ITEM 1: CONDITIONAL USE PERMIT NO.99-54 (PACIFIC BELL WIRELESS
FACILITY)(CONTINUED FROM THE NOVEMBER 3, 1999 MEETING)
APPLICANT: Pacific Bell Wireless, 2521 Michelle Avenue, Tustin, CA 92679
PROPERTY OWNER: Southern California Edison, P.O. Box 800, 2244 Walnut Grove,
Rosemead, CA 91770
REQUEST: To permit the installation of a wireless telecommunications facility
mounted to an existing Southern California Edison tower as well as
equipment cabinets located at the base of the Edison Tower.
LOCATION: 9300 block of Hamilton Avenue (on Edison easement, north of
Hamilton between Magnolia and Bushard)

Sandra Thornton, Staff Planner, stated that a letter was received from the applicant requesting a
withdrawal of the application.
Ms. Broeren, Zoning Administrator, accepted the request to withdraw.
CONDITIONAL USE PERMIT NO.99-54 WAS WITHDRAWN AT THE APPLICANT'S
REQUEST.
ITEM 2: CONDITIONAL USE PERMIT NO._99-41/SIGN CODE EXCEPTION NO.99-7
(MC DONALD'S)
APPLICANT: Hogle-Ireland, 5 Corporate Park, #160, Irvine, CA 92606
PROPERTY OWNER: Seacliff Village, LLC, 655 Brea Canyon Road, Walnut, CA 91789
REQUEST: To construct a 4,680 square foot McDonald's Restaurant, including a
1,352 square foot enclosed play area and drive -through. A sign code
exception is requested to allow a total of 178 square feet of wall
signage in lieu of the maximum wall sign area of 150 square feet.
LOCATION: 19350 Goldenwest Street (Seacliff Village Shopping Center, northeast
corner of Goldenwest Street and Yorktown Avenue)

Ricky Ramos, Staff Planner, spoke in lieu of Joe Thompson, Project Planner, and requested a
continuance to allow more time to prepare the staff report.
THE PUBLIC HEARING WAS OPENED.
John Roe, 19382 Surfdale Lane, representing the Huntington Seacliff Homeowner's Association,
spoke in opposition to any signage increase.
Anjanette Ward, 19422 Summer Breeze Lane, neighboring property owner, expressed concerns over
loud noise from the speaker boxes, increased signage, hours of operation, and placement of the
playground. Ms. Ward agreed to meet with staff.

REQUEST AND THE PUBLIC HEARING WAS CONTINUED OPEN.

CONDITIONAL USE PERMIT NO.99-41/SIGN CODE EXCEPTION NO.99-7 WAS
CONTINUED TO THE DECEMBER 1,1999 MEETING

APPLICANT: John Koos, 357 Van Ness Way, Suite 150, Torrance, CA 90501
PROPERTY OWNER: Everett John DeLaura, 5142 Bolsa Avenue, Suite 101, Huntington
Beach, CA 92649
REQUEST: To permit the installation of a wireless telecommunications facility
which exceeds the height limit (60 feet in lieu of 40 feet) in an existing
industrial center.
LOCATION: 5152 Bolsa Avenue (on Bolsa Avenue, east of Bolsa Chica)

Sandra Thornton, Staff Planner, displayed site plans stating that the Zoning designation of the project
is Limited Industrial, the General Plan is Industrial and the subject site is surrounded by an industrial
center.
Staff stated that one telephone call was received regarding the project to which staff faxed a set of
plans, and no further communication was received.
Staff recommended approval of the project.
Ms. Broeren, Zoning Administrator, and staff reviewed and discussed the photographs of the
monopole.
THE PUBLIC HEARING WAS OPENED.
John Koose, 357 Van Ness Way, Torrance, the applicant, concurred with the proposed conditions of
approval and presented reasons as to why a slim -line pole would be used.
Ms. Broeren and staff reviewed the plans and discussed the parking location and parking
requirements.
THERE WERE NO OTHER PERSONS PRESENT TO SPEAK FOR OR AGAINST THE
REQUEST AND THE PUBLIC HEARING WAS CLOSED.
Ms. Broeren stated that she was going to approve the item.
CONDITIONAL USE PERMIT NO.99-62 WAS APPROVED BY THE ZONING
ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS OF
APPROVAL. SHE STATED THAT THE ACTION TAKEN BY THE ZONING
ADMINISTRATOR CAN BE APPEALED TO THE PLANNING COMMISSION WITHIN
TEN (10) CALENDAR DAYS.
FINDINGS FOR PROJECTS EXEMPT FROM CEQA:
The Zoning Administrator finds that the project will not have any significant effect on the
environment and is exempt from the provisions of the California Environmental Quality Act (CEQA)
pursuant to section 15301 of the CEQA Guidelines, because the project is considered a minor
alteration of an existing facility.
FINDINGS FOR APPROVAL - CONDITIONAL USE PERMIT NO. 99-62:
1. Conditional Use Permit No. 99-62 for the establishment, maintenance and operation of the
wireless telecommunications facility consisting of one 60 foot high monopole which will exceed
the height limit of 40 feet will not be detrimental to the general welfare of persons working or
residing in the vicinity or detrimental to the value of the property and improvements in the
neighborhood. The monopole will be located in an industrial district at the rear of an industrial
building and is a slimline monopole which is designed to minimize visual impacts to the
neighboring businesses. There are no nearby residences that will be affected.

2. The conditional use permit will be compatible with surrounding uses because the monopole will
be located at the rear of an industrial center to minimize visual impacts to businesses and
employees. The monopole will be designed as a slimline monopole which will reduce its bulk
and visual effect.
3. The proposed conditional use permit will comply with the provisions of the base district and other
applicable provisions in Titles 20-25 of the Huntington Beach Zoning and Subdivision Ordinance
and any specific condition required for the proposed use in the district in which it would be
located. The HBZSO allows wireless telecommunications facilities to exceed the maximum
height limit by a conditional use permit.
4. The granting of the conditional use permit will not adversely affect the General Plan. It is
consistent with the Land Use Element designation of Industrial on the subject property.
CONDITIONS OF APPROVAL — CONDITIONAL USE PERMIT NO.99-62:
1. The site plan, floor plans, and elevations received and dated October 8, 1999 shall be the
conceptually approved layout.
2. Prior to submittal for building permits, the following shall be completed:
a. Zoning entitlement conditions of approval shall be printed verbatim on all the working
drawing sets used for issuance of building permits (architectural, structural, electrical,
mechanical and plumbing) and shall be referenced in the index.
b. Please include the following issues in the design of your project: (BD)
• Type of construction of all buildings need to be stated.
• Occupancy classification of all areas needs to be stated.
c. Provide Building Code Analysis on the plans to show compliance with Uniform Building
Code 1997 edition for: (BD)
• Occupancy requirements (Chapter 3)
• Allowable Area (Chapter 5)
• Exiting (Chapter 10)
3. Prior to issuance of building permits, the following shall be completed:
a. Fire lanes shall be designated and posted to comply with City Specification 415 (FD).
b. The fire access road shall be a minimum of 24 feet wide. The minimum must be provided in
compliance with City Specification 401. Include the Circulation Plan and dimensions of the
access road that serves this area. "No parking" signs conforming to City Specification 415

must be installed on buildings located on the west side of the driveway to prohibit parking in
the fire lane. (FD)
4. Prior to final building permit inspection and approval , the following shall be completed:
a. Compliance with all conditions of approval specified herein shall be accomplished and
verified by the Planning Department.
b. All building spoils, such as unusable lumber, wire, pipe, and other surplus or unusable
material, shall be disposed of at an off -site facility equipped to handle them.
5. The use shall comply with the following:
a. Service roads and fire access lanes, as determined by the Fire Department, shall be posted,
marked, and maintained. If fire lane violations occur and the services of the Fire Department
are required, the applicant will be liable for expenses incurred. (FD)
6. The Planning Director ensures that all conditions of approval herein are complied with. The
Planning Director shall be notified in writing if any changes to the site plan, elevations and floor
plans are proposed as a result of the plan check process. Building permits shall not be issued until
the Planning Director has reviewed and approved the proposed changes for conformance with the
intent of the Zoning Administrator's action and the conditions herein. If the proposed changes are
of a substantial nature, an amendment to the original entitlement reviewed by the Zoning
Administrator may be required pursuant to the HBZSO.
INFORMATION ON SPECIFIC CODE REQUIREMENTS:
1. Conditional Use Permit No. 99-62 shall not become effective until the ten day appeal period has
elapsed.
2. Conditional Use Permit No. 99-62 shall become null and void unless exercised within one year
of the date of final approval or such extension of time as may be granted by the Director
pursuant to a written request submitted to the Planning Department a minimum 30 days prior to
the expiration date.
3. The Zoning Administrator reserves the right to revoke Conditional Use Permit No. 99-62,
pursuant to a public hearing for revocation, if any violation of these conditions or the
Huntington Beach Zoning and Subdivision Ordinance or Municipal Code occurs.
4. The development shall comply with all applicable provisions of the Municipal Code, Building
Department, and Fire Department as well as applicable local, State and Federal Fire Codes,
Ordinances, and standards, except as noted herein.
5. Construction shall be limited to Monday - Saturday 7:00 AM to 8:00 PM. Construction shall be
prohibited Sundays and Federal holidays.

6. The applicant shall submit a check in the amount of $38.00 for the posting of the Notice of
Exemption at the County of Orange Clerk's Office. The check shall be made out to the Coun
of Orange and submitted to the Planning Department within two (2) days of the Zoning
Administrator's action.
ITEM 4: COASTAL DEVELOPMENT PERMIT NO.99-18 (ORANGE COUNTY
SANITATION DISTRICT)

OWNER: Kathy Millea, Orange County Sanitation District, P.O. Box 8127,
Fountain Valley, CA 92728-8127
REQUEST: To permit construction of a new waste water process (solids storage and
truck loading) facility at the Orange County Sanitation District. The
new facility will consist of a truck loading area and two storage towers,
each tower with a diameter of 30 feet and a height of 48 feet. The new
facility will replace the existing facility constructed in 1981.
LOCATION: 22212 Brookhurst Street (east side of Brookhurst, north of Pacific
Coast Highway)
PROJECT PLANNER: Jane James
Jane James, Staff Planner, stated that she is recommending a continuance at the request of the
applicant, and to allow time for staff to address the applicant's questions concerning the conditions of
approval.
THE PUBLIC HEARING WAS OPENED.
John Scott, 22032 Capistrano Lane, Southeast Huntington Beach Neighborhood Association,
expressed concerns over enforcement of the conditions, the times in which construction would be
allowed, and stated that, after meeting with the Orange County Sanitation District (OCSD), they now
support the project.
Kathy Millea, OCSD, the applicant indicated that the hours of construction are 7:00 a.m. to 4:30 p.m.,
Monday through Friday with an occasional Saturday in extreme conditions.
