CALL TO ORDER
Mayor Pro Tem Garofalo called the adjourned regular meeting of the City
Council/Redevelopment Agency to order at 4:35 p.m. in Room B-8.

PUBLIC COMMENTS REGARDING STUDY SESSION AND CLOSED SESSION AGENDA
ITEMS (160.30)
CHUCK SCHEID informed Council of a letter he had written to Council last year regarding the
budget which he believed had been ignored. He expressed his opinion that the City Council
believes the City is "out of the woods" financially, however, he disagrees with that premise.
MOTION TO RECESS TO CLOSED SESSION
A motion was made by Sullivan, second Harman to recess to closed session on the following
item. The motion carried by the following roll call vote:
AYES: Julien, Bauer, Garofalo, Dettloff, Harman, Sullivan
NOES: None
ABSENT: Green
(City Council) Closed Session — City Council pursuant to Government Code
Section 54956.9(c) to confer with its City Attorney regarding pending litigation. (Based on

Redevelopment Agency meeting in the Council Chamber at 4,50 p.m.

CITY CLERK ANNOUNCES LATE COMMUNICATIONS WHICH PERTAIN TO ITEMS ON
THE AGENDA
Pursuant to the Brown (Open Meetings) Act, City Clerk Brockway announced the following late
communications which had been received following distribution of the agenda and which relate
to items on the agenda.
Communication from the City Administrator's Office dated August 9, 1999, titled Development
Services Team Major Projects Lists.
(CITY COUNCIL) STUDY SESSION REGARDING REVIEW OF PRELIMINARY CITY
BUDGET 199912000 - 2000/2001 - CITY ADMINISTRATOR AND STAFF REPORT
PRESENTED (320.20)
The City Council considered the preliminary city budget presented by the City Administrator's
Office together with a Preliminary Budget - Fiscal Year 199912000 - 2000/2001 - Overview -
Slide report prepared by the City Administrator's Office.
Also referred to in the City Administrator's presentation was the Development Services Team
Major Projects Lists - dated August 9, 1999 which had been announced as a late
communication by the City Clerk.
City Administrator Silver presented a lengthy budget report to Council using the slide
presentation prepared by staff. Topics of the major budget results included the reintroduction of
programs — block wall, finalizing the IIMP recommendations and public outreach, fully
implementing the community services reorganization, aggressive economic development
strategy, implementing comprehensive neighborhood preservation program, new business
information systems, police department technology initiatives, 16 critical projects/programs
funded, and implementation of BEST business practices to increase effectiveness.
City Administrator Silver addressed the city's long-term financial stability, Fiscal Year 1998/99
accomplishments, overview of city services, budget uncertainties, effect of the State budget on
the city, 1998199 budget revisions, and figures relating to the total city budget. Topics included
in the City Administrators slide report were recommendations relative to the 1999/2000 and
2000/200 t total budget. A two-year proposed budget, personnel vs. other costs, General Fund

figures, and a recommended 1999/2000 and 2000/2001 General Fund budget. The City
Administrator referred to the slide report and presented an overview on city revenues, actual
and projected property tax and sales tax from 1980 to 2001, General Fund revenues, major
revenues being less than public safety costs, development -related revenues to the General
Fund. Other subjects included salary and benefit costs, organizational efficiency, permanent
and temporary budgeted positions, major expenditures summary, critical and funded projects
liabilities, and the city's approach to address the unfunded infrastructure needs.
The Gas Tax budget and usage of Gas Tax transfer to the General Fund was reported upon as
well as police technology initiatives and citywide technology initiatives. Revenue related
program augmentations, city share of property tax, sales tax, gas tax, and VLF fees, and federal
and state income taxes were reported upon. The City Administrator concluded his presentation
with a two-year budget summary, which included information that the two-year budget is
balanced, no new taxes or fees are recommended; a continuation of the process of stabilizing
city finances and the expectation of new revenues from entrepreneurial programs. He reviewed
the upcoming budget calendar for budget workshops, the public hearing, and the final adoption
of the city budget.
REPORT OF CLOSED SESSION ACTION TAKEN REGARDING MATTER OF CIVIL
INJUNCTION — PERFORMANCE SALES AND LEASING (120.80)
The City Attorney reported on the following actions taken by the City Council in closed session
as required by law (Government Code §54957.1(a)(3)(b)).
City Attorney Hutton reported that the City Council convened in closed session on August 9,
1999 to discuss whether to initiate litigation against Performance Sales and Leasing. City
Attorney Hutton stated that once litigation has been formally commenced, the City must upon
inquiry disclose the identity of the action, the parties, or other particulars, unless to do so would
jeopardize service of process or existing settlement negotiations. The City Council authorized
initiation of litigation by the following vote:

Discussion Regarding Police Dispatchers
Discussion was held between the Council, City Administrator, and staff. In response to
Councilmember Bauer, Police Chief Lowenberg reported on the police communications
dispatcher's workload, and the plans for a facility to accommodate more dispatchers. He
informed Council that the Police Department has been able to recruit experienced dispatchers
from other cities, however the department is still short of dispatchers.
General Comments Re: Refuse Disposal, State Legislation, Bankruptcy, 800 MHz
Communications (320.20)
Councilmember Bauer commented on Assembly Bill 939 - legislation relative to refuse disposal
and its potential effect on the city, the bankruptcy monies due the city, and 800 MHz
communications system.

Fire-Med Program
Discussion was held between City Councilmembers and Fire Chief Dolder regarding the Fire
Med Program. -
Peck Reservoir Project Construction -- Qualified Project Manager (320.20)
Councilmember Sullivan presented comments and questions to staff including the need to Have
a qualified project manager for the new Peck Reservoir Project construction.
Real Estate Division Budget -- HBTV-3 Budget (320.20)
Discussion was held regarding the proposed budget for the City's reactivated Real Estate
Division. The HBTV-3 budget was also discussed.
Search for Golf Facility Site (320.20)
It was confirmed with the Community Services Director that a site is still being sought for the
golf facility that was removed from the Driftwood Mobile Home Park.
Gas Tax Exchange Program (320.20)
Further discussion was held by Council on subjects including the Gas Tax Exchange Program.
Traffic Signal Priority List — Advance Notice Requested (320.20)
Councilmember Harman asked for plenty of advance notice as to the Traffic Signal Priority List.
Addition of Code Enforcement Officer (320.20)
Councilmember Harman questioned if the addition of one Code Enforcement Officer is
sufficient, and the City Administrator reported on how this issue is tied in with the Neighborhood
Preservation Program.
Property/Sales Tax/Revenue Comparison With Other Orange County Cities — Report
Requested (320.20)
Mayor Pro Tem Garofalo referred to Slide No. 19 and requested a separate slide be prepared
showing a tax comparison with other Orange County cities. Additionally on Slide No. 20 he
requested a comparison of revenues with other communities. City Administrator Silver informed
Mayor Pro Tern Garofalo that the comparison would be made with the five largest cities.
