The City Clerk did not record a quorum of the City Council/Redevelopment Agency until
7:00 p.m.
CALL TO ORDER
Mayor Bauer called the adjourned regular meeting of the City Council/Redevelopment Agency
to order at 7:00 p.m. in Pacifica Room A, Waterfront Hilton Resort.

Discussion Between City Council and Downtown Property Owners/Investors Regarding
Their Development Activity And/Or Their Vision For The Downtown Area

Project Priority List (1012197).

Public Comments
There were no persons present to address the Council.
Opening Comments By Mayor Ralph Bauer
The Mayor spoke regarding his hope that the private sector among themselves will form some
sort of agenda to move the city forward as they are the city's entrepreneurial force. The Mayor
stated it is the business people, not the City Council, who have the power to make the
downtown a vital area of the city. Mayor Bauer asked attendees to introduce themselves.
Mayor Bauer announced that the Brown Act required this meeting to be held as an adjourned
Council meeting as there is a quorum of Council.
Dinner commenced. The meeting was reconvened at 8:10 p.m.
Mayor Bauer informed those present that it is the City Council's hope that the business people
present can make it possible for Huntington Beach to become a tourist center. The Mayor
referred to a document titled From Surf To Space... Huntington Beach On The Move. This
document presents highlights of the development boom currently underway in the downtown,
Edinger Corridor, Beach Boulevard, Industrial and Housing.
Economic Development Director Biggs spoke regarding the Economic Development Team that
is working together to make the downtown area viable. The team includes Department of
Public Works staff, Community Development Director's staff and Community Services
Director's staff. Economic Development Director Biggs informed those in attendance to be
sure to call upon him for assistance.
Acting City Administrator Silver referred to a map of Huntington Beach that reflects Major
Project Areas including the downtown area. He stated that all of the attendees are critical
players in the success of the downtown area; that the goal is for the people in the city to want
to visit downtown. Mayor Pro Tempore Dettloff stated that she looks upon Huntington Beach
as a real "renaissance city." She spoke regarding the opportunity presented by the Chevron
Company which enables the city to develop the only remaining coastal property.
Councilmember Green stated he is interested in hearing what the property owners have to say.
Steve Bone, Waterfront Hilton, informed the participants that after some tough times, the
Waterfront Hilton is enjoying successful times; that the occupancy rate this year is 80%. He
spoke regarding the Conditional Use Permit they have filed with the city for the 500-room hotel,
two restaurants, retail, etc. citing city staff's valuable assistance. John Tillotson spoke
regarding the need for the attendees to join hands and beautify the downtown area. He spoke
regarding those persons opposed to development who are misinformed. Jerry Barrie
encouraged all the participants to get involved. He stated that by looking at the list of projects
on the City of Huntington Beach Major Development Project Priority List (1012197) one can see
that the city is a "sleeping giant." Greg Hernandez informed the participants that Ruby's in
Huntington Beach is the "flagship" restaurant, outperforming their other pier locations.
Representatives of Edwards Cinema, Shea Properties, T. S. Restaurants and Economic
Development Systems also made comments. Mayor Bauer remarked on the success of Mike
Abdulmuti's business —Jack's Surf Shop.

The Mayor extended his appreciation to those for their attendance at the meeting
ADJOURNMENT - CITY COUNCIL/REDEVELOPMENT AGENCY
The Mayor adjourned the adjourned regular meetings of the City Council and the
Redevelopment Agency of the City of Huntington Beach to the adjourned regular meetings to
be held on Monday, October 27, 1997 at 5:00 p.m. in Room B-8, Civic Center, 2000 Main
Street, Huntington Beach, California.
