Call to Order
Mayor Julien Houchen called the regular adjourned meetings of the City Council and the
Redevelopment Agency of the City of Huntington Beach to order at 10:00 a.m. in Room D,
Central Library.
City Council/Redevelopment Agency Meeting Roll Call
Present Boardman, Cook, Julien Houchen, Garofalo, Dettloff, Bauer (Green arrived at
10:40 a.m.)
Absent None
(City Council) Live Videoconferencing Session Held between the City Council of
Huntington Beach and Congressman Dana Rohrabacher on the Status of Funding of
City Projects Re: (1) Coastal Bluff/Sewer Pump Station; (2) Flood and Traffic Control;
(3) Water Reclamation and Aquatic Restoration - Accepted Congressman
Rohrabacher's Report on Major Issues in Washington, D.C. (120.50)
City Administrator Ray Silver provided a briefing that Assemblyman Tom Harman would not
be able to attend due to budget deadlocks at the State Capitol in Sacramento.
Library Services Director Ron Hayden prefaced the live videoconferencing session with
information regarding the library facilities. Director Hayden referred to the communication
included with the agenda submitted by his department. The communication is dated
June 22, 2001 and titled HBPL Videoconferencing Facilities.
In addition, Library Services Director Hayden announced the following Late Communications
which he distributed at the videoconferencing session:

Videoconferencing Center.
Folder of collateral material titled Huntington Beach Public Library & Cultural Center.
The City Council invited Congressman Rohrabacher to comment on the status of some of the
city's ongoing legislative efforts and projects in Washington, D.C.
Congressman Rohrabacher announced that he will present draft legislation after the Fourth
of July break in mid -July 2001 which will reflect the debate in Congress on off -shore oil .
development. He expressed the belief that the process of slant -drilling of existing oil well
sites will avert nationwide rolling energy blackouts. such as those currently being experienced

in Huntington Beach. Congressman Rohrabacher informed Council of his platform to
propose that any new oil and gas tax revenue from oil developments will be placed in an
enterprise fund exclusively for coastal project use, which includes such improvements as
sand erosion replenishment.
In response to Mayor Julien Houchen's inquiry, Congressman Rohrabacher and his aide
reported on the status of the following city funding requests in. the amounts of:
1. $2.2 million - Coastal Bluff/Pacific Coast Highway (PCH) Sewer Pump Station: Pending
with Congress, but unlikely to be appropriated as it needs to conform on a Federal level.
No funding from the House of Representatives.
2. $1.5 million - Coastal Bluff Erosion: Pending with $400,000 received to date.
3. $1 million - Flood Control Facilities Improvements: $100,000 per year appropriated
4. $1.5 million — Traffic Control System Expansions: Requested; not yet appropriated.
5. $1 million — Water Reclamation Project (Secondary Treatment of Sewage/ Drainage
System): Pending, but unlikely to be appropriated since it is a "new start and not an
existing project," and needs to conform on a Federal level.
6. $650,000 — Aquatic Restoration: $500,000 appropriated.
Congressman Rohrabacher estimated that at present, the city has received one-third of its
funding request amount.
Mayor Julien Houchen thanked Congressman Rohrabacher for his update.
Congressman Rohrabacher stated that each project funded has what he termed as a
"Federal hook;" as the reason for approval by the Federal Government and why conformance
at the Federal level is required.
Congressman Rohrabacher informed Council on issues in Washington relative to tax
spending policies. He stated that the President has prioritized the upgrade of the technology
of the American mass weaponry system, stating his belief of the importance in preparing the
country against any possible invasion from Communist China: Congressman Rohrbacher
spoke about the impact the President's defense strategy will have on the city's aeronautical
industry.
Mayor Julien Houchen inquired regarding the House of Representatives Bill, HR 2091 and
the recent homeowner flood map changes as it affects Huntington Beach residents'
insurance costs. Congressman Rohrabacher responded that he is in support of the Santa
Ana River Program and the insurance cost relief it has provided for Huntington Beach
residents.
Congressman Rohrabacher provided further comments regarding his proposed legislation,
clarifying that his intent is not to draft a deregulation bill but one that is revenue -directed
towards coastal improvement projects. He reiterated the opinion that slant -drilling off the
Santa Barbara shores will provide a good source of clean ocean water for Huntington Beach.

City Councilmembers greeted Congressman Rohrabacher. Councilmember Garofalo
congratulated the Congressman on his 52"d birthday.
As a concluding remark, Congressman Rohrabacher lobbied for dancing in entertainment
establishments to be included with the issuance of Alcohol and Beverage Control License
Permits.
Adjournment — City Council/Redevelopment Agency
Mayor Julien Houchen adjourned the regular adjourned meetings of the City Council and the
Redevelopment Agency of the City of Huntington Beach to Monday, July 2, 2001, at
5:00 p.m., in Room B-8, Civic Center, 2000 Main Street, Huntington Beach, California. There
will be a lack of quorum due to the July 4, 2001 Holiday. The City Clerk will adjourn the
Council/Agency meeting to an adjourned regular meeting on Saturday, July 14, 2001 at 8:00
a.m. to approximately 11:00 a.m., Orange County Sanitation District Facility,10844 Ellis
Avenue, Fountain Valley, California 92708. The next regular meeting of Council/ Agency will
be Monday, July 16, 2001, at 5:00 p.m., in Room B-8, Civic Center, 2000 Main Street,
Huntington Beach, California.
