(CITY COUNCIL/REDEVELOPMENT AGENCY) ADOPTED REDEVELOPMENT AGENCY RESOLUTION NO. 290 — "A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF HUNTINGTON BEACH APPROVING AN AFFORDABLE HOUSING AGREEMENT BY AND BETWEEN THE REDEVELOPMENT AGENCY OF THE CITY OF HUNTINGTON BEACH AND BRIDGES AMERICA SHER LANE, L.P." The City Council/Redevelopment Agency members considered a communication from the Economic Development Director regarding a loan agreement between the Redevelopment Agency and Bridges America. The agreement provides up to $1,001,000 in Redevelopment Housing Set Aside Funds for the acquisition and rehabilitation of a sixty-six unit project at 16112 Sher Lane and 16121 Parkside Lane. Additional HOME funds in the amount of $200,122 will be committed to the project at a later date for rehabilitation costs. Economic Development Director Biggs presented a staff report which included a review of the Redlined Draft of the Owner Participation Agreement which had been announced earlier in the meeting as a late communication by the City Clerk. 33 Page 3 — Council/Agency Minutes — 08/31/98 A motion was made by Green, second Harman, to approve the following recommended actions: Redevelopment Agency Action: 1. Adopt Redevelopment Agency Resolution No. 290 — "A Resolution of`the Redevelopmenf �1 Agency of the City of Huntington Beach Approving an Affordable Housing Agreement by and Between the Redevelopment Agency of the City of Huntington Beach and Bridges America Sher Lane, L.P." for the acquisition and rehabilitation of 16112 Sher Lane and 16121 Parkside Lane. and Redevelopment Agency Action: 2. Approve an Owner Participation Agreement by and Between Redevelopment Agency of the City of Huntington Beach, a Public Body, Corporate and Politic and The Bridges America Sher Lane, L.P., a California Limited Partnership and authorize execution of the agreement and all attachments by the Chairperson and Agency Clerk. and City Council/Redevelopment Agency Action: 3. Waive the city's insurance requirements for purposes of approving the Agency loan agreement only. Direct staff to ensure that the minimum insurance requirements are met by Bridges America by the start of rehabilitation activities. and Redevelopment Agency Action: 4. Authorize the transfer of Agency housing funds in the amount necessary to Orange Coast Title Company (Escrow No. 102518-TA) to effect the closing of the acquisition escrow. and further that this motion reflect that the Final Owner Participation Agreement by and Between Redevelopment Agency of the City of Huntington Beach, a Public Body, Corporate and Politic and The Bridges America Sher Lane, L.P., a California Limited Partnership, is the agreement which is approved.
