CALL TO ORDER Mayor Bauer called the adjourned regular meetings of the City Council and the Redevelopment Agency of the City of Huntington Beach to order at 6:00 p.m. in Rooms C and D, Huntington Central Library. CITY COUNCIUREDEVELOPMENT AGENCY ROLL CALL Present: Julien, Dettloff, Bauer, Sullivan, Green, Garofalo Absent: Harman PUBLIC COMMENTS CHUCK SCHEID addressed Council and again expressed his concern regarding the action taken by the Board of the Orange County Sanitation District at its recent meeting which was to approve a fee increase. He stated that he did not believe the two Huntington Beach Councilmembers who serve on the Sanitation Board should have committed the city to this decision without the input of the full City Council. Mayor Pro Tern Dettloff spoke regarding the study performed by the Orange County Sanitation District Board members on this issue. Councilmember Garofalo suggested that a report on the subject be presented at a future Council meeting by the Council Liaisons to the Orange County Sanitation District. Mayor Pro Tern Dettloff spoke regarding the subject, including the process which resulted in the increase being spread over a longer length of time as there had not been a fee increase in 7 years for Orange County Sanitation District #11. 55 Page 2 - Council/Agency Minutes - 06/09/97 PUBLIC COMMENTS ON STUDY SESSION OR CLOSED SESSION ITEMS There were no persons present to address Council regarding the closed session items scheduled on the agenda. MOTION TO RECESS TO CLOSED SESSION - APPROVED (120.80) A motion was made by Sullivan, second Dettloff, to recess the City Council to closed session to consider the following item. The motion carried by unanimous vote with Councilmember Harman absent. Closed Session - City Council pursuant to Government Code Section 54957.6 to meet with its designated representatives William Osness, Personnel Director, and Daniel Cassidy, Esquire, Liebert, Cassidy and Frierson, regarding labor relations matters - meet and confer with the following employee organizations: Marine Safety Officers' Association, Police Officers' Association, Municipal Employees' Association, Management Employees' Organization, Huntington Beach Firefighters' Association, and Surf City Lifesaving Employees' Association. (120.80) RECONVENE The Mayor reconvened the City Council and Redevelopment Agency meetings at 8:25 p.m. PUBLIC COMMENTS JON COULTRUP informed Council that he and Mr. Frank Cracchiolo are very excited about the plans for the downtown area. He submitted a letter dated June 9, 1997 from Mr. Cracchiolo to the Mayor and City Council, Subject: Request for the Exclusive Right to Negotiate (ENA) for the Development of Block 105 which is approximately one-half of the Main Pier // Project (bordered by PCH, 5th Street, Walnut and 6th Street) requesting that Council proceed with their plan. He spoke regarding the California Coastal Commission's views on this subject. JAMES LANE spoke regarding what he believed is the need to accomplish something in this area of the downtown. He presented questions which he believes will need to be resolved on issues including parking and setbacks. Mr. Lane stated that he believes it is time to look at what the property owners want. He requested that Council look favorably on Option 2. LEIA CHA, owner of the store at 121 Main Street and formally at other locations on Main Street, stated that she has been kicked around but is still managing to survive in her business. She stated that 60 businesses on Main Street have gone out of business. Ms. Cha stated that she would like to maintain her business. 56 06/09/97 - City Council/Redevelopment Agency Minutes - Page 3 LATE COMMUNICATIONS ANNOUNCED BY THE CITY CLERK Pursuant to the Brown (Open Meetings) Act, the City Clerk announced the following late communications regarding Agenda Items which had been received following distribution of the Council packet: Slide Report titled Beach Boulevard Commercial Corridor Auto Dealer Survey distributed by Economic Development Director Biggs at the June 9, 1997 Council meeting Communication from the Huntington Beach Automobile Dealers Association, Inc. to David Biggs, Economic Development Director, dated May 30, 1997 responding to Assistant Project Manager Tom Andrusky's letter of May 20, 1997 Slide Report from the Economic Development Director titled Block 104/Block 105-- Presentations Slide Report titled Edinger Corridor --Economic Development Plan received June 9, 1997 from the Economic Development Director (Not announced by the City Clerk but received near the end of this meeting was a communication from Keith Bohr, property owner representative, dated June 8, 1997 to the Mayor and City Council/Redevelopment Agency Members --Subject: June 9, 1997 Council/Agency Study Session --Discussion of Block 104 Main Street Development Strategy.) (CITY COUNCIL) STUDY SESSION - ECONOMIC DEVELOPMENT ISSUES A. (CITY COUNCIL) DRAFT BEACH BOULEVARD COMMERCIAL CORRIDOR AUTO DEALER SURVEY AND RECOMMENDATIONS FOR ACTION AT A FUTURE COUNCIL MEETING (460.30) The City Council considered an interoffice communication dated June 5, 1997 from the Economic Development Director transmitting a document dated June 2, 1997 titled City of Huntington Beach -Beach Boulevard Commercial Corridor Auto Dealer Survey and Recommendations for Action. Includes an update of a 1991 Auto Mall Feasibility.Study, a block -by -block review of expansion opportunities and interviews with the senior management/owners of the auto dealers. Following review of this item by Council and incorporation of subsequent Council comments and modifications, the Survey and Recommendations For Action will be submitted for Council adoption at a regular Council meeting with staff directed to pursue implementation of the Recommendations For Action on Pages 10 & 11 of the report. The Economic Development Director presented a slide report. He referred to wall maps during his staff presentation. Discussion was held between Council and staff. 57 Page 4 - Council/Agency Minutes - 06/09/97 The Executive Director of the Auto Dealers Association, Mr. Jim Upp, addressed Council regarding various trends in auto dealerships and the city's relationship with the auto dealers. He stated their satisfaction with the recent promotion by the city and informed Council of the large number of cars sold in one day due to this promotion. B. (CITY COUNCIL/REDEVELOPMENT AGENCY) PROPOSED EDINGER AVENUE CORRIDOR ECONOMIC DEVELOPMENT ACTION PLAN (460.30) The City Council considered an interoffice communication dated June 5, 1997 from the Director of Economic Development, the Community Development Director, the Public Works Director and the Assistant City Administrator transmitting a Proposed Edinger Corridor Economic Development Plan covering the area bounded by Beach Boulevard, the 405 Freeway, McFadden Avenue, Goldenwest Street (including the current Home Depot Center and Kinko's Commercial Center), Edinger Avenue (both sides) plus the commercial area at the southeast corner of Beach Boulevard and Edinger Avenue. The Economic Development Director presented a slide report. He referred to wall maps during his presentation. Discussion was held between the City Council and the Economic Development Director. The Economic Development Director stated that he believes Council will be pleased with the retail opening at the Huntington Mall. He spoke regarding the importance of a marketing role. Councilmember Green stated that he believed the first step is to form a Business Improvement District. Councilmember Green stated that he believes this area is a good place for low cost housing. Discussion was held regarding methods by which the entitlement processes would move more rapidly. C. (REDEVELOPMENT AGENCY) BLOCK 104 [PACIFIC COAST HIGHWAY/ FIFTH/ WALNUT/ MAIN] /BLOCK 105 [PACIFIC COAST HIGHWAY/ SIXTH/ WALNUT/ FIFTH] DEVELOPMENT/ REDEVELOPMENT STRATEGY - MAIN STREET -PIER PROJECT AREA - PACIFIC COAST HIGHWAY (410.20) The City Council considered an interoffice communication from the Director of Economic Development, the Community Development Director, the Public Works Director and the Assistant City Administrator transmitting background information together with strategy alternatives as set forth in a memorandum dated June 3, 1997 from the Economic Development Director to the City Administrator for Block 104 (bounded by Pacific Coast Highway/Fifth. Street/Walnut/Main) and Block 105 (bounded by Pacific Coast Highway/Sixth Street/Walnut/Fifth Street). Following input by the Redevelopment Agency, staff will place the formal adoption of a strategy on a future regular Redevelopment Agency Agenda. 6f:' 06/09/97 - City Council/Redevelopment Agency Minutes - Page 5 A communication was distributed to the City Council and City Clerk by Mr. Keith Bohr dated June 8, 1997, Subject: June 9, 1997 Council/Agency Study Session --Discussion of Block 104 Main Street Development Strategy. Economic Development Director Biggs presented a staff report using slides. Discussion was held between the Economic Development Director and City Councilmembers regarding the subject, including seismic compliance and the subsidy to the General Fund by the Redevelopment Agency and the fact that if changes are not made, there will be no Redevelopment Agency Reserve Fund. The Mayor informed Council that Mr. Bohr had requested permission to address the City Council. Mr. Bohr addressed Council and stated that the numbers quantifying the financial needs the Agency has previously taken as a part of the Coultrup Disposition and Development Agreement were significantly less than presented in the staff report presented at this evening's meeting,. He, spoke regarding the lawsuit filed by Mr. Mulligan. He stated his hope as Mr. Mulligan's representative that an accord could be reached. Mr. Bohr stated the need he perceives is to take the opportunity available to work with the property owners. D. (CITY COUNCIL/REDEVELOPMENT AGENCY) STATUS AND TIME LINE FOR THE DRAFT AFFORDABLE HOUSING ORDINANCE, HOUSING ELEMENT AND THE REDEVELOPMENT AGENCY'S AFFORDABLE HOUSING STRATEGY (430.50) The City Council considered a communication from the Community Development Director and the Economic Development Director dated June 5, 1997 setting forth a Status and Time Line for the Draft Affordable Housing Ordinance, Housing Element and the Redevelopment Agency Affordable Housing Strategy. The City Administrator presented a very brief report on the Status and Time Line for the Draft Affordable Housing Ordinance, Housing Element and the Redevelopment Agency Affordable Housing Strategy. 59 Page 6 - Council/Agency Minutes - 06/09/97 ADJOURNMENT - CITY COUNCIL/REDEVELOPMENT AGENCY The Mayor adjourned the adjourned regular meetings of the City Council and the Redevelopment Agency of the City of Huntington Beach to the regular meeting to be held on Monday, June 16, 1997 in Room B-8, Civic Center, 2000 Main Street, Huntington Beach, California.
