ZONING ADMINISTRATOR: STAFF MEMBER: MINUTES: ORAL COMMUNICATION: NON-PUBLIC ITEM Mary Beth Broeren Paul Da Veiga, Ramona Kohlmann (recording secretary) July 18, 2001 Minutes were approved None ITEM 1: LOT LINE ADJUSTMENT NO. 01-01 (HEPPRICH LOT CONSOLIDATION) APPLICANT/ PROPERTY OWNER: Eleonore Hepprich, 27252 Westridge Lane, Laguna Hills, CA 92653 ® REQUEST: To allow a lot line adjustment for the consolidation of two parcels into one 37,560 square foot parcel. LOCATION: 7542 and 7552 Warner Avenue (south side of Warner Avenue, west of Nichols Street) PROJECT PLANNER: Paul Da Veiga Paul Da Veiga, Staff Planner, displayed project plans and photographs stating the purpose, location and zoning of the requested project. Staff stated that the existing buildings will be demolished and a new automotive repair building will be built under a concurrent conditional use permit. Staff recommended the elimination of the first sentence in Finding No. 4. Staff recommended approval of the request based upon the findings and subject to the condition as outlined in the staff report. THE PUBLIC HEARING WAS OPENED. Eleonore Hepprich, 27252 Westridge Lane, Laguna Hills, applicant, asked if the new site will require one or two addresses. Mary Beth Broeren, Zoning Administrator, explained that if the one building is demolished and an addition is built, only one address would be required. ® THERE WERE NO OTHER PERSONS PRESENT TO SPEAK FOR OR AGAINST THE REQUEST AND THE PUBLIC HEARING WAS CLOSED. LOT LINE ADJUSTMENT NO.01-01 WAS APPROVED BY THE ZONING ADMINISTRATOR WITH THE FOLLOWING MODIFIED FINDINGS AND CONDITIONS OF APPROVAL. SHE STATED THAT THE ACTION TAKEN BY THE ZONING • ADMINISTRATOR CAN BE APPEALED TO THE PLANNING COMMISSION WITHIN TEN (10) CALENDAR DAYS. FINDINGS FOR PROJECTS EXEMPT FROM CEOA: The Zoning Administrator finds that the project will not have any significant effect on the environment and is exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to section 15315 of the CEQA Guidelines, because the project consists of a minor land subdivision in an urbanized area which is zoned for residential use. The proposed project is in conformance with the General Plan and Zoning Ordinance and no variances or exceptions are required. FINDINGS FOR APPROVAL - LOT LINE ADJUSTMENT NO. 01-01: 1. The granting of Lot Line Adjustment No. 01-01, to allow a lot line adjustment for the consolidation of two parcels into one 37,560 square foot parcel will not create any additional parcels or building sites. 2. The resulting parcel from the lot line adjustment will conform to Titles 20-24 of the Huntington Beach Zoning and Subdivision Ordinance because it will comply with the requirements for minimum area, width, frontage, setbacks, and site coverage. 3. The lot line adjustment will not sever any existing structure on either of the two parcels. The • proposed lot adjustment will not affect the existing buildings on -site. 4. The subject lot is zoned for general industrial uses, and allows a permitted density of 0.50 on the subject site. The existing buildings will conform with the required density. 5. A plat map showing the lot line adjustment has been prepared and approved and will be filed in accord with the provisions of Section 253.24. CONDITIONS OF APPROVAL — LOT LINE ADJUSTMENT NO. 01-01: 1. The lot line adjustment received and dated July 6, 2001 shall be the conceptually approved layout. INFORMATION ON SPECIFIC CODE REQUIREMENTS: 1. Lot Line Adjustment No. 01-01 shall not become effective until the ten -calendar day appeal period has elapsed. 2. Lot Line Adjustment No. 01-01 shall become null and void unless exercised within one year of the date of final approval which is August 22, 2002, or such extension of time as may be granted by the Director pursuant to a written request submitted to the Planning Department a minimum 30 days prior to the expiration date. • ZA Minutes 08/22/01 2 (Olzm0822) 3. The Zoning Administrator reserves the right to revoke Lot Line Adjustment No. 01-01, pursuant to a public hearing for revocation, if any violation of these conditions or the Huntington Beach • Zoning and Subdivision Ordinance or Municipal Code occurs. 4. The applicant shall submit a check in the amount of $43.00 for the posting of the Notice of Exemption at the County of Orange Clerk's Office. The check shall be made out to the County of Orange and submitted to the Planning Department within two (2) days of the Zoning Administrator's action. 11 THE MEETING WAS ADJOURNED AT 1:34 PM BY THE ZONING ADMINISTRATOR TO THE NEXT REGULARLY SCHEDULED MEETING OF THE ZONING ADMINISTRATOR ON WEDNESDAY, AUGUST 29, 2001 AT 1:30 PM.
