ITEM 1: CONDITIONAL USE PERMIT NO.00-29 (LUTHERAN CHURCH OF THE
RESURRECTION PRESCHOOL)
APPLICANT: William Cope, 9812 Hamilton Avenue, Huntington Beach, CA 92646
PROPERTY OWNER: Lutheran Church of the Resurrection, 9812 Hamilton Avenue,
Huntington Beach, CA 92646
REQUEST: To operate a Christian preschool on church campus within existing
Sunday school classrooms.
LOCATION: 9812 Hamilton Avenue (south side of Hamilton Avenue, between St.
John Lane and Brookhurst Street)

Amy Wolfe, Staff Planner, displayed site plans stating the purpose and location of the request. Staff
recommended approval of the request based upon the findings and subject to the conditions as
outlined in the staff report. Staff stated that the project will be compatible with the existing and
adjacent uses. No written or verbal comments were received in response to the public notification.
Mary Beth Broeren, Zoning Administrator, confirmed with staff that the preschool will operate only
on Monday through Friday from 9 AM to 4 PM.

THERE WERE NO PERSONS PRESENT TO SPEAK FOR OR AGAINST THE REQUEST
AND THE PUBLIC HEARING WAS CLOSED.
CONDITIONAL USE PERMIT NO.00-29 WAS APPROVED BY THE ZONING
ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS OF
APPROVAL. SHE STATED THAT THE ACTION TAKEN BY THE ZONING
ADMINISTRATOR CAN BE APPEALED TO THE PLANNING COMMISSION WITHIN
TEN (10) CALENDAR DAYS.
FINDINGS FOR PROJECTS EXEMPT FROM CEOA:
The Zoning Administrator finds that the project will not have any significant effect on the
environment and is exempt from the provisions of the California Environmental Quality Act (CEQA)
pursuant to section 15301 of the CEQA Guidelines, because the operation of a preschool within an
existing structure involves negligible expansion of the existing religious assembly use.
FINDINGS FOR APPROVAL - CONDITIONAL USE PERMIT NO.00-29:
Conditional Use Permit No. 00-29 for the establishment, maintenance and operation of a
Christian preschool within an existing building which is currently used as a Sunday School will
not be detrimental to the general welfare of persons working or residing in the vicinity or
detrimental to the value of the property and improvements in the neighborhood. The preschool
use will not significantly intensify existing uses on site. The addition of a preschool to the
existing church campus will contribute towards fulfilling educational and community needs of
existing and future residents of Huntington Beach.
2. The conditional use permit will be compatible with surrounding uses because the preschool
building and adjoining play area is buffered from adjoining residential uses to the east by existing
buildings on site and to the south by a parking lot and garage structures.
3. The proposed Conditional Use Permit No. 00-29 will comply with the provisions of the base
district, other applicable provisions in Titles 20-25 of the Huntington Beach Zoning and
Subdivision Ordinance and any specific condition required for the proposed use in the district in
which it would be located. The establishment of a preschool is allowed with a conditional use
permit. The project site accommodates 79 parking spaces and will comply with required parking
standards (70 parking spaces) for the existing religious assembly facility and proposed preschool.
No new building construction is proposed. New fences on site will comply with applicable fence
height requirements.
4. The granting of the conditional use permit will not adversely affect the General Plan. It is
consistent with the Land Use Element designatiorf of P (RM-15), Public (Residential Medium
Density—15du/ac) on the subject property. In addition, it is consistent with the following goals
and policies of the General Plan:
LU 13 Achieve the development of a mix of governmental service, institutional, educational, and
religious uses that support the needs of Huntington Beach residents.
LU 13.1 Provide for the continuation of existing and development of new uses, such as
governmental administrative public safety, human service cultural educational religious, and
other uses that support the needs of existing and future residents and businesses.

LU 13.1.2 Allow for the continuation of existing and development of new religious facilities in
any land use zone where they are compatible with adjacent uses and subject to City review and
approval.
CONDITIONS OF APPROVAL — CONDITIONAL USE PERMIT NO.00-29:
The site plan, floor plans, and elevations received and dated May 4, 2000 shall be the
conceptually approved layout.
2. Prior to commencement of use the following shall be completed:
a. All improvements to the property shall be completed in accordance with the approved plans
and conditions of approval specified herein, including:
1) State Fire Marshal standards for Day Care facilities. (FD)
2) Fire alarm system shall be operational for the child care use. (FD)
b. Orange County Social Services approval for child care shall be secured. (FD)
c. Compliance with all conditions of approval specified herein shall be accomplished and
verified by the Planning Department.
d. All building spoils, such as unusable lumber, wire, pipe, and other surplus or unusable
material, shall be disposed of at an off -site facility equipped to handle them.
3. The Planning Director ensures that all conditions of approval herein are complied with. The
Planning Director shall be notified in writing if any changes to the site plan, elevations and floor
plans are proposed as a result of the plan check process. Building permits shall not be issued until
the Planning Director has reviewed and approved the proposed changes for conformance with the
intent of the Zoning Administrator's action and the conditions herein. If the proposed changes are
of a substantial nature, an amendment to the original entitlement reviewed by the Zoning
Administrator may be required pursuant to the HBZSO.
INFORMATION ON SPECIFIC CODE REQUIREMENTS:
1, Conditional Use Permit No. 00-29 shall not become effective until the ten calendar day appeal
period has elapsed.
2. Conditional Use Permit No. 00-29 shall become null and void unless exercised within one year
of the date of final approval which is June 21, 2001, or such extension of time as may be granted
by the Director pursuant to a written request submitted to the Planning Department a minimum
30 days prior to the expiration date.
3. The Zoning Administrator reserves the right to revoke Conditional Use Permit No. 00-29,
pursuant to a public hearing for revocation, if any violation of these conditions or the
Huntington Beach Zoning and Subdivision Ordinance or Municipal Code occurs.

4. All applicable fees from the Building, Public Works, and Fire Departments shall be paid prior to
the issuance of Building Permits.
5. The development shall comply with all applicable provisions of the Municipal Code, Building
Department, and Fire Department as well as applicable local, State and Federal Fire Codes,
Ordinances, and standards, except as noted herein.
6. Construction shall be limited to Monday - Saturday 7:00 AM to 8:00 PM. Construction shall be
prohibited Sundays and Federal holidays.
7. The applicant shall submit a check in the amount of $38.00 for the posting of the Notice of
Exemption at the County of Orange Clerk's Office. The check shall be made out to the Coup
of Orange and submitted to the Planning Department within two (2) days of the Zoning
Administrator's action.
_ 8. All landscaping shall be maintained in a neat and clean manner, and in conformance with the
HBZSO. Prior to removing or replacing any landscaped areas, check with the Departments of
Planning and Public Works for Code requirements. Substantial changes may require approval
by the Zoning Administrator.
9. All signs shall conform to the HBZSO. Prior to installing any new signs, or changing sign
faces, a building permit shall be obtained from the Planning Department.
10. A Certificate of Occupancy must be issued by the Planning Department and Building and Safety
Department prior to occupying the building.
ITEM 2• CONDITIONAL USE PERMIT NO.00-20 (STARBUCKS, LUIGI'S AND SUNSET
GRILL
APPLICANT:

REQUEST:
To permit alcohol to be served in conjunction with existing outdoor
dining within the public right-of-way. In addition, to permit the
relocation of existing outdoor dining within the public right-of-way at
221 Main Street Suite C (Starbucks).

Olive Avenue)

and zoning of the request. Staff recommended approval of the request based upon the findings and

THE PUBLIC HEARING WAS OPENED.
Keith Bohr, 415 Townsquare Lane, 4219, applicant, addressed the issue of outdoor dining at
Starbucks stating it would serve to resolve ongoing code enforcement problems and would effectively
utilize additional space.
Jeff Bergsma, 221 Main Street, applicant, stated that limitation of space is a parking issue and they
pay in -lieu parking fees for areas that are currently being used for outdoor dining under separate
conditional use permits.
THERE WERE NO OTHER PERSONS PRESENT TO SPEAK FOR OR AGAINST THE
REQUEST AND THE PUBLIC HEARING WAS CLOSED.
Mary Beth Broeren, Zoning Administrator, stated that she was going to continue the matter for one
week and asked staff to research the in -lieu parking fee issue.
CONDITIONAL USE PERMIT NO.00-20 WAS CONTINUED TO THE JUNE 28, 2000,
MEETING.
ITEM 3: CONDITIONAL USE PERMIT NO.00-21 (BJ'S PIZZA, CRABBY KENNY'S AND
SUNSET GRILL)
APPLICANT: Keith Bohr/Jeff Bergsma, 415 Townsquare Lane, #219, Huntington
Beach, CA 92648
PROPERTY OWNER: Robert Koury, 200 Main Street, #206, Huntington Beach, CA 92648
REQUEST: To allow: 1) Alcohol to be served in conjunction with existing outdoor
dining on private property at 200 Main Street, Suites 100, 101 A and
105; 2) Expansion of outdoor dining at 200 Main Street # 101 A (Crabby
Kenny's Restaurant) from 105 square feet to 280 square feet; 3)
Expansion of outdoor dining at 200 Main Street # 100 (BJ's Pizza) from
272 square feet to 400 square feet, and 4) A 4 foot high wall in lieu of
42 inches on the property line to surround the outdoor dining area at
Crabby Kenny's Restaurant.
LOCATION: 200 Main Street, Suites 100, 101A and 105 (east side of Main Street,
between Walnut Avenue and Olive Avenue)

Sandra Thornton, Staff Planner, displayed site plans stating the purpose and location of the request.
Staff recommended approval of the request based upon the findings and conditions as outlined in the
staff report. Staff recommended an additional condition in response to a recent City Council Action
for an outdoor dining monitoring fee.
One telephone call was received from Alain Bally, representing BJ's Pizza, who subsequently
reviewed the plans and concurred with the request.

Mary Beth Broeren, Zoning Administrator, confirmed with staff that the railings are not Public
Works standard railings and that the railings are consistent with the City's objectives.
THE PUBLIC HEARING WAS OPENED.
Jeff Bergsma, 221 Main Street, applicant, addressed condition La concerning the five-foot setback
for the pergola trellis. Mr. Bergsma stated that the trellis would cantilever like an eave 21/z feet into
the setback and would meet the intent of the code. Mr. Bergsma asked that the encroachment of the
trellis be allowed and that condition La be removed.
Keith Bohr, 415 Townsquare Lane, #219, applicant, discussed the height and design of the physical
barrier.
Alain Bally, 700 South Flower Street, Los Angeles, representing BJ's Pizza, concurred with staffs
recommendations. Mr. Bally requested clarification of conditions 3.b and 3.c.
THERE WERE NO OTHER PERSONS PRESENT TO SPEAK FOR OR AGAINST THE
REQUEST AND THE PUBLIC HEARING WAS CLOSED.
Ms. Broeren stated that she was going to approve the request with the findings as outlined by staff
and with the following modified conditions as outlined in the staff report:
1. Condition La is to be deleted.
2. Condition Lb shall be modified to read that the outdoor dining area at BJ's Pizza shall be
a maximum of 400 square feet. Ms. Broeren stated that the applicant is to provide staff
with documentation that they are not exceeding the maximum 400 square feet.
3. Add a new condition no. 2.d as recommended by staff to reflect that an outdoor dining
monitoring fee, as approved by the City Council, shall be paid to the City of Huntington
Beach.
CONDITIONAL USE PERMIT NO.00-21 WAS APPROVED BY THE ZONING
ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND MODIFIED CONDITIONS
OF APPROVAL. SHE STATED THAT THE ACTION TAKEN BY THE ZONING
ADMINISTRATOR CAN BE APPEALED TO THE PLANNING COMMISSION WITHIN
TEN (10) CALENDAR DAYS.
FINDINGS FOR PROJECTS EXEMPT FROM CEOA:
The Zoning Administrator finds that the project will not have any significant effect on the
environment and is exempt from the provisions of the California Environmental Quality Act (CEQA)
pursuant to section 15301 of the CEQA Guidelines, because adding alcohol to an existing restaurant's
outdoor dining area and expanding existing outdoor dining are considered minor alterations of an
existing facility.
FINDINGS FOR APPROVAL - CONDITIONAL USE PERMIT NO.00-21:
1. Conditional Use Permit No. 00-21 for the establishment, maintenance and operation of: 1) alcohol
to be served in conjunction with existing outdoor dining on private property at 200 Main Street,

Suites 100, IOTA and 105; 2) expansion of outdoor dining at 200 Main Street #101A (Crabby
Kenny's Restaurant) from 105 square feet to 280 square feet; 3) expansion of outdoor dining at
200 Main Street #100 (BJ's Pizza) from 272 square feet to 400 square feet, and 4) a 4 foot high
wall in lieu of 42 inches on the property line to surround the outdoor dining area at Crabby
Kenny's Restaurant will not be detrimental to the general welfare of persons working or residing
in the vicinity or detrimental to the value of the property and improvements in the neighborhood.
The outdoor dining areas will be surrounded by a barrier (36-inches high at BJ's Pizza and Sunset
Grille and 48-inches high at Crabby Kenny's) which will protect pedestrians and also prevent the
outdoor dining areas and alcohol service from expanding beyond the approved area. The
expansion of the outdoor dining at Crabby Kenny's and BJ's Pizza will enable both to maximize
their allowed outdoor dining areas as numerous downtown restaurants have done. The required 8-
foot wide pedestrian passageway will be provided. Building entryways will not be obstructed.
2. The conditional use permit will be compatible with surrounding uses because the outdoor dining
is existing and alcohol is already served within BFs Pizza, Crabby Kenny's, Sunset Grille and
adjacent restaurants. The outdoor dining areas will be surrounded with a barrier (36-inches high
at BFs Pizza and Sunset Grille and 48-inches at Crabby Kenny's) so as not to impact the adjacent
public sidewalks, loading zones, bus stops, and benches. The expansion of outdoor dining at BFs
Pizza and Crabby Kenny's to the maximum allowed for each restaurant (without requiring
additional parking) will be compatible with surrounding uses because many of the adjacent
restaurants have already maximized their outdoor dining and many other restaurants are in the
process of expanding their outdoor dining.
3. The proposed Conditional Use Permit No. 00-21 will comply with the provisions of the base
district and other applicable provisions in the Downtown Specific Plan, Downtown Design
Guidelines, and any specific condition required for the proposed use in the district in which it
would be located. All provisions of the Downtown Specific Plan regarding outdoor dining will be
met.
4. The granting of the conditional use permit will not adversely affect the General Plan. It is
consistent with the Land Use Element designation of Mixed Use Vertical on the subject property.
CONDITIONS OF APPROVAL — CONDITIONAL USE PERMIT NO.00-21:
1. The site plan and elevation received and dated May 24, 2000 shall be the conceptually approved
layout with the following modification:
a. The outdoor dining area at BFs Pizza shall be a maximum of 400 square feet.
b. The planter depicted in front of BFs Pizza shall be increased in size, as shown on Exhibit A
and the wall surrounding the planter shall be raised and widened to 18 inches to accommodate
seating.

2. Prior to commencement of alcohol service on the sidewalk area on private property, the following
shall be complied with:
a. A copy of the Alcoholic Beverage Control Board (ABC) license, along with any special
conditions imposed by the ABC, shall be submitted to the Planning Department for the file.
Any conditions that are more restrictive than those set forth in this approval shall be adhered
to.
b. A physical barrier of at least 36 inches in height as approved by the Design Review Board
surrounding the outdoor dining area shall be installed.
c. The applicant shall provide an updated public liability insurance policy to the Planning
Department as specified in all current insurance resolutions within 60 days from this approval
(August 21, 2000). Such liability insurance shall be provided in a form acceptable to the City
Attorney. The policy shall name the City of Huntington Beach as an additional insured and
shall be maintained at all times. (Code Requirement)
d. An outdoor dining monitoring fee, as approved by the City Council, shall be paid to the City
of Huntington Beach within 60 days of this approval (August 21, 2000). This fee will be
calculated and collected yearly by the City of Huntington Beach City Treasurer's Office.
Failure to pay this annual fee will result in the scheduling a public hearing to consider the
revocation of this conditional use permit.
3. Outdoor dining with alcohol on private property shall comply with the following:
a. Only the uses described in the narrative dated and received April 5, 2000 shall be permitted.
b. No food or beverages of any nature shall be sold to any occupant or rider of any motor vehicle
or bicycle. (Code Requirement)
c. Alcoholic beverages shall be served in glass containers only. The glass containers shall be
permanently printed with a number identifying the establishment serving alcohol. (Code
Requirement)
d. Copies of the approved Conditional Use Permit, License Agreement, Maintenance
Agreement, and Insurance Policy will be kept at the place of business at all times.
e. All conditions of approval previous conditional use permits shall be adhered to with the
exception of the condition that prohibited alcohol sales in the outdoor dining area.
4. The Planning Director ensures that all conditions of approval herein are complied with. The
Planning Director shall be notified in writing if any changes to the site plan are proposed. No
changes shall occur until the Planning Director has reviewed and approved the proposed changes
for conformance with the intent of the Zoning Administrator's action and the conditions herein. If
the proposed changes are of a substantial nature, an amendment to the original entitlement
reviewed by the Zoning Administrator may be required pursuant to the HBZSO.

APPLICANT: Art Kent, 325 2nd Street, Suite A, Huntington Beach, CA 92648
PROPERTY OWNER: P.G. Barot Family, 118 Eleventh Street, Huntington Beach, CA 92648
REQUEST: To enclose three (3) existing open parking spaces at a non -conforming
side yard setback of 4 feet in lieu of 10 feet.
LOCATION: 118 11"' Street (on the east side of 11"' Street between Walnut Avenue
and Pacific Coast Highway)

Sandra Thornton, Staff Planner, displayed site plans stating the purpose, location and zoning of the
request. Staff recommended approval of the request based upon the findings and conditions outlined
in the staff report and because the project complies with the zoning requirements including

landscaping and parking. Staff stated that three phone calls were received from nearby residents
inquiring into the fact that the motel is in escrow.
Mary Beth Broeren, Zoning Administrator, confirmed with staff that the parking is in compliance
with the zoning code.

of the project.

FINDINGS FOR PROJECTS EXEMPT FROM CEQA:
The Zoning Administrator finds that the project will not have any significant effect on the
environment and is exempt from the provisions of the California Environmental Quality Act (CEQA)
pursuant to section 15301 of the CEQA Guidelines, because enclosing three existing parking spaces
is considered a minor alteration of an existing facility.
FINDINGS FOR APPROVAL - CONDITIONAL USE PERMIT NO.00-13:
Conditional Use Permit No. 00-13 for the establishment, maintenance and operation of the
enclosure of three (3) existing open parking spaces at a non -conforming side yard setback of 4
feet in lieu of 10 feet will not be detrimental to the general welfare of persons working or residing
in the vicinity or detrimental to the value of the property and improvements in the neighborhood.
The continuation of the existing non -conforming setback will allow the garage to be continuous
with the existing building and will minimize potential unusable space along the side of the
property. The proposed enclosure is only one story and 30 feet long and will be constructed to be
compatible with the existing building.
2. The conditional use permit will be compatible with surrounding uses because adjacent homes are
currently at a side setback of 3 feet and the non -conforming setback is 4 feet. This will enable the
motel to appear more like a single family residential use from the rear of the property.
3. The proposed Conditional Use Permit No. 00-13 will comply with the provisions of the base
district and other applicable provisions in Titles 20-25 of the Huntington Beach Zoning and
Subdivision Ordinance and any specific condition required for the proposed use in the district in
which it would be located, except for the four (4) foot interior side yard setback being requested.

4. The granting of the conditional use permit will not adversely affect the General Plan. Although
the existing use is inconsistent with the Land Use Element designation of Residential High
Density on the subject property the General Plan allows for the continued operation of legal uses
and structures that exist at the time of the adoption of the General Plan and become non-
conforming due to use, density, and/or development requirements as written in Policy LU 7.1.3.
CONDITIONS OF APPROVAL — CONDITIONAL USE PERMIT NO.00-13:
The site plan, floor plans, and elevations received and dated May 12, 2000 shall be the
conceptually approved layout.
2. Prior to submittal for building permits, the following shall be completed:
a. Zoning entitlement conditions of approval shall be printed verbatim on all the working
drawing sets used for issuance of building permits (architectural, structural, electrical,
mechanical and plumbing) and shall be referenced in the index.
b. A building code analysis that shows compliance with the 1997 Uniform Building Code shall
be included on the plans.
c. The Design Review Board Secretary shall review and approve the proposed structures to
ensure that they are architecturally compatible with existing structures.
d. Elevations shall depict colors and building materials approved by the Design Review Board
Secretary.
3. Prior to issuance of building permits, the subject property shall provide an irrevocable offer to the
City of Huntington Beach to dedicate 2.50 feet off of the rear of the subject property adjacent to
the alley. (PV)
4. Prior to final building permit inspection and approval, the following shall be completed:
a. All improvements to the property shall be completed in accordance with the approved plans
and conditions of approval specified herein, including:
1) Fire extinguishers will be installed and located in areas to comply with Huntington Beach
Fire Code Standards. (FD)
2) A fire alarm system will be installed to comply with Huntington Beach Fire Department
and Uniform Fire Code Standards. Shop drawings will be submitted to and approved by
the Fire Department prior to installation. The system will provide the following:
a) manual pulls;
b) water flow, valve tamper and trouble detection;
c) 24 hour supervision; and
d) voice communication (FD)

3) Address numbers will be installed to comply with City Specification No. 428. The size
of the numbers will be a minimum of six (6) inches with a brush stroke of one and one-
half (1-1 /2) inches. (FD)
4) Exit signs and exit path markings will be provided in compliance with the Huntington
Beach Fire Code and Title 24 of the California Administrative Code. Low level exit
signs will be included. (FD)
5) An automatic fire sprinkler system shall be approved and installed pursuant to Fire
Department regulations. Shop drawings shall be submitted and approved by the Fire
Department prior to system installation. (FD)
6) The entire building shall be repainted to match the colors approved by the Design
Review Board Secretary.
7) The entire property shall be cleaned up. All trash, unused furniture, etc. shall be
removed from the site.
b. Compliance with all conditions of approval specified herein shall be accomplished and
verified by the Planning Department.
c. All building spoils, such as unusable lumber, wire, pipe, and other surplus or unusable
material, shall be disposed of at an off -site facility equipped to handle them.
d. The project will comply with all provisions of the Huntington Beach Fire Code and City
Specification Nos. 422 and 431 for the abandonment of oil wells and site restoration. The
"Pira & De Spain" Huntington Beach well shall be located. (FD)
e. The project will comply will all provisions of Huntington Beach Municipal Code Title
17.04.085 and City Specification No. 429 for new construction within the methane gas
overlay districts. (FD)
5. The Planning Director ensures that all conditions of approval herein are complied with. The
Planning Director shall be notified in writing if any changes to the site plan, elevations and floor
plans are proposed as a result of the plan check process. Building permits shall not be issued until
the Planning Director has reviewed and approved the proposed changes for conformance with the
intent of the Zoning Administrator's action and the conditions herein. If the proposed changes are
of a substantial nature, an amendment to the original entitlement reviewed by the Zoning
Administrator may be required pursuant to the HBZSO.
INFORMATION ON SPECIFIC CODE REQUIREMENTS:
1. Conditional Use Permit No. 00-13 shall not become effective until the ten calendar day appeal
period has elapsed.
2. Conditional Use Permit No. 00-13 shall become null and void unless exercised within one year
of the date of final approval which is June 21, 2001 or such extension of time as may be granted

by the Director pursuant to a written request submitted to the Planning Department a minimum
30 days prior to the expiration date.
3. The Zoning Administrator reserves the right to revoke Conditional Use Permit No. 00-13,
pursuant to a public hearing for revocation, if any violation of these conditions or the
Huntington Beach Zoning and Subdivision Ordinance or Municipal Code occurs.
4. All applicable fees from the Building, Public Works, and Fire Departments shall be paid prior to
the issuance of Building Permits.
5. The development shall comply with all applicable provisions of the Municipal Code, Building
Department, and Fire Department as well as applicable local, State and Federal Fire Codes,
Ordinances, and standards, except as noted herein.
6. Construction shall be limited to Monday - Saturday 7:00 AM to 8:00 PM. Construction shall be
prohibited Sundays and Federal holidays.
7. The applicant shall submit a check in the amount of $38.00 for the posting of the Notice of
Exemption at the County of Orange Clerk's Office. The check shall be made out to the County
of Orange and submitted to the Planning Department within two (2) days of the Zoning
Administrator's action.
8. All landscaping shall be maintained in a neat and clean manner, and in conformance with the
HBZSO. Prior to removing or replacing any landscaped areas, check with the Departments of
Planning and Public Works for Code requirements. Substantial changes may require approval
by the Zoning Administrator.
9. All signs shall conform to the HBZSO. Prior to installing any new signs, or changing sign
faces, a building permit shall be obtained from the Planning Department.
10. State -mandated school impact fees shall be paid prior to issuance of building permits.
11. An encroachment permit shall be required for all work within the right-of-way. (PW)
