ZONING ADMINISTRATOR: Mike Strange, Acting Zoning Administrator STAFF MEMBER: Mary Beth Broeren, Amy Wolfe, Ramona Kohlmann (recording secretary) MINUTES: None ORAL COMMUNICATION: None ITEM 1: ADDENDUM TO MITIGATED NEGATIVE DECLARATION NO. 00-05 (HUMBOLDT/TRINIDAD ISLANDS) APPLICANT: Robert Yates, Tetra Tech, Inc., 670 North Rosemead Boulevard, Pasadena, CA 91107 PROPERTY OWNER: Isaac Azoulay, 3432 Venture Drive, Huntington Beach, CA 92649 Simon & Kelarice Rayhanabad, 16591 Carousel Lane, Huntington Beach, CA 92649 REQUEST: Mitigated Negative Declaration No. 00-05 was approved by the City of Huntington Beach on September 13, 2000 for a project to repair the bulkhead on 40 properties on Humboldt Island and 64 properties on Trinidad Island. The subject Addendum to the Mitigated Negative Declaration increases the number of properties requiring sheet pile repairs by two. The two properties require the same scope of work as that previously analyzed for the 104 properties and propose the same mitigation for potential impacts to eelgrass and soft bottom habitat. The project is designed to restore the foundation of the bulkhead and provide toe protection to inhibit any future scouring or erosion. In general, the repairs would be made in three phases: pile and repair, replacement of sheet piles, and installation of slope protection. LOCATION: The two additional properties are located at 3432 Venture Drive, Trinidad Island and 16591 Carousel Lane, Humboldt Island, in Huntington Harbor (northwest Huntington Beach) PROJECT PLANNER: Mary Beth Broeren Mary Beth Broeren, Staff Planner, stated the purpose of the addendum. Ms. Broeren stated that an addendum does not require a public hearing, but because notification was sent for the original negative declaration, staff decided to provide notice for this addendum as well. No written or verbal comments is were received in response to the public notification. Mike Strange, Acting Zoning Administrator, asked staff to summarize which property owners were notified. 0 AS THERE WERE NO PERSONS PRESENT TO SPEAK FOR OR AGAINST THE REQUEST, THE PUBLIC HEARING WAS NOT OPENED. ADDENDUM TO MITIGATED NEGATIVE DECLARATION NO. 00-05 WAS APPROVED BY THE ZONING ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS OF APPROVAL. HE STATED THAT THE ACTION TAKEN BY THE ZONING ADMINISTRATOR CAN BE APPEALED TO THE PLANNING COMMISSION WITHIN TEN (10) CALENDAR DAYS. FINDINGS FOR APPROVAL - ADDENDUM TO MITIGATED NEGATIVE DECLARATION NO.00-05-: 1. The Addendum to Mitigated Negative Declaration No. 00-50 has been prepared in compliance with Article 6 of the California Environmental Quality Act (CEQA) Guidelines. There are no new significant effects or changes in the severity of impacts associated with the revision to the project. 2. Mitigation measures avoid or reduce the project's effects to a point where clearly no significant effect on the environment will occur. Mitigation measures address water quality, the loss of eel grass and soft bottom habitat and noise. Mitigation measures were generally designed to minimize impacts to homes in the vicinity and the habitat of the Harbor 3. There is no substantial evidence in light of the whole record before the Zoning Administrator that the project, as mitigated, will have a significant effect on the environment. The purpose of the project is to repair seawalls, which reduces flood hazard for the area. Potential impacts resulting from construction of the project are temporary and intermittent or can be adequately mitigated. Mitigation plans have been developed in concert with various regulatory agencies including the Department of Fish and Game and U.S. Army Corps of Engineers. MITIGATION MEASURES FOR ENVIRONMENTAL CONCERNS: 1. All mitigation measures approved for Mitigated Negative Declaration No. 00-05 shall apply to the two Addendum properties.
