Call To Order
Mayor Garofalo called the regular meetings of the City Council and the Redevelopment Agency
of the City of Huntington Beach to order at 5:00 p.m. in Room B-8.
City Council/Redevelopment Agency Roll Call
Present: Sullivan, Harman, Garofalo, Dettloff, Bauer, (Green arrived 5:04 p.m.)

Late Communications — Study Session
The following late communication was presented by the City Clerk: Communication dated
April 24, 2000 from the Director of Organizational Effectiveness transmitting a slide show
presentation titled Major Projects Update: Discussion Topics: Presentation of Strategic Plan
Framework. Update of Major Project Status.
Public Comments Regarding Closed Session Agenda Item
There were no persons present to address Council under Public Comments
Motion to Recess to Closed Session — Approved (120.80)
A motion was made by Sullivan, second Harman, to recess the City Council to closed session
on the following item:
(City Council) Closed Session - City Council pursuant to Government Code Section 54957 to
consider personnel matters re: City Administrator's Evaluation
The motion carried by the following roll call vote:

The Mayor reconvened the regular meetings of. the City Council and Redevelopment Agency
at 6:30 p.m. in the Council Chambers.

Public Comments
Chuck Scheid stated his concern regarding the staffs definition of Strategic Plan.
(City.Council) Adopted In Concept Prototype Strategic Plan Framework and Revised
Major Projects List (100.10)
The City Council considered a communication from the Director of Organizational Effectiveness
proposing a new system for communicating and managing the city's goals, priorities and
projects. It is being presented to ensure that the City Council concurs with staffs efforts to
develop a comprehensive strategic project planning system. Staff will introduce a prototype
Strategic Plan and describe its framework, goals, and support documents, along with the
master calendar for both the prototype and the first City Council adopted Strategic Plan. A
presentation will be made of a Major Projects List for the City Council review. The Major
Projects List has been reformatted in anticipation of its incorporation into the Strategic Plan.
The philosophy behind the new design is to enable the City Council and staff to consider
projects in a larger context and to better manage and anticipate projects.
City Administrator Silver reported briefly on the Background portion of the slide report titled
Major Projects Update, dated April 24, 2000 which had been presented at the meeting as a late
communication. Council was informed that the Major Projects List was originally created as a
document for staff to coordinate activity from various departments that is related to private
development. It has evolved to include important public development projects and department
initiatives or programs. Further, the Major Projects List has evolved into a tool for City Council
to monitor status of projects and to set priorities. He reported on the reasons the Major Projects
List in its traditional form is not ideally suited for this purpose.
Assistant City Administrator Fallon reported on the Concerns portion of the slide report. This
portion informed Council of the difficulty in distinguishing priority for current projects, as
everything is important. The fact that different types of projects are mixed and the difficulty in
getting a sense of project completion and timelines was presented.

Director of Organizational Effectiveness, Clay Martin, reviewed the portions of the slide report
titled Need for a Strategic Plan, Alignment, Service Focus, Priorities, Decision Making,
Communication, Strategic Plan Components Other topics in the slide report were Strategic
Plan Framework, Strategic Goal Areas, 5-Year Project List, Financial Projections, Supplemental
Information. Strategic Plan Prototype Action Plan, Major Projects Update, Revised Major
Projects Summary, Revised Major Projects Detail. A list titled Public Projects 2000-2005,
Private Development Projects 2000-2005, and Department Initiatives 2000-2005 was also a part
of the slide report.
Discussion was held between Council and staff regarding the need to remember other goals and
objectives developed in past years; these objectives were developed by past and present
Councilmembers, staff, and with public input.
City Administrator Silver stated that it is important that the resources are expended where
Council has set its goals and that unrelated exceptions be few.
The City Administrator stressed the need to tie all the projects listed in the document to the city's
goals. The need to plan long-range expenditures was discussed.
Mayor Garofalo stated that Council would like to model the 13 goals and objectives into the
R system. Mayor Garofalo stated the need for flexibility to be incorporated in order to respond to
needs,1,6f constituencies such?as a request for immediate need for a traffic light.
The Director of Organizational Effectiveness reviewed the procedure for the Major Projects.
Mayor Garofalo requested that the City Council Initiatives be added to the Project List
Reorganization. He reviewed the chart titled Department Initiatives 2000-2005 which listed
various projects, and Private Development Projects 2000-2005 listing various projects.
Councilman Harman requested that green and red be used for the charts so that it can be
quickly ascertained that a project is proceeding or on hold. Also suggested were graduated
colors for income charts.
Councilman Bauer stressed the need for staff as well as Council to initiate revenue -producing
projects for Council consideration. The need to ascertain when extra resources are need to
move a revenue producing project faster, for example, every day that the Huntington Center
project can be done sooner, will bring revenue faster. This could be done by hiring an extra
employee or other measures that comply with the law.
A motion was made by Sullivan, second Dettloff to adopt in concept, the prototype Strategic
Plan framework and revised Major Projects List. The motion carried by unanimous vote.
