ZONING ADMINISTRATOR: Herb Fauland STAFF MEMBER: Joe Thompson, Peter Vanek, Ramona Kohlmann (recording secretary) MINUTES: None ORAL COMMUNICATION: None ITEM 1: CONDITIONAL USE PERMIT NO.98-92NARIANCE 99-12 (ADAM'S SHANGRILA) APPLICANT: Dominic Adams, 224 Crest Avenue, Huntington Beach, California 92648 PROPERTY OWNER: Neria Yomtoubian, P.O. Box 3595, Newport Beach, California 92660 REQUEST: To establish a 4,000 square foot restaurant with alcohol sales in an existing commercial center. The variance is being requested to allow 30 parking spaces in lieu of 40 (a reduction of 10 parking spaces). LOCATION: 714 Adams Avenue (south side of Adams, west of Beach) PROJECT PLANNER: Joe Thompson Joe Thompson, Staff Planner, recommended a three-week continuance to the July 28, 1999, Zoning Administrator meeting. Staff stated that several phones call and letters have been received voicing concerns about parking, noise, vagrancy (that could occur behind the building), hours of operation, and so forth. Staff recommended that the applicant facilitate a community meeting to speak with the residents about these concerns prior to the July 28 continuation meeting. Staff encouraged the applicant to obtain phone numbers from those people attending today's meeting. Staff indicated a desire to attend the meeting and requested that the applicant advise staff accordingly. Staff stated the applicant's architect had been out of the country until yesterday. Staff stated that the architect provided staff with an updated parking plan today, which staff has not yet had time to analyze. Staff recommends continuance to the Wednesday, July 28 meeting. Staff asked the applicant if he concurred with the continuance and the recommended public meeting. Dominic Adams, 224 Crest Avenue, Huntington Beach, the applicant, stated that he and his wife were looking to opening up a fine dining restaurant in this location. Mr. Adams stated that he had made efforts to contact the neighbors. Staff stated that they are recommending continuance until July 28 to allow Mr. Adams sufficient time to put the community meeting together, and to be fair to the residents in giving adequate notice. Mr. Fauland stated that he would like to establish the date today, and that he would not like to continue the request to a date uncertain. Mr. Fauland stated that three weeks is fair and asked Mr. Adams when he could schedule the meeting. Mr. Adams stated that he has tried to make himself accessible to the neighbors. Mr. Fauland pointed out that he wished to formulate a timeframe to have the community meeting and re -schedule the next meeting for the 28th. Mr. Adams stated that he understood, and that he would make himself available as soon as possible; whenever the community wanted. Mr. Fauland agreed to the three-week continuance. Mr. Fauland warned both the applicant and staff that, if at the July 28 hearing, the community meeting was not held or the neighbors felt the time was . inappropriate he would continue the matter again. Mr. Fauland did not open the public hearing and reiterated to the people in attendance that the item is being continued to July 28. Mr. Fauland stated that at that time there would be an opportunity to speak on this item. CONDITIONAL USE PERMIT NO.98-92/VARIANCE 99-12 (ADAM'S SHANGRILA) WAS CONTINUED TO THE DULY 28,1999, ZONING ADMINISTRATOR MEETING WITH DIRECTION TO HOLD A COMMUNITY MEETING AS SET FORTH ABOVE AND FOR STAFF TO REVIEW THE REVISED SETS OF PLANS. ITEM 2: NEGATIVE DECLARATION NO.99-8/VARIANCE NO.99-8/TENTATIVE PARCEL MAP NO.99-133 (PINE STREET SUBDIVISION) APPLICANT/ PROPERTY OWNER: Talbert/Sackin, 1815 Pine Street, Huntington Beach, California 92648 REQUEST: To subdivide an existing 100 foot wide lot into two 50 foot wide lots in lieu of a minimum required lot width of 60 feet. LOCATION: 1815 Pine Street (west side, north of Springfield) PROJECT PLANNER: Peter Vanek Peter Vanek, Staff Planner, requested a continuance to the July 21, 1999, Zoning Administrator meeting. Staff stated that the item was inadvertently scheduled prior to the 20-day comment period for the environmental analysis. Staff stated that the applicant is in concurrence. THE MEETING WAS ADJOURNED AT 1:40 PM BY THE ZONING ADMINISTRATOR TO THE NEXT REGULARLY SCHEDULED MEETING OF THE ZONING ADMINISTRATOR ON WEDNESDAY, JULY 14,1999 AT 1:30 PM.
