ITEM 1: TEMPORARY USE PERMIT NO 96-19 (WYCLIFFE OPEN HOUSE
APPLICANT: Wycliff Bible Translators, c/o Clayton Johnson, PO Box 2727,
Huntington Beach, CA 92647
PROPERTY OWNER: Wycliff Bible Translators, 19891 Beach Boulevard, Huntington Beach,
CA 92648
REQUEST: To permit a one (1) day open house event on Saturday, April 19, 1997,
consisting of displays, food booths, children's games, programs and
music.
LOCATION: 19891 Beach Boulevard (west side of Beach Boulevard, north of
Adams Avenue).
PROJECT PLANNER: Wayne Carvalho
Wayne Carvalho, Staff Planner, stated that this was a request for a one (1) day open house event
located on the west side of Beach Boulevard, north of Adams Avenue. It will consist of display
areas, food booths, and children's games. All Fire Department and Building Division comments
have been incorporated into the suggested conditions of approval. The applicant will be
providing 300 parking spaces, which is an adequate amount. The area will be barricaded and
staffed at all times.
Staff has not received any comments from the public and is recommending approval of the
request with the findings and conditions of approval as outlined in the staff report.

TEMPORARY USE PERMIT NO.96-19 WAS APPROVED BY THE ZONING
ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS OF
APPROVAL. HE STATED THAT THE ACTION TAKEN BY THE ZONING
ADMINISTRATOR CAN BE APPEALED TO THE PLANNING COMMISSION
WITHIN TEN (10) CALENDAR DAYS.
FINDINGS FOR APPROVAL - TEMPORARY USE PERMIT NO.96-19
1. The proposed temporary use for a one day open house event will be located, operated and
maintained in a manner consistent with the policies of the General Plan and the provisions of
Chapter 241 of the HBZSO. The one day event is consistent with the goals and policies of
the General Plan including enriching the quality of life for all citizens of Huntington Beach
by providing constructive and creative learning opportunities.
2. Temporary Use Permit 96-19 will not be detrimental to property or improvements in the
surrounding area or to public health, safety or general welfare. With the conditions imposed,
including the daytime hours of operation, the open house will not impact the persons working
and residing in the area. Furthermore, the use will not obstruct emergency access through the
site.
CONDITIONS OF APPROVAL - TEMPORARY USE PERMIT NO 96-19:
The site plan, floor plans, and elevations received and dated January 8, 1997 shall be the
conceptually approved layout with the modifications noted thereon.
2. The event shall be held on Saturday, April 19, 1997, between the hours of 9:00 AM and 4:00
PM.
3. Fire access lanes shall be maintained. Access for Fire Department apparatus shall be
maintained between Beach Boulevard and Florida Avenue.
4. Handicap restroom facilities shall be provided in the main office building.
5. Electrical permits shall be obtained for electrical service to canopies.
6. There shall be a minimum of 22 inches clearance between rows of seats in the assembly area
and a minimum 10 foot clear width around the entire assembly (chairs) area.
7. One (1) uniformed or identified person shall be located at each parking lot entrance to direct
traffic. These personnel shall be located at the three entrances to the Wycliff property, at the
three entrances to the parking lots operated by the Evangelical Free Church and at all
barricades.

8. The applicant shall obtain all necessary permits from the Orange County Department of
Health.
9. Only the uses described in the narrative shall be permitted.
10. The Community Development Director ensures that all conditions of approval herein are
complied with. The Community Development Director shall be notified in writing if any
changes to the site plan, elevations and floor plans are proposed as a result of the plan check
process. Building permits shall not be issued until the Community Development Director has
reviewed and approved the proposed changes for conformance with the intent of the Zoning
Administrator's action and the conditions herein. If the proposed changes are of a substantial
nature, an amendment to the original entitlement reviewed by the Zoning Administrator may
be required pursuant to the HBZSO.
INFORMATION ON SPECIFIC CODE REQUIREMENTS•
1. Temporary Use Permit 96-19 shall not become effective until the ten day appeal period has
elapsed.
2. The Zoning Administrator reserves the right to revoke Temporary Use Permit 96-19,
pursuant to a public hearing for revocation, if any violation of these conditions or the
Huntington Beach Zoning and Subdivision Ordinance or Municipal Code occurs.
3. The applicant shall submit a check in the amount of $38.00 for the posting of the Notice
of Exemption at the County of Orange Clerk's Office. The check shall be made out to
the County of Orange and submitted to the Department of Community Development
within two (2) days of the Zoning Administrator's action.
ITEM 2: CONDITIONAL USE PERMIT NO.96-67 (COX & LA CELLULAR
MONOPOLE)
APPLICANT: JM Consulting Group, 9 Executive Circle, Suite 275, Irvine, CA 92614
PROPERTY OWNER: Huntington Beach Union High School, 1025 Yorktown Avenue,
Huntington Beach, CA 92648
REQUEST: To permit a wireless communication facility with one (1) 90 foot high
cellular monopole (in -lieu of a maximum district height of 50 feet) and
associated support equipment. The leased site area is approximately
392 square feet.
LOCATION: 1905 Main Street (adjacent to the athletic field on the Huntington
Beach Union High School campus).

Hannah Brondial Bowen, Staff Planner, displayed a site plan and stated that this was a request to
permit a wireless communications facility. The location is 1905 Main Street, adjacent to the
Huntington Beach Union High School. Staff stated that this item was previously before the
Design Review Board and the Zoning Administrator in 1996 and was continued to allow the
applicant to pursue the possibility of co -locating on an existing pole.
The applicant has opted to co -locate their antennas. The applicant contacted LA Cellular, which
currently has a 65 foot high pole west of the project site. At that time, LA Cellular was also
planning to replace their 65 foot high pole with a 90 foot high pole. The applicant and LA
Cellular have since decided to combine their projects under one permit and co -locate their
antennas on the pole. If approved, the 65 foot high pole would be replaced by a 90 foot high
pole.
The 90 foot high pole would have three (3) arrays at 75 feet and at 90 feet. There will be a 15
foot separation between the two (2) sets of arrays. The leased site is approximately 392 square
feet and would be surrounded by a six (6) foot high vinyl coated chain link fence with slats. City
policy will require that the fence be vinyl coated and without barbed wire. The Design Review
Board recommended that the fence have metal slats and landscaping to screen the six (6)
equipment cabinets. The facility will be located more than 350 feet from a residential district
and the public right-of-way. The proposed color of the pole is gray, and no trees are proposed to
be removed for the project.
The project will provide enhanced cellular service to the city and will not adversely effect the
General Plan. Staff is recommending approval of the request with the findings and conditions of
approval as outlined in the staff report.

concurrence with staff s report and all conditions of approval.
Linda Paul, 17785 Center Court Drive, Cerritos, representing LA Cellular, stated that they are in

ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS OF

ADMINISTRATOR CAN BE APPEALED TO THE PLANNING COMMISSION
WITHIN TEN (10) CALENDAR DAYS.

FINDINGS FOR APPROVAL - CONDITIONAL USE PERMIT NO.96- 67•
1. Conditional Use Permit No. 96-67 for the establishment, maintenance and operation of a,
wireless communication facility with one (1) 90 ft. high monopole (in lieu of a maximum
district height of 50 ft.) and its associated support equipment, will not be detrimental to the
general welfare of persons working or residing in the vicinity or detrimental to the value of
the property and improvements in the neighborhood. The facility would be located more
than 350 feet from a Residential district or from a public right-of-way and would be located
in the vicinity of two other monopoles (85 ft. high and 107 ft. high). The facility's
broadcasting frequencies will not interfere with television, radio, emergency public service
transmissions, cordless telephones, ham operators or other assigned Federal Communications
Commission (FCC) frequencies. In addition, the wireless communication facility will not
generate noise, traffic or other impacts which would be detrimental to surrounding campus
uses.
The leased site area is approximately 392 sq. ft. and it would be surrounded by a six (6) foot
high chain link fence. The 90 ft. high monopole would accommodate the co -location of three
(3) arrays at 75 ft. and 3 arrays at 90 ft.. In addition to the monopole, the facility would also
contain six (6) equipment cabinets, one (1) equipment shelter and one (1) emergency
generator. Access to the site would be from an existing driveway off Main Street. No trees
will be removed.
2. The operation of the wireless communication facility with one (1) 90 ft. high cellular
monopole and its associated equipment will provide enhanced, reliable`mobile radio
communication to the Civic Center/Downtown area and it will reduce the number of required
sites in the City.
3. The proposed wireless communication facility will comply with the provisions of the base
district and other applicable provisions in Titles 20-25 of the Huntington Beach Zoning and
Subdivision Ordinance and any specific condition required for the proposed use in the district
in which it would be located.
4. The granting of the conditional use permit will not adversely affect the General Plan. It is
consistent with the Land Use Element designation of Public (Residential Low) on the subject
property.
CONDITIONS OF APPROVAL - CONDITIONAL USE PERMIT NO.96-67:
1. The site plan and elevations received and dated January 24, 1997 shall be the conceptually
approved layout with the following modifications:
a. Dimension the distance between the leased site area and the residential district and the
public right-of-way.

b. The 6 ft. high chain link fence surrounding the leased site area shall be vinyl coated and
shall have metal slats for screening.
2. Submit one (1) copy of the revised site plan pursuant to Condition No. 1 for review and
approval and inclusion in the entitlement file to the Department of Community
Development.
3. If the State requires the applicant to obtain a building permit from the City, the following
shall be completed:
a. Prior to submittal for building permits, the following shall be completed:
1. Note on plans: Provide fire extinguishers per the Huntington Beach Fire Code.
2. Zoning entitlement conditions of approval shall be printed verbatim on the cover
page of all the working drawing sets used for issuance of building permits
(architectural, structural, electrical, mechanical and plumbing).
b. Prior to issuance of building permits, the following shall be completed:
1. Structural plans and details shall be submitted to the Building Division for plan
check and approved.
c. Prior to final building permit inspection and approval, the following shall be completed:
1. Compliance with all conditions of approval specified herein shall be
accomplished and verified by the Community Development Department.
4. All building spoils, such as unusable lumber, wire, pipe, and other surplus or unusable
material, shall be disposed of at an off -site facility equipped to handle them.
5. The Community Development Director ensures that all conditions of approval herein are
complied with. The Community Development Director shall be notified in writing if any
changes to the site plan, elevations and floor plans are proposed as a result of the plan check
process. Building permits shall not be issued until the Community Development Director has
reviewed and approved the proposed changes for conformance with the intent of the Zoning
Administrator's action and the conditions herein. If the proposed changes are of a substantial
nature, an amendment to the original entitlement reviewed by the Zoning Administrator may
be required pursuant to the HBZSO.
INFORMATION ON SPECIFIC CODE REQUIREMENTS:

2. Conditional Use Permit No. 96-67 shall become null and void unless exercised within one
year of the date of final approval or such extension of time as may be granted by the
Director pursuant to a written request submitted to the Department of Community
Development a minimum 30 days prior to the expiration date.
The Zoning Administrator reserves the right to revoke Conditional Use Permit No. 96-67,
pursuant to a public hearing for revocation, if any violation of these conditions or the
Huntington Beach Zoning and Subdivision Ordinance or Municipal Code occurs.
4. The development shall comply with all applicable provisions of the Municipal Code,
Building Division, and Fire Department as well as applicable local, State and Federal Fire
Codes, Ordinances, and standards, except as noted herein.
5. Construction shall be limited to Monday - Saturday 7:00 AM to 8:00 PM. Construction
shall be prohibited Sundays and Federal holidays.
6. The applicant shall submit a check in the amount of $38.00 for the posting of the Notice
of Exemption at the County of Orange Clerk's Office. The check shall be made out to
the County of Orange and submitted to the Department of Community Development
within two (2) days of the Zoning Administrator's action.
ITEM 3: TENTATIVE PARCEL MAP NO.96-197 (FOUR LOT SUBDIVISION)
APPLICANT: TNR Development Corp., c/o Tim Roberts, 5200 Warner Avenue,
#207, Huntington Beach, CA 92649
PROPERTY OWNER: PLC Land Company, 23 Corporate Plaza, #250, Newport Beach, CA
92660
REQUEST: Consolidate six (6) lots into four (4) lots.
LOCATION: 112, 114, 116, 118, 120, 122 Goldenwest Street (southeast corner of
Goldenwest Street and Walnut Avenue).
PROJECT PLANNER: Susan Pierce
Susan Pierce, Staff Planner, displayed site plan and stated that this request is to consolidate six
(6) 25 foot wide lots into four (4) 36-42 foot wide lots in the Downtown Specific Plan, District 2
area. Alley dedication will be required along the southern alley.
Staff is recommending approval of the request with the requirement that the applicant submit an
Affordable Housing Plan to the Community Development Department for review and approval.
The Plan shall show a minimum of ten (10) percent of the housing to be affordable to low and
very -low income levels for a period of 30 years. Staff also recommends the findings and
conditions of approval as outlined in the staff report.

TENTATIVE PARCEL MAP NO. 96-197 WAS APPROVED BY THE ZONING
ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS OF
APPROVAL. HE STATED THAT THE ACTION TAKEN BY THE ZONING
ADMINISTRATOR CAN BE APPEALED TO THE PLANNING COMMISSION
WITHIN TEN (10) CALENDAR DAYS.
FINDINGS FOR APPROVAL - TENTATIVE PARCEL MAP NO.96-197•
1. Tentative Parcel Map No. 96-197 for consolidation of six (6) lots into four (4) lots is
consistent with the General Plan Land Use Element designation of Residential High Density
on the subject property and applicable specific plan provisions of this Code. The tentative
map creates lots each larger in width and area than the minimum size required by the
Downtown Specific Plan.
2. The site is physically suitable for the type and density of development. The site is relatively
flat and appropriate for construction of single family dwellings at a density of one unit per
lot. The site is located in an area primarily developed with single family dwellings
3. The design of the subdivision or the proposed improvements will not cause serious health -
problems or substantial environmental damage or substantially and avoidably injure fish or
wildlife or their habitat. The design of the subdivision considers the location of an existing
oil well and has been reviewed by the California Department of Conservation, Division of
Oil, Gas, and Geothermal Resources. The design provides adequate area for oil well venting
and building separation to avoid serious health problems or environmental damage. The
project site does not support any fish or wildlife.
4. The design of the subdivision or the type of improvements will not conflict with easements,
acquired by the public at large, for access through or use of, property within the proposed
subdivision unless alternative easements, for access or for use, will be provided. Property
dedication along the rear of the subdivision will increase alley width and improve access.
The proposed subdivision will not affect any other existing easements.

FINDINGS FOR PROJECTS EXEMPT FROM CEQA:
The Zoning Administrator finds that the project will not have any significant effect on the
environment and is exempt from the provisions of the California Environmental Quality Act
(CEQA) pursuant to Section 15315 of the CEQA Guidelines because the project is a minor
subdivision creating four parcels.
CONDITIONS OF APPROVAL - TENTATIVE PARCEL MAP NO.96-197:
1. The tentative map received and dated January 30, 1997, shall be the approved layout.
2. Prior to submittal of the final map for approval by the City Engineer, an Affordable
Housing Agreement Plan shall be submitted for review and approval by the Department
of Community Development. The plan shall provide for minimum 10 percent of the
housing units (minimum one housing unit) constructed to be affordable to families of
low and very low income level (average 100% of Orange County median) for a period of
thirty years. Said plan shall be executed prior to issuance of the first building permit for
the tract. The affordable units shall be under construction, or available to the public,
prior to final building permit approval (occupancy) of the first home.
3. The following conditions shall be completed prior to recordation of the final map: (PW)
a. Dedicate two and one-half (2.5) feet along the rear of each parcel for alley purposes
to the City of Huntington Beach. (PW)
b. The engineer or surveyor preparing the final map shall tie the boundary of the map
into the Horizontal Control System established by the County Surveyor in a manner
described in Sections 7-9-330 and 7-9-337 of the Orange County Subdivision Code
and Orange County Subdivision Manual, Subarticle 18. (PW)
c. The engineer or surveyor preparing the final map shall submit to the County
Surveyor a digital -graphics file of said map in a manner described in Sections 7-9-
330 and 7-9-337 of the Orange County Subdivision Code and Orange County
Subdivision Manual, Subarticle 18. (PW)
4. A mylar and print of the recorded Parcel Map shall be provided to the Public Works
Department at the time of recordation. (PW)
5. Prior to issuance of building permits:
a. A grading plan shall be submitted to the Department of Public Works for review and
approval. (This plan, in addition to grading, shall include all of the required off -site
improvements.)

b. A Landscape and Irrigation Plan shall be submitted to the Department of Public
Works for review and approval by the Park, Tree and Landscape Division.
6. Prior to final inspection or Certificate of Occupancy for any structure proposed:
a. Construct new sidewalk along Walnut Avenue adjacent to project.
b. Remove the existing curb and replace with curb and gutter along Walnut Avenue
adjacent to project.
c. Construct full concrete alley apron at Walnut Avenue.
d. Construct one-half (1/2) alley with concrete gutter (alley perpendicular to
Goldenwest Street).
e. Construct one-half (1/2) alley extending the concrete alley gutter to Walnut Avenue
(alley parallel to Goldenwest Street).
f. Install sewer laterals.
g. Install water services.
h. Install CATV facilities.
i. All existing overhead utilities shall be undergrounded.
INFORMATION ON SPECIFIC CODE REQUIREMENTS - TENTATIVE MAP
NO.96-197;
1. All applicable Public Works fees shall be paid prior to map recordation. (PW)
2. Parkland dedication in -lieu fees shall be paid prior to recordation of parcel map unless
postponed by City Council to time of issuance of building permits.
3. Tentative Map No. 96-197 shall become null an&void unless exercised within two (2)
years of the date of final approval. An extension of time may be granted by the Planning
Director pursuant to a written request submitted to the Planning Division a minimum 30
days prior to the expiration date.
4. The applicant shall submit a check in the amount of $38 for the posting of the Notice of
Exemption at the County of Orange Clerk's Office. The check shall be made out to the
County of Orange and submitted to the Department of Community Development within
two (2) days of the Zoning Administrator's action.
