CALL TO ORDER
Mayor Dettloff called the adjourned regular meetings of the City Council and the
Redevelopment Agency of the City of Huntington Beach to order at 5:00 p.m. in Room B-8.
CITY COUNCIL/REDEVELOPMENT AGENCY ROLL CALL
Present: Julien, Harman, Green, Dettloff, Bauer, Sullivan, Garofalo
Absent: None
PUBLIC COMMENTS REGARDING CLOSED SESSION AGENDA ITEMS
There were no persons present to address Council regarding the closed session items
scheduled on the agenda.
MOTION TO RECESS TO CLOSED SESSION
A motion was made by Julien, second Sullivan to recess the City Council to closed session to
consider the following items. The motion carried by unanimous vote with Councilmember
Harman being recorded out of room.
Closed Session - City Council pursuant to Government Code Section 54956.9(a) to confer with its
attorney regarding pending litigation which has been initiated formally and to which the city is a party.
The title of the litigation is City v. McDonnell Douglas Corporation - U.S. District Court Case
No. CV 97-9144-CAS (RNBx) or Subject: City v. McDonnell Douglas Corporation. (120.80)
RECONVENE
Mayor Dettloff reconvened the adjourned regular meetings of the City Council and
Redevelopment Agency at 5:14 p.m. in the Council Chamber.
The City Attorney reported that there were no Actions taken by the City Council or
Redevelopment Agency in Closed Session that require a reporting on those actions as required
by law (Government Code 54957.1 (a) (3) (B)).

There were no persons in the audience wishing to address the City Council.
(CITY COUNCIL) APPROVAL OF SETTLEMENT AGREEMENT (FULL AND COMPLETE
AGREEMENT OF SETTLEMENT AND GENERAL RELEASE OF ALL CLAIMS) BETWEEN
CITY OF HUNTINGTON BEACH AND MCDONNELL DOUGLAS CORPORATION -
APPROVED
The City Council Considered a communication from Acting City Administrator Silver transmitting
a proposed Agreement Between The City Of Huntington Beach And McDonnell Douglas
Corporation (MDCORP)" resulting from the city's action against MDCORP for breach of
contract.
A motion was made by Bauer, second Garofalo to approve the Settlement Agreement Between
The City of Huntington Beach And McDonnell Douglas Corporation (MDCORP) to settle the
case entitled Huntington Beach v. McDonnell Douglas Corporation, Case No. CV 97-9144-
CAS (RNBx) and authorize the Mayor, Acting City Administrator and Communications
Administrator to execute the agreement on behalf of the city and the City Clerk to attest.
The motion carried by the following roll call vote:
AYES: Julien, Green, Dettloff, Bauer, Garofalo
NOES: Harman, Sullivan
ABSENT: None
Councilmember Garofalo acknowledged the dedicated work of Roger Ham, Information
Systems Manager, Police Department and the assistance of the City Attorney's Office in
reaching this settlement.
ACTING CITY ADMINISTRATOR'S REPORT REGARDING BOLSA CHICA -
PRESENTATION BY BOB FISHER, EXECUTIVE DIRECTOR OF THE FRIENDS OF
HARBORS, BEACHES AND PARKS, INCORPORATED
Acting City Administrator Silver informed Council that he wished to bring to Council's attention,
for informational purposes only the subject of the Bolsa Chica drainage structures - Koli
Company permit application.
Bob Fisher, Executive Director of The Friends of Harbors, Beaches and Parks, Incorporated,
reported on this item. He reported that the city would like to review and comment on the Koll
Company permit application. Mr. Fisher informed Council that he has drafted a proposed letter
to be forwarded to the U.S. Army Corps of Engineers relative to the permit application for
development at the Bolsa Chica. He stated that similar letters could be sent to other agencies.
The following materials were distributed to the City Council:
An interdepartmental communication dated March 9,1998 from Ray Silver, Acting City
Administrator to Mayor Dettloff and City Council, Subject: Bolsa Chica Drainage Structures/Koll

Draft letter to Mr. Richard Schubel, Chief Regulatory Branch U.S. Army Corps of Engineers
Subject: Permit Application for Development at Bolsa Chica in the Huntington Beach Area to be
signed by Acting City Administrator Ray Silver with carbon copies to Lucy Dunn, Senior Vice
President of Koll Real Estate Group
Draft letter to Lucy Dunn, Senior Vice President Koll Real Estate Group, Subject: Development
Permit Applications to be signed by Ray Silver, Acting City Administrator
There was not a motion to add this item to the City Council agenda pursuant to the Brown Act
an emergency provision basis, so further discussion on the matter was deferred to the next
regular meeting.
THE FOLLOWING CLOSED SESSION WERE ATTENDED BY PETER BROWN, LIEBERT,
CASSIDY FRIERSON, SPECIAL COUNSEL

A motion was made by Dettloff, second Harman, to recess the City Council to closed session to
consider the following items. The motion carried by unanimous vote.
Closed Session - City Council pursuant to Government Code Section 54956.9(a) to confer with
its attorney regarding pending litigation which has been initiated formally and to which the city is
a party. The title of the litigation is City of Huntington Beach v. State Board of Control; Board
of Administration of the Public Employees Retirement System - Orange County Superior Court
Case No. 779952. (120,80)
Closed Session - City Council pursuant to Government Code Section 54957.6 to meet with its
designated representatives William Osness, Personnel Director, and Daniel Cassidy, Esquire,
Liebert, Cassidy and Frierson, regarding labor relations matters - meet and confer with the
following employee organizations: Marine Safety Officers' Association, Police Officers'
Association, Police Management Association, Municipal Employees' Association, Management
Employees' Organization, Huntington Beach Firefighters' Association, and Surf City Lifesaving
Employees' Association. (120.80)
ADJOURNMENT
Mayor Dettloff adjourned the adjourned regular meetings of the City Council and the
Redevelopment Agency of the City of Huntington Beach at to the regular meetings to be held
on Monday March 16, 1998, at 5:00 p.m. in Room B-8, Civic Center, 2000 Main Street,
Huntington Beach, California.
