Call to Order
Mayor Julien Houchen called the regular adjourned meetings of the City Council and the
Redevelopment Agency of the City of Huntington Beach to order at 12:00 p.m. in Rooms C and
D of the Huntington Beach Central Library.
City Council/Redevelopment Agency Meeting Roll Call
Present: Green, Boardman, Cook, Julien Houchen, Bauer (Garofalo arrived 12:05 p.m.;
Dettloff arrived 12:10 p.m.)
Absent: None
Motion to Recess to Closed Session - Approved
A motion was made by Julien Houchen, second Bauer to recess to closed Session on the
following items. The motion carried by the fallowing roll call vote:

Public Comments Regarding Study Session Agenda Items
Jim Martin voiced his objection to the dirty and dusty conditions at the recycling center.
Mr. Martin requested that the recycling center be relocated.
(City Council -Redevelopment Agency) Review of City Financial Policies - Major Projects -
Development Services Department Work Programs - Council Directed Six Month
Moratorium on New Projects and Studies with Exception of Projects the City
Administrator May Present to Council (100.10)
City Administrator Silver announced that he had just distributed an interdepartmental
memorandum dated April 18, 2000 titled Unreserved General Fund Balance. He reviewed the
PowerPoint presentation distributed to Council titled Financial Policies. Scheduled items for
staff presentations were:
Review of City Financial Policies - Ray Sliver, City Administrator/Clay Martin, Acting
Administrative Services Director.
Review of City Major Projects Development List - Ray, Silver, City Administrator.
Review of Development Services Department Work Programs by Ray Silver, City Administrator.
Councilmember Bauer suggested that a study session be held prior to the commencement of an
audit and that a meeting following the audit be held at which time a presentation can be made to
the full Council.
Councilmember Boardman questioned what would be the proposed policy regarding Enterprise
Funds. In response to Councilmember Green, Acting Administrative Services Director Martin
stated that the 33 issues listed within the March 10, 2001 memorandum titled Review and
Approval of City Financial Policies, would be presented before Council with recommendations
included.
City Administrator Silver reported on the proposed legislation, which would eliminate energy
fines incurred by the city and which would also allow the city to not be required to remain under
the interruptible rate.
Fire Chief Mike Dolder presented a report on the BEACH Project costs and timeframes.
The City Administrator stated that with the concurrence of Council, staff will return at a
subsequent meeting and present the proposed City Financial Policies for adoption.
City Administrator Silver reviewed the Development Services Team Major Projects List dated
November 19, 1999 and March 8, 2001 included in the Council Agenda Packet. Planning
Director Howard Zeiefsky clarified for Councilmember Green as to what is item No. 50-- Bacon
Bump. He stated that Bacon Bump is the name assigned by the Planning Department staff to a
person's property on which staff is involved in solving a development problem.
Councilmember Garofalo spoke regarding the manner in which he believes staff work hours
should be allocated. Councilmember Boardman stated that some projects may not be as
important priority -wise, but could be done as they involve a smaller amount of staff time.

Planning Department Director Zelefsky reported on state mandated projects and politically
proposed projects. He informed Council that the mandated projects are in the shaded columns
of the agenda report. Planning Director Zelefsky made a presentation on the Planning
Department Work Program titled Development Services Work Program. Director Zelefsky
provided reasons why a balance of priorities is constantly needed due to staff hours available
contrasted with projects needed to be completed.
Mayor Pro Team Cook stated that she believed staff hours could be saved by not having staff
be required to attend so many meetings such as the Environmental Board meetings. She
stated that for example the Councilmembers in attendance could return to staff to present
questions to staff from the meeting.
City Administrator Silver stated that he appreciates the proposal for staff time saving, however
prior to this being done, a review of the Council policy of Councilmembers transmitting workload
information directly to staff would need to be reviewed. City Administrator Silver responded to
Councilmember Boardman as to the procedure that was used to evaluate the hours that will be
required for projects. Councilmember Bauer presented reasons why he did not believe staff
should be removed from attendance at committee meetings, including the need for agenda
postings, minutes, follow-up, etc. He stated that perhaps a review of the necessity for some
committees could be made, although this was done a number of years ago and the effort was
not fruitful.
Councilmember Garofalo suggested a review of the four departments be made relative to this
information presented with a recommendation to Council.
City Administrator Silver referred to his memorandum dated January 25, 2001 titled Request for
Moratorium on new Projects, Programs, and Studies.

A motion was made by Dettloff, second Green to establish a moratorium on new projects and
studies for the next six months, effective March 16, 2001, with the exception that if there are
projects that the City Administrator feels are important that they be reviewed by the Council.
The motion carried unanimously with all members present.
Building and Safety Department Director Ross Cranmer spoke regarding the fact that
homeowners cannot get the specialized attention from staff they may require on a small project
as there are so many plan checks to be made by each inspector per day. He reported on the
workload that will be encountered in the AES Project that will have 500-2000 workers on the site
working 20 hours per day. The possible shortage of qualified engineers was commented upon
by Building and Safety Department Director Cranmer.
Economic Development Director Biggs spoke regarding the functions of the Economic
Development Department. He and the City Administrator reported on the Business
Development Program. In response to Councilmember Garofalo, Economic Development
Director Biggs briefly commented on the economic climate of the city.
Discussion was held between Council and Economic Development Director Biggs regarding the
shortage of staff hours and his department's anticipated filling of a vacancy in the next few

months. City Administrator Silver stated that staff is putting in more than 40 hours per week
which is not reflected on the chart. Mayor Pro Tem Cook requested clarification of the work
hours that the Economic Development Department schedules for the Auto Dealers Association
meetings and the hours devoted to the monitoring of leases.
Fire Chief Dolder reviewed the Fire Department Work Program. Discussion was held regarding
the Christine Drive methane mitigation issue.
Paul Emery, Deputy Director of the Department of Public Works, presented his department's
Work Program. He stated that the Department of Public Works is short in staff hours for their
major projects categories.
Ron Hagan, Community Services Director, reviewed his department's Work Program. He
responded to questions as to the work required of his department relative to Lambert Park and
the lighting of Marina High School, which is part of the Catellus Project.

Redevelopment Agency of the City of Huntington Beach to Monday, March 19, 2001, at
