST THE
REQUEST AND THE PUBLIC HEARING WAS CLOSED.
Herb Fauland, stated that the game arcade will be eliminated from the request and Condition No.
4 should list the uses or refer to a dated document. Ms. Madera stated that she will eliminate that
condition if the game arcade is to be eliminated as the request will be for table tennis and retail
sales only.
Mr. Smith asked staff to include the renting of equipment in the conditions of approval. Staff
stated they would.

CONDITIONAL USE PERMIT NO.96-74 WAS APPROVED BY THE ZONING
ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS OF
APPROVAL. HE STATED THAT THE ACTION TAKEN BY THE ZONING
ADMINISTRATOR CAN BE APPEALED TO THE PLANNING COMMISSION
WITHIN TEN (10) CALENDAR DAYS.
FINDINGS FOR APPROVAL - CONDITIONAL USE PERMIT NO 96-74•
1. Conditional Use Permit No. 96-74 for the establishment, maintenance and operation of a
commercial recreation center for table tennis will not be detrimental to the general welfare of
persons working or residing in the vicinity or detrimental to the value of the property and
improvements in the neighborhood. The commercial recreation center will be contained
entirely within an existing retail suite for which all necessary infrastructure and parking has
been provided.
2. The conditional use permit will be compatible with surrounding uses because the commercial
recreation center will consist of rental of table tennis tables for singles or doubles play and
also for instruction. Due to the nature of the proposed use, the commercial recreation center
will not generate objectionable noise, odors, light, or other potential impacts and will be
compatible with surrounding retail uses. In addition, conditions of approval have been
imposed so that no spectator tournaments are permitted at the site and that the rear door
remain closed at all times.
3. The proposed commercial recreation center will comply with the provisions of the base
district and other applicable provisions in Titles 20-25 of the Huntington Beach Zoning and
Subdivision Ordinance and any specific condition required for the proposed use in the district
in which it would be located, including parking (18 spaces) and locational criteria for game
arcades.
4. The granting of the conditional use permit will not adversely affect the General Plan. It is
consistent with the Land Use Element designation of commercial on the subject property. In
addition, it is consistent with the following goals and policies of the General Plan:
a. Goal L U 10: Achieve the development of a range of commercial uses.
b. Policy LU 10.1.11: Promote the introduction of a diversity of uses in Commercial
General centers, particularly those containing anchor grocery stores that improve their
relationship with surrounding residential neighborhoods and increasing their viability as
places of community activity. These may encompass such uses as adult or child day care
facilities, community meeting rooms, "neighborhood" restaurants, entertainment, and
cultural facilities.

CONDITIONS OF APPROVAL - CONDITIONAL USE PERMIT NO 96-74:
1. The site plan, floor plans, and elevations received and dated November 18, 1996, shall be the
conceptually approved layout.
2. Prior to of submittal for building permits, the following shall be completed:
a. Zoning entitlement conditions of approval shall be printed verbatim on the cover page of
all the working drawing sets used for issuance of building permits (architectural,
structural, electrical, mechanical and plumbing).
3. , Prior to final building permit inspection and/or approval of a Certificate of Occupancy, the
following shall be completed:
a. Compliance with all conditions of approval specified herein shall be accomplished and
verified by the Community Development Department.
b. All building spoils, such as unusable lumber, wire, pipe, and other surplus or unusable
material, shall be disposed of at an off -site facility equipped to handle them.
4. The use shall comply with the following:
a. No table tennis tournaments, designed, planned, or advertised to encourage spectators, are
permitted.
b. The rear door to the suite shall remain closed at all times.
5. The Community Development Director ensures that all conditions of approval herein are
complied with. The Community Development Director shall be notified in writing if any
changes to the site plan, elevations and floor plans are proposed as a result of the plan check
process. Building permits shall not be issued until the Community Development Director has
reviewed and approved the proposed changes for conformance with the intent of the Zoning
Administrator's action and the conditions herein. If the proposed changes are of a substantial
nature, an amendment to the original entitlement reviewed by the Zoning Administrator may
be required pursuant to the HBZSO.
INFORMATION ON SPECIFIC CODE REQUIREMENTS:
1. Conditional Use Permit No. 96-74 shall not become effective until the ten day appeal period
has elapsed.
2. Conditional Use Permit No. 96-74 shall become null and void unless exercised within one
year of the date of final approval or such extension of time as may be granted by the
Director pursuant to a written request submitted to the Department of Community
Development a minimum 30 days prior to the expiration date.

3. The Zoning Administrator reserves the right to revoke Conditional Use Permit No. 96-74,
pursuant to a public hearing for revocation, if any violation of these conditions or the
Huntington Beach Zoning and Subdivision Ordinance or Municipal Code occurs.
4. A Certificate of Occupancy must be issued by the Department of Community Development
prior to occupying the building.
5. The development shall comply with all applicable provisions of the Municipal Code,
Building Division, and Fire Department as well as applicable local, State and Federal Fire
Codes, Ordinances, and standards, except as noted herein.
6. Construction shall be limited to Monday - Saturday 7:00 AM to 8:00 PM. Construction
shall be prohibited Sundays and Federal holidays.
7. All signs shall conform to the HBZSO. Prior to installing any new signs, or changing sign
faces, a building permit shall be obtained from the Department of Community
Development.
8. The applicant shall submit a check in the amount of $38.00 for the posting of the Notice
of Exemption at the County of Orange Clerk's Office. The check shall be made out to
the County of Orange and submitted to the Department of Community Development
within two (2) days of the Zoning Administrator's action.
