CALL TO ORDER Mayor Bauer called the adjourned regular meetings of the City Council and the Redevelopment Agency of the City of Huntington Beach to order at 5:00 p.m. in Room B-8. CITY COUNCILIREDEVELOPMENT AGENCY ROLL CALL Present: Harman, Dettloff, Bauer, Sullivan, Green, Garofalo, (Julien arrived at 5.12 p.m.) Absent: None PUBLIC COMMENTS REGARDING STUDY SESSION OR CLOSED SESSION AGENDA ITEMS There were no persons present to address Council regarding the study session or closed session item scheduled on the agenda. MOTION TO RECESS TO CLOSED SESSION - APPROVED (120.80) A motion was made by Sullivan, second Harman to recess the City Council to closed session to consider the following items. The motion carried by unanimous vote. Closed Session - City Council pursuant to Government Code Section 54957.6 to meet with its designated representatives, William Osness, Personnel Director, and Daniel Cassidy, Esquire, Liebert, Cassidy and Frierson, regarding labor relations matters - meet and confer with the following employee organizations: Marine Safety Officers' Association, Police Officers' Association, Police Management Association, Municipal Employees' Association, Management Employees' Organization, Huntington Beach Firefighters' Association, and Surf City Lifesaving Employees' Association. (120.80) RECONVENE Mayor Bauer reconvened the adjourned regular meetings of the City Council and Redevelopment Agency in Room B-8 at 6:20 p.m. 311 Page 2 - Council/Agency Minutes - 10/27/97 PUBLIC COMMENTS There were no persons present to address Council regarding the item scheduled on the agenda. ITEMS REPORTED FROM CLOSED SESSION - NONE City Attorney Hutton informed Council that there were no announcements to be made as a result of the closed session held earlier in the meeting. CITY COUNCILIREDEVELOPMENT AGENCY ROLL CALL Present: Julien, Harman, Dettloff, Bauer, Sullivan, Green, Garofalo Absent: None (CITY COUNCILIREDEVELOPMENT AGENCY) STUDY SESSION - DISCUSSION REGARDING AN OVERVIEW AND NEEDS ASSESSMENT OF THE CITY'S COMPUTER INFRASTRUCTUREIBUSINESS SYSTEMS, COMPUTER AIDED DISPATCH, AND GEOGRAPHIC INFORMATION - PRESENTATION BY STAFF FROM FIRE, POLICE AND PUBLIC WORKS DEPARTMENTS Material distributed to the City Council by the Fire Chief: Slide Report —Information Technology Needs For The City of Huntington Beach dated October 27, 1997 and a printout which demonstrates the Year 2000 Problem. Fire Chief Dolder presented a staff report. He reviewed the first 23 pages of the 40-page slide report titled Information Technology Needs For The City of Huntington Beach dated October 27, 1997. During the slide presentation, the Fire Chief responded to Council's questions. He distributed a printout to each Council member that represented one page of a 12-foot high stack of computer data needing to be converted to "Year 2000." Subjects reviewed included City's Technologies; Computer Infrastructure; Telecommunications; Government Access Television; Radio Systems-800 MHz —Police, Fire, Marine Safety, General Government; Mission Critical Business Systems; Value Added Systems (Fiber Optics, Optical Imaging/Document Management, Internet/Intranet); Methodology; and Challenges. Roger Ham, Communication Administrative Public Safety Officer, presented the portion of the slide presentation covering the Public Safety Systems Group ---Page Nos. 23 through 34. The three goals that the Huntington Beach Police Systems are designed and built to achieve are to increase efficiency and safety of officers in the field by (1) providing more and faster information before responding, allowing faster response and minimizing officers' clerical work; (2) increasing communications and Command Center's efficiency by developing more sophisticated systems with dynamic displays of unit status, unit location, and call and resource information in a real time environment; and (3) providing records management and information data to all staff personnel with the intent of better information being available on-line for Records, Detectives, Patrol, and Administration. 312 10/27197 - City Council/Redevelopment Agency Minutes - Page 3 Tim Dupuis, Geographic information System Technician, presented the portion of the slide report covering Page Nos. 35 through 37—Geographic Information System (GIS). The overview included conversion of all paper maps of a city into one layered computer map. This computer map acts as a model of the city allowing staff to analyze aspects of the city ranging from water pressure in the water system to crime statistics in the downtown area. Mr. Dupuis reported on the history of the Geographic Information Systems, awards won and the future of Surf City GIS. Fire Chief Dolder presented the Slide Report Summary, Page Nos. 38 through 40, including the changing environment of government services, benefits of information technology and city technology needs. ADJOURNMENT - CITY COUNCILIREDEVELOPMENT AGENCY The Mayor adjourned the adjourned regular meetings of the City Council and the Redevelopment Agency of the City of Huntington Beach to the regular meetings to be held on Monday, November 3, 1997 at 5:00 p.m. in Room B-8, Civic Center, 2000 Main Street, Huntington Beach, California.
