Civic Center, 2000 Main Street Huntington Beach, California Monday, July 13, 1998 An audio tape recording of the 5:00 p.m. portion of this meeting is on file in the Office of the City Clerk. The City Clerk was present at 5:00 p.m. to confirm to the public that the meeting would be called to order shortly. CALL TO ORDER Mayor Dettloff called the adjourned regular meetings of the City Council and the Redevelopment Agency of the City of Huntington Beach to order at 5:20 p.m. in Room B-8. CITY COUNCIL/REDEVELOPMENT AGENCY ROLL CALL Present: Julien, Harman, Green, Dettloff, Bauer, Sullivan, Garofalo Absent: None PUBLIC COMMENTS REGARDING STUDY SESSION There were no persons present to address Council regarding the study session items scheduled on the agenda. LATE COMMUNICATIONS The following communications were distributed by staff members: Slide Report from the Community Services Department titled Adopt A Highway Corporation Sponsorship Program Report distributed by the Chief of Police Presentation of the Results of the Management Audit of the Huntington Beach Police Department dated July 13, 1998 Copies of these communications are on file in the Office of the City Clerk. vk-R Page 2 — Council/Agency Minutes — 07/13/98 (CITY COUNCIL) APPROVED ORANGE COAST MARKETING COALITION BEACH TRASH RECEPTACLE SPONSORSHIP AGREEMENT NO. 001 BETWEEN CITY AND ADOPT A HIGHWAY MAINTENANCE CORPORATION The City Clerk presented a communication from the Community Services Director Hagan transmitting an agreement between the city and Adopt A Highway Maintenance Corporation to provide trash receptacles and money for beach maintenance to the city in exchange for sponsor identification on the trash receptacles on the city beach. Jim Engle, Deputy Director of Community Services, presented a detailed staff report to the City Council. He distributed a one -page document titled Adopt A Highway Corporation Sponsorship Program. Mr. Engle informed Council that representatives of Adopt A Highway Corporation are present in the audience to answer questions. A motion was made by Garofalo, second Green, to approve the following recommended action: Approve and authorize the Mayor and City Clerk to sign the agreement with Adopt A Highway Maintenance Corporation for a five-year term with an optional five-year extension to provide free trash receptacles and cash to the City of Huntington Beach for beach maintenance with a total ten-year net value of $236,053 in exchange for sponsorship identification on the trash receptacles, and 2. Authorize the Director of Community Services to act as the city's agent in reviewing and approving all advertisements as to appropriateness to be placed on the trash receptacles. The motion made by Garofalo, second Green, carried by the following roll call vote: AYES: Julien, Harman, Green, Dettloff, Bauer, Sullivan, Garofalo NOES: None ABSENT: None (CITY COUNCIL) REPORT BY JOHN HEISS, DAVID M. GRIFFITH & ASSOCIATES ON THE OPERATIONAL REVIEW OF THE POLICE DEPARTMENT The City Council considered the following document on which a presentation was made by John Heiss, David M. Griffith and Associates: Final Report for the Management Audit of the Police Department — Volume 1 and 11 (Copies on file for public review in the City Clerk's Office.) A slide reporttitled Presentation of the Results of the Management Audit of the Huntington Beach Police Department dated July 13, 1998 was also considered. This document had been distributed to Council earlier in the meeting. John Heiss, David M. Griffith and Associates, presented a slide report in conjunction with his presentation to Council. His slide report encompassed subjects including study objectives, comparative overview, community oriented policing status, evaluation of patrol operations, current status of patrol staffing and workload and principal patrol recommendations. 770 07/13/98 — Council/Agency Minutes — Page 3 Each Councilmember presented questions to Mr. Heiss relative to his presentation on subjects including community oriented policing and ratio of officers per population. In response to Councilmember Bauer, City Administrator Silver reported on how staff plans to implement recommendations in this report. Police Chief Lowenberg reported on implementation issues and the topics that the Police Department would like to discuss during the forthcoming July 27, 1998 adjourned City Council meeting on which this subject is to be a topic. In response to Councilmember Sullivan, Police Chief Lowenberg stated he would inform the Councilmembers as to how the city compares with other cities in the number of officers it dedicates to the Regional Narcotics Task Force. Mr. Heiss continued with his slide report which covered communications, "core" investigations, proactive investigations, and internal affairs. City Attorney Hutton stated she would look into the alleged slow response of the panel of legal specialists to questions from the Police Department's Internal Affairs Division. Mr. Heiss continued with his report which covered training and management and administrative organization. Discussion was held between Councilmembers and Mr. Heiss regarding the Neighborhood Watch Program and the DARE Program. Mr. Heiss informed Council that he would return with a report on policies of other jurisdictions regarding finding school student truants —whether the cost is borne by the city or the school district. He stated that he had meant to include this in his report. The issue of compensatory time was discussed, and Mr. Heiss stated that compensatory time costs the city more.
