CALL TO ORDER
Facilitator and Councilmember Garofalo called the adjourned regular meetings of the City
Council and the Redevelopment Agency of the City of Huntington Beach to order at 7:30 a.m. in
Salon A & B at the Waterfront Hilton.

Present: Julien, Harman, Green, Dettloff, Bauer, Sullivan, Garofalo'
Absent: None
All persons present introduced themselves. Councilmember Garofalo introduced
Mayor Shirley Dettloff.
Public Comments
There were no persons present to address Council regarding the items scheduled on the
agenda.
(City Council) Study Session - Breakfast Meeting With Economic Development Task
Force (Red Team) - Guest Speaker Joel Kotkin (460.30)
A communication from David Biggs, Director of Economic Development, dated March 30, 1998,
inviting Council to the Economic Development Task Force Breakfast Meeting, had been
presented. Also submitted was the publication by Joel Kotkin, Orange County: The Fate Of A
Post Suburban Paradise.
Guest Speaker Joel Kotkin, fellow of Pepperdine University Institute For Public Policy and the
La Jolla Institute, spoke on his most recent publication Orange County: The Fate Of A Post
Suburban Paradise. Mr. Kotkin spoke regarding the structural change in the recovering
economy, the demographic change, the growing reliance on international markets, and Orange
County being the fifth largest region in the nation for high technology employment and the sixth
in the nation for scientists and engineers. He explored ways to improve marketing Orange
County.
Questions And Answers
Mr. Kotkin answered questions from the audience.

ADJOURNMENT - CITY COUNCIL/REDEVELOPMENT AGENCY
Mayor Dettloff adjourned the adjourned regular meetings of the City Council and the
Redevelopment Agency of the City of Huntington Beach at 9:30 a.m. to the regular meetings to
be held on Monday April 20, 1998, at 5:00 p.m. in Room B-8, Civic Center, 2000 Main Street,
Huntington Beach, California.
