Call To Order City Council/Redevelopment Agency Roll Call Present Sullivan, Green, Dettloff, Bauer Absent Julien, Harman, Garofalo Public Comments John Gilbert, Chairman of the Huntington Beach Conference and Visitor's Bureau distributed a letter dated August 28, 2000 responding to the Council action of August 21, 2000 on the Conference and Visitors Bureau matter and submitting two alternatives for Council consideration. Mr. Gilbert addressed the issue of whether or not the City Attorney's Office can represent the Conference and Visitor's Bureau in this matter. A brief discussion ensued, with Mr. Gilbert and Ms. Diane Baker, President of the Conference and Visitor's Bureau, responding that records of checks written and financial data will be presented for city review. City Administrator Ray Silver cautioned that this issue should be brought back at a subsequent Council meeting, as it is not on the agenda. City Administrator Silver requested City Attorney Gail Hutton to return at the September 5, 2000 Council meeting with an opinion as to whether her office can provide legal counsel to the Huntington Beach Conference & Visitors Bureau. Motion to Recess to Closed Session A motion was made by Sullivan, second Dettloff to recess to Closed Session on the following item. The motion carried by the following roll call vote: AYES: Sullivan, Green, Dettloff, Bauer NOES: None ABSENT: Julien, Harman, Garofalo (2) August 28, 2000- Council/Agency Minutes - Page 2 (Redevelopment Agency) Closed Session — Pursuant to Government Code Section 54956.8 to give instructions to the Agency's negotiators, David Biggs, Ray Silver, Jim Rabe, and Murray Kane, and regarding negotiations with Brian Ezralow and Doug Gray, concerning the negotiations for terms of a proposed Disposition and Development Agreement or Owner - Participation Agreement regarding the property located at 7777 Edinger Avenue. Instruction will concern: Both price and terms of payment. (400.50) _ Reconvene City Council/Redevelopment Agency Meeting — 6:05 PM City Council -Redevelopment Agency Roll Call Present Julien, Sullivan, Green, Deftloff, Bauer (Garofalo arrived 6:07 p.m.) Absent Harman Late Communications Pursuant to the Brown (Open Meetings) Act, the City Clerk announced the following Late Communications regarding agenda items. These communications were received following distribution of the agenda: Communication dated August 28, 2000 from the Director of Administrative Services transmitting a slide show presentation with an Interdepartmental Communication providing answers to various City Council questions. The Communication is titled Additional Responses to Budget Study Session Questions. The slide show presentation is titled Proposed Budget FY 200012001: Second Year of Two Year Budget — FY 2000/2001. Communication dated August 28, 2000 from the Chief of Police transmitting a clarification to the August 18, 2000 written response to the Budget Study Question directed to the Police Department. The communication is titled Budget Study Session Questions. Communication dated August 28, 2000 from the Director of Administrative Services and the Director of Public Works titled Revisions to Proposed FY 00/01 Budget. (City Council) Study Session — Fiscal Year 2000/2001 Budget Update — Directed Staff to Follow Distribution of Funds Outlined in Councilmember Bauer's Memorandum of August 15, 2000 with Additions and Modifications Relative to Eader Park, Percy Dock (Huntington Harbour) and the Urban Forest (320.20) The City Council considered a communication from the Administrative Services Director submitted to the City Clerk's Office on August 25, 2000 for the agenda packet. The communication is an Inter -Office Memorandum dated August 18, 2000 titled Response to Budget Study Session Questions responding to Council questions posed at the August 14, 2000 Council meeting Study Session. Administrative Services Director John Reekstin presented an Interdepartmental Communication and a PowerPoint slide report, both of which had been announced earlier as Late Communications by the City Clerk. The communication is dated August 28, 2000 and titled Additional Responses to Budget Study Session Questions. The slide show presentation is titled Proposed Budget FY 200012001: Second Year of Two Year Budget — FY 200012001. (3) August 28, 2000- Council/Agency Minutes - Page 3 Administrative Services Department and Public Works ❑epartment staff reported on a communication announced earlier as a Late Communication by the City Clerk. The communication is dated August 28, 2000 and titled Revisions to Proposed FY 00/01 Budget. Police Chief Ronald Lowenberg responded to questions relative to an August 28, 2000 communication from his department which had been announced earlier as a Late Communication by the City Clerk. Said communication transmits a clarification to the August 18, 2000 written response to the Budget Study Question directed to the Police Department. The communication is titled Budget Study Session Questions. City Administrator Silver and other members of his staff responded to Council's questions. Considerable review and discussion was held. A motion was made by Bauer, second Garofalo to request staff to follow the distribution of funds as outlined in Councilmember Bauer's August 15, 2000 memorandum, with exceptions to 1. Add an item on the Eader Park play equipment; and 2. Modify the Percy Dock item to be on the Environmental Impact Report (EIR) for the Beach and Park Program at Huntington Harbour; and 3. Use competitive grants to fund the Urban Forest. The -motion carried by the following roll call vote: AYES: Julien, Sullivan, Garofalo, Green, Bauer NOES: Dettloff ABSENT: Harman Adjournment — City Council/Redevelopment Agency Mayor Garofalo adjourned the adjourned regular meetings of the City Council and the Redevelopment Agency of the City of Huntington Beach to Tuesday, September 5, 2000, at 5:00 p.m., in Room B-8, Civic Center, 2000 Main Street, Huntington Beach, California.
