M. — Room D Huntington Beach Central Library 7111 Talbert Avenue Huntington Beach, California 92648 Friday, January 12, 2001 Call to Order Mayor Julien Houchen called the regular adjourned meetings of the City Council and the Redevelopment Agency of the City of Huntington Beach to order at 12:00 p.m. in Room D, Central Library. City Council -Redevelopment Agency Roll Call Present Green, Boardman, Cook, Julien Houchen, Garofalo, Dettloff, Bauer Absent None Late Communications The City Clerk announced a Late Communications packet which had been distributed to Council at this meeting by the City Administrator's Office. The communications are: 1) a workshop binder entitled City Council Workshop Strategic Plan; and 2) a communication dated November 2000 titled City of Huntington Beach — Prototype Strategic Plan. Public Comments Dean Albright spoke regarding the impact of build -out of the city and its infrastructure. Mr. Albright stressed the need to establish a long-standing public infrastructure maintenance program. Chuck Scheid stated that he does not believe it has been made clear that the proposal for Huntington Central Park Sports Complex fields would be built for the adult sports use, so children can use other parks now used by adults. Mr. Scheid stated that the solution would be to drive the adults out of the softball fields, and to use the money to fix potholes and other needed infrastructure repairs. Don McGee spoke in opposition to the costs of the Huntington Sports Complex, and its financial plan. Mr. McGee stated his opinion that the infrastructure is crumbling, and that the money should be used for repairs instead. (2) January 12, 2001 - CouncillAgency Minutes - Page 2 Strategic Plan Workshop — Discussion Re: Vision, Goals and Objectives to Guide City's Planning and Budgeting (100.10) The City Council considered a communication regarding the Strategic Plan Workshop, that its purpose is for the City Council to discuss and provide staff with information regarding their vision, goals and objectives that, through the Strategic Plan, will guide the city's planning and budgeting for the next two to five years. Presentations were made by City Administrator Ray Silver and Director of Organizational Effectiveness, Clay Martin. City Administrator Silver provided the background and stated that the rationale for the workshop was for Council direction to staff. Discussion began with an overview of the goals for the workshop, the purpose of which Organizational Effectiveness Director Martin stated is to identify where the city has been and where it is presently. Included in this segment was collaboration between Council and staff relative to the aforementioned vision, goals, and objectives. Director of Organizational Effectiveness Martin reported from the workshop binder announced earlier by the City Clerk as a Late Communication. He spoke in terms of the process of collecting Council priorities. Mr Martin informed Council that the Strategic Plan was developed in 1991, and is a work in progress undergoing constant renewal. Towards this end, a request was made by Councilmember Garofalo to get a breakdown of full time employees by counties on page 1-16 of the workshop binder. The next topic involved the context for the Strategic Plan which includes current trends affecting the city and future challenges. Director of Organizational Effectiveness Martin suggested that a current trend identified is that cities will vie with one another for residents. He clarified that a forecast for the future is that residents no longer will have a restriction in terms of where one lives. In reviewing general statements about the city's vision, many Councilmembers were in agreement regarding the impact that "quality of life" has on all major issues involving city planning and budgeting. Director of Organizational Effectiveness Martin reproduced on two flip charts the bulleted items from pages 1-8 and 1-9 of the Late Communication workshop packet. He facilitated a discussion which led to a consensus from Council as to Council's two uppermost choices for the city's vision: 1. "City assets are economically productive and consumers of city services pay for their fair share. Huntington Beach will be known for its volunteers and their importance to the community;" 2. "An environment where every resident is treated with dignity and is given a fair opportunity to realize his or her dreams." Discussion was held at length regarding "quality of life" and "human dignity' concerns that include "open space per capita" and "access to education." It was determined by the Council as a whole that the theme of "Quality of Life" would serve the city best as its vision statement. (3) January 12, 2001 - Council/Agency Minutes - Page 3 City Administrator Ray Silver informed Council that the review of progress in achieving previously established City Council goals - in terms of the following enumerated topics on Strategic Goals and Objectives - is for the benefit of the newly elected members, Mayor Pro Tern Debbie Cook and Councilmember Connie Boardman. Considerable discussion ensued regarding new and revised goals for the next two to five years, during which the following points were clarified: 1. Projects and services that generate income 2. Urban runoff issues 3. Energy Crisis Management Plan 4. Development of Huntington Center 5. Downtown (Blocks 104/105) 6. Higher percentage of existing income for infrastructure improvements 7. Balsa Chica — protect entire mesa 8. Water Quality 9. Human resources programs — recruitment, employee morale 10. -Less subsidy for development 11. Huntington Beach Wetlands and Shipley Nature Center 12. Maintain/preserve existing programs and facilities 13. Affordable housing Also requested for Council consideration as a fiscal policy, is the acknowledgement that public - private partnership projects should generate revenue net expenses to general fund. City Administrator Silver stated that future workshops are planned throughout the coming months through May 2001 on the section on Next Steps. Adjournment — City Council/Redevelopment Agency Mayor Julien Houchen adjourned the regular adjourned meetings of the City Council and the Redevelopment Agency of the City of Huntington Beach at 2:50 p.m. to Tuesday, January 16, 2001, at 5:00 p.m., in Room B-8, Civic Center, 2000 Main Street, Huntington Beach, California.
