City Council/Redevelopment Agency Roll Call Present: Julien, Harman, Dettloff, Bauer, Sullivan, Green, Garofalo Absent: None Staff Present: Gail Hutton, City Attorney; Mike Uberuaga, City Administrator; Connie Brockway, City Clerk; Maybrice Henry, Deputy City Clerk Public Comments There were no persons in the audience wishing to address the City Council. (City Council) Study Session - City Policies And Procedures - Regarding Formal And Informal Communications - Working Relationships Among Members Of The City Councils City Staff, City Boards, Commissions, Committees, And The Public (120.10) The facilitator for the study session was Mr. Bill Lewis, Lewis Partners, specialist in personal organizational effectiveness. Materials presented during the Council meeting were as follows: A folder of information prepared by Lewis Partners, 1860 Braemar Road, Pasadena, California which included a questionnaire titled Analyzing Team Effectiveness 727 Page 2 - Council/Agency Minutes - 01/31/97 An excerpt from Santa Clara Magazine, Fall, 1994, titled Credibility Makes A Difference An article titled Reforming Govemment - Creating A Constituency For Change by Rob Gurwitt Document entitled Discussion Topics distributed by Facilitator Lewis Document entitled "Themes" From Individual Interviews With Bill distributed by Mr. Lewis The City Administrator reported that a binder titled City Council Workshop 1131 & 2111,97 had been prepared for each participant. This binder consisted of two sections: 1. Current Council Goals and Objectives (City Council 1993/94 Goals and Objectives approved by Council on September 7, 1993 and City of Huntington Beach Adopted City Goals and Objectives for 1995) and 2. 1997 Department Goals and Objectives Mr. Lewis presented his employment background for the information of the participants. He informed the participants that he views this meeting as an opportunity to get away from the day-to-day operations and to have an informal setting apart from the normal agenda -driven meetings. Mr. Lewis requested that the City Council members, City Administrator, and City Attorney fill out cards stating their goals for this meeting and for tomorrows Council meeting with the department heads. He also requested that the participants complete the Analyzing Team Effectiveness form. Organizational effectiveness and success were discussed by participants. Mr. Lewis distributed a document titled 'Themes" From Individual Interviews With Bill. He informed the participants that he had compiled the information in this document during his previous interviews with Councilmembers and department heads. He then distributed a document titled Discussion Topics. Extensive discussion was held between participants. Recess/Reconvene A recess was called by the Mayor at 2:00 p.m. The Mayor reconvened the meetings at 2:20 p.m. Fire Chief Dolder presented a status report regarding the bomb threat at City Hall. Mr. Lewis asked the City Council, City Administrator, and City Attorney the question: "To be the best possible Council, we want and expect from each other. . ." Councilmembers' responses included improving individual communication, keeping an open mind on the issues, and demonstrating respect for each other. The group discussed each expectation and how to implement.
