Redevelopment Agency of the City of Huntington Beach to order at 4:30 p.m. in the Council Chambers. City Council/Redevelopment Agency Meeting Roll Call Present: Boardman, Cook, Julien Houchen, Garofalo, Dettloff (Green arrived 4:55 p.m.) Absent: Bauer Public Comments Dean Albright, representative of Huntington Beach Tomorrow, spoke in opposition to 4:30 p.m. as being an inappropriate time to schedule this meeting. Mr. Albright also expressed his objection to what he considers to be a lack of sufficient public notification of the meeting. (City Council) Joint Study Session Held with the Infrastructure Planning Committee (IPC) Received and Accepted IPC Reports Re: Recommendations for the Integrated Infrastructure Management Program (IIMP) for Return to Council on April 16, 2001 (840.50) Roll Call - Infrastructure Planning Committee: Present: Dick Harlow, Al Bell, George Mason, Bob Riffenburgh, Art Rosen, Mary Urashima (Gerald Chapman arrived 4:45 p.m.) Absent: Chuck Bohle The Infrastructure Planning Committee Council Liaisons are Mayor Pam Julien Houchen and Councilmembers Ralph Bauer and Shirley Dettloff. (2) March 26, 2001 - Council/Agency Minutes - Page 2 Council Committee Liaison Dettloff gave an oral report on the history of the formation of the Infrastructure Planning Committee (IPC). She informed Council that despite the diverse backgrounds of the individual members, the strength of the group lies in its unified decision, emphasizing that the IPC members are in unanimous agreement in their conclusions regarding the infrastructure needs of the community. Councilmember Dettloff described the work plan of the IPC in collaboration with city staff and how the committee maintains close contact with both the Public Works Department staff and the PSOMAS consultant Gary Dysart to keep them apprised of the progress of its activities. She described the Infrastructure Planning Committee's in-depth study of the condition of the sewers, parks, curbs, gutters and other city structures, and the various outreach programs to educate the public on its report findings. Dick Harlow, IPC Chair, introduced the members of the IPC. Mr. Harlow stated that he was Co - Chair of the defunct Citizen's Infrastructure Advisory Committee (IAC), and named several other members of the current IPC who served along with him on that earlier committee. Chair Harlow presented a Power Point presentation of the Infrastructure Planning Committee's recommendations for the Integrated Infrastructure Management Program (IIMP). The slide report is titled Infrastructure Planning Committee (IPC) — Final Funding Recommendations - March 26, 2001— Department of Public Works — City of Huntington Beach, and is a Late Communication distributed at the meeting. Mr. Harlow spoke at considerable length on the portions of the slide report regarding the IPC's methodology, requesting Council to review and accept the IAC (Infrastructure Advisory Committee) priority and alternate recommendations. Chair Harlow also referred to Exhibit A in the communication dated March 26, 2001 and titled Infrastructure Planning Committee (IPC) — Final Report to City Council Regarding IIMP Funding Recommendations that had been included in the agenda packet. At the conclusion of his report, Mayor Julien Houchen thanked Mr. Harlow and invited Public Works Director Robert F. Beardsley to make a brief closing comment from staffs perspective. Director Beardsley commended the program outline, stating that the IPC had prepared a comprehensive report delineating the program benefits and that staff concurs with the IPC Funding Recommendations. Council inquired about certain line items in the report. Councilmember Green asked questions with respect to street sweeping. Councilmember Boardman expressed concerns relative to the updating of fee amounts. City Administrator Silver referred to the past MSI program and spoke regarding the evaluation of proposed fees. (3) March 26, 2001 - Council/Agency Minutes - Page 3 Councilmember Boardman inquired about CDBG (Community Development Block Grant) funds; inquiring if there is a certain percentage earmarked for infrastructure repairs and how that amount can be maximized. Economic Development Director David Biggs answered that the city is spending the full CDBG allocation available for the infrastructure, and although funds are typically expended for capital improvements, a certain portion is granted towards the maintenance of structures such as storm drains and sewer linings. IPC Chair Harlow added that the Oakview neighborhood is part of the CDBG program and spoke regarding dollar amounts allocated for the infrastructure improvement of this community. Discussion followed regarding the purpose of the study session. Council requested clarity of the nature and intent of the motion to be made at this meeting. Councilmember Dettloff spoke regarding the impact of the current Howard Jarvis lawsuit on funding sources. City Administrator Silver responded that he will report on the anticipated reduced balance in the General Funds once the information becomes available. Council concurred that Councilmember Dettloff point is well taken and should be considered in any motion to be made. Councilmember Garofalo requested that the IPC provide feedback from the firm that handled the public information campaign. IPC Chair Harlow stated that the outreach committee is going to continue to meet and update Council on its activities. Councilmember Garofalo addressed issues relative to "pay-as-you-go" financing. He recommended that the IPC investigate the feasibility of using revenue sharing through state participation. Councilmember Garofalo spoke regarding managed competition programs and flexible fee structures. Discussion ensued as to the appropriate action to consider taking at this time. A motion was made by Boardman, second Cook: 1. That the City Council receive and accept the IPC report; and 2. Direct staff to return at the April 16, 2001 City Council meeting to consider adoption of the IPC recommendations along with a report on the financial effect of the Howard Jarvis lawsuit. The motion carried by the following roll call vote. AYES: Green, Boardman, Cook, Julien Houchen, Garofalo, Dettloff NOES: None ABSENT: Bauer IPC Chair Harlow asked if any member of the Infrastructure Committee would like to speak. Accepting Mr. Harlow's invitation, Mr. Al Bell reported on the history of the California Round Table, informing Council that it was started in 1980 to report the condition of infrastructures in Southern California cities. He spoke regarding legislation at the state and local levels (4) March 26, 2001 - Council/Agency Minutes - Page 4 surrounding this issue. Mr. Bell stated that Huntington Beach has capitalized its efforts in influencing the passage of new legislation. Mayor Julien Houchen thanked the Infrastructure Planning Committee for the presentations.
