A. ORAL COMMUNICATIONS
Gail Pieter, 6912 Turf Drive, spoke regarding the proposed Montecito project on
Goldenwest Street. She stated that she is concerned with the increase of truck deliveries,
lights at night penetrating the residential areas and an overall increase in noise. She
asked the Commission to consider placing all ingress and egress drives on Goldenwest
Street and prohibiting operations after 10:00 PM.
Commissioner Speaker stated that he had spoken with Ms. Pieter on the phone and was
advised that trucks were parking in the area at 6:00 AM in the morning creating excessive
noise. He asked staff to have Code Enforcement investigate. Staff stated that they
would.

B-la ZONING TEXT AMENDMENT NO.97-4/ ZONING MAP AMENDMENT
NO 97 - VNEGATIVE DECLARATION NO.97-21 (Revised Meadowlark Specific
Plan
APPLICANT: City of Huntington Beach and Bruce D'Eliscu
LOCATION: Six hundred (600) feet north and east of the intersection of Bolsa Chica
Street and Warner Avenue, south of Heil Avenue) Project Planner: Amy Wolfe
Transmitted for Planning Commission review is Zoning Text Amendment (ZTA) No. 97-4 and
Zoning Map Amendment (ZMA) No. 97-1 which will affect the sixty five (65) acre property
known as Meadowlark Specific Plan area located approximately six (600) hundred ft. east of
the intersection of Bolsa Chica Street and Warner Avenue. Both requests have been initiated by
the City of Huntington Beach in order to update and consolidate the current Meadowlark
Specific Plan and Meadowlark Property Conceptual Master Plan into a single document.
Additionally, the zoning text amendment is intended to update the Meadowlark Specific Plan to
allow for development of the subject area with single family detached residences on small lots
(minimum sizes ranging between 3,000 sq. ft. to 4,600 sq. ft.) as well as establish and
incorporate development standards for such development within the revised Specific Plan.
Moreover, the proposed text amendment will implement a reduction of the overall residential
development density from six hundred (600) to four hundred forty-four (444) dwelling units.
Finally, the zoning map amendment will address revisions of the Conceptual Master Plan -
Exhibit II to reflect the proposed redistribution and reductions of residential densities within the
project area. The revised Meadowlark Specific Plan is consistent with the goals, objectives and
policies of the General Plan and will supercede the current Specific Plan document.
STAFF RECOMMENDATION:
Staff has evaluated Zoning Text Amendment No. 97-4, Zoning Map Amendment No. 97-1 and
Negative Declaration No. 97-21 and recommends the Planning Commission open the public
hearing, receive testimony, take straw vote motions of primary issues, and then continue the
subject proposal to the July 14, 1998 meeting. Staff supports the subject proposal as presented
by staff for the following reasons:
• The revised Specific Plan includes Affordable Housing provisions which foster development
of housing that addresses the diverse economic and affordable housing needs of existing
and current residents of Huntington Beach, in compliance with City goals, objectives and
policies.
• The revised Specific Plan includes Parkland Dedication provisions which address park and
recreation needs of existing and current residents of Huntington Beach, in compliance with
City goals, objectives and policies.
• The revised Specific Plan includes design standards which advocate high level of design
quality and character which should not be detrimental to the general health, welfare and
safety, nor detrimental to the value of property, of improvements, of the neighborhood or the
City in general.
• The revised Specific Plan is consistent with the General Plan.

B-lb CONDITIONAL USE PERMIT NO.97-80/TENTATIVE TRACT MAP NO. 15469
(Meadowlark Subdivision — 325 Small Lot, Single Family Residential Units):

LOCATION: Six hundred (600) feet north and east of the intersection of Bolsa
Chica Street and Warner Avenue, south of Heil Avenue)

Conditional Use Permit No. 97-80 and Tentative Tract Map No. 15469 represent a request by
Catellus Residential Group (CRG), to subdivide a vacant 48.4 acre site and construct 325 single
family dwelling units on small -lots in conjunction with public park, open space/recreation and
infrastructure improvements. The site is located approximately 600 ft. north and east of the
intersection of Warner Avenue and Bolsa Chica Street. The property was previously used as a
small craft airport (Meadowlark Airport).
The project area is comprised of four interconnected "neighborhoods" (Planning Areas), a
proposed 2.2 acre public park area and 0.9 acre of common open space in the form of two
private "mini -parks." A meandering pedestrian promenade/Spine Road provides the primary
pedestrian and vehicular access to the subject site from Heil Avenue and Warner Avenue. The
project's overall density is 7.2 dwelling units per gross acre. The proposed mix of housing
product and lot design provides for development of small -lot, zero -lot -line and z-lot layouts.
Development of the four planning areas is proposed to occur simultaneously.
The subject property is currently zoned Meadowlark Specific Plan. The Specific Plan was first
adopted by the City Council on March 7, 1988 and allowed development of approximately
fifteen (15) acres with commercial uses and a maximum of six -hundred (600) dwelling units
(single family detached, multi -family medium density and multi -family medium -high density)
within the remaining fifty (50) acres. The 1988 Meadowlark Specific Plan, which is currently in
effect, does not include development standards for small -lot development. The City is currently
in the process of revising the Meadowlark Specific Plan to incorporate such standards.
STAFF RECOMMENDATION:
Staff recommends the Planning Commission continue Conditional Use Permit No. 97-80 and
Tentative Tract Map No. 15469 with public hearing open and direct staff to prepare findings and
conditions of approval based upon straw vote motions on the Meadowlark Specific Plan changes.
Ron Hagan and Jim Engle, Community Services, presented an overview of the park issues and
the recommendations of the Community Services Commission to the Commission.
THER PUBLIC HEARING WAS OPENED.
Bruce Lehman, 5 Park Plaza, Suite 400, Irvine, Catellus, representing applicant, presented an
outline of the request and explained the reduction of residential units.

Dick Nerio, 16631 Roosevelt Lane, property owner, presented the history of the land stating that
since closing the airport they have had no income from the land and urged the Commission to
approve the proposed request.
Bruce D'Eliscu, 5 Park Plaza, Suite 400, Irvine, Catellus, representing applicant, presented a
slide show which included the project's history, planning and design issues, overall project
benefits and a discussion on residential units.
Dr. Arthur Hausen, 5401 Old Pirate Lane, stated that Ron Catt would speak on his behalf.
Ron Catt, 5415 Old Pirate Lane, stated that the neighbors and his concerns included lack of noise
and visual buffers to residential, different density levels proposed next to existing homes,
placement of less expensive homes adjacent to existing homes, park extension designated as
"active" should be "passive," signal light at Graham and Heil, drainage problems, more police
and fire staff needed in the area as a result of this project.
Mike Mossler, 5391 Old Pirate Lane, concerned with the density of the proposed development
and lack of adequate buffers.
Charleen Covina, 1402 Bayshore, spoke in support of the request stating that she feels Catellus is
a quality builder and would bring a fine product to Huntington Beach.
Paul McLeod, 17081 Newquist Lane, stated that the park is too small and proposed to be in the
wrong area.
Sally Benardo, 16612 Graham Place, stated concern with the proposed location of the park,
possibly causing damage to the passive butterfly Gibb park. She also stated that more Police
should be assigned to the area.
Sally Graham, 5161 Gelding Circle, stated concern that lot sizes are too small and an additional
Traffic Study should be conducted to analyze the new development.
Cheryl B. Browning, 16771 Roosevelt Lane, stated concern regarding the Roosevelt Street
configuration, the proposed flag lots and the proposed phasing of the project.
Chuck Beaureguad, Save Our Kids, stated the park land should be planned and developed before
homes are sold, accommodate active uses and accommodate the needs of the local area, not just
the development.
Ralph Ricks, 5362 Old Pirate Lane, stated an adequate buffer is needed and the proposed park
should not be adjacent to the existing Gibb Park.
Richard Harlow, 211-13 Main Street, representing applicant, stated that the developer has
incorporated as many changes as economically feasible with the concern/input from staff,
Subdivision Commission and residents.

THERE WERE NO OTHER PERSONS PRESENT TO SPEAK FOR OR AGAINST THE
REQUEST AND THE PUBLIC HEARING. WAS CONTINUED OPEN.
Straw votes were taken relative to Affordable Housing, Park Dedication, Street Section Design,
Pearce Street extension, Garage Design, Fence Design, Park Parking, Noise Attenuation Wall,
Rear Yard Setbacks (PA-1 & PA-4), Buffer, Child Care Facility, Rear Yard Setback an Common
Open Space Area. The straw vote changes will be incorporated into the Meadowlark Specific
Plan and presented at the July 14, 1998 meeting.
Catellus presented a revised tract map that addresses some of the issues raised by neighbors, staff
and Planning Commission. The Planning Commission directed staff to send the revised map
back to the Subdivision Committee.
