Call To Order
Mayor Debbie Cook called the adjourned regular meetings of the City Council and the
Redevelopment Agency of the City of Huntington Beach to order at 9:00 a.m. in the Talbert
Room.
City Council/Redevelopment Agency Meeting Roll Call
Present: Green, Dettloff, Bauer, Cook, Houchen, Boardman
Absent: None
Councilmember Houchen participated by audio teleconferencing pursuant to Government Code
Section 54953.
Public Comments
Joseph Racano spoke regarding the circumstances brought about the present Council
appointment proceedings, the subject of the meeting. Mr. Racano provided reasons why he did
not apply for the position.
Dean Albright enumerated what he considers to be the critical issues for Council consideration,
including the ballot measure relative to the power plant which is on the March 5, 2002 Special
Municipal Election ballot. He expressed his belief that the Council candidates who have
addressed said issues are Grace Winchell, Tom Livengood, and Ronald Davis. Mr. Albright
stated his support for Grace Winchell as the new Councilmember to fill the Council vacancy.
Sean Root, Representative of the South East Huntington Beach Neighborhood Association,
voiced support of Planning Commissioner .fill Hardy to fill the open Council position.
Marjorie Allen furnished Grace Winchell's credentials to back her support of Mrs. Winchell to fill
the vacant Council seat.

Lois Vackar informed Council of her admiration of Dr. Don Shipley and Grace Winchell as
former Mayors and Councilmembers. Ms. Vackar stated her support for Grace Winchell to be
appointed by Council.
Juana Mueller stated her approval of Grace Winchell's applying to fill the remainder of
Councilmember Garofafo's term on the City Council.
Carrie Thomas commended the Council's process of selection by way of interviewing all the
candidates for the Council vacancy. Ms. Thomas informed Council of her support of
Grace Winchell because of her stand on Redevelopment issues and youth projects.
Topper Horach spoke of Grace Winchell's qualifications to fill the vacant seat due to having been a
former Mayor and Councilmember.
(City Council) Appointed Grace Winchell as the New Councilmember by Open Ballot
Selection to Fill Vacancy on the City Council Created by the Resignation of
Dave Garofalo (120.40)
The City Council had conducted 15-minute interviews with each of the 35 applicants who had
turned in an Application for Appointment to City Council to fill the Council vacancy created by
the resignation of Dave Garofalo. The first 25 interviews were conducted at the January 28,
2002 Council meeting, and continued to the Council meeting of February 1, 2002 for the
remaining ten applicants. Those interviewed were:
(1) Hermina Hanarvar-Rule; (2) Robert Johnson; (3) Alex Beresniewicz; (4) James Young
(5) Keith Bohr; (6) Conrad Moreno; (7) James Sherlock; (8) Orlando Amoroso;
(9) Michael Phelps; (10) Joan Cobane; (11) Gerald Chapman; (12) Tom Livengood;
(13) Neal Gagliano; (14) Norm Westwell; (15) Grace Winchell; (16) Don Hansen;
(17) Laurence Kom; (18) Richard Bowen; (19) Stephen Ray; (20) Bill Borden; (21) Jill Hardy;
(22) Ronald Davis; (23) Lou Baker; (24) Al Zelaya; (25) Robert Stuart; (26) Stephen Garcia;
(27) Craig Colbert; (28) Emilee Young; (29) Thomas Moseley; (30) David Ortolf;
(31) Diane Lenning; (32) William Cox; (33) Henry Yee; (34) Armand Alvillar; and
(35) Bart McGrath.
The City Clerk informed everyone of the procedure for the opening ballot to be conducted.
The City Clerk read aloud the ballot of each Councilmember who was present at the meeting
location. The City Clerk announced that Deputy City Clerk, Rebecca Ross, is stationed at the
teleconferencing location, to read aloud the ballot of Councilmember Houchen.
The first 11 ballots were identical, and were announced by the City Clerk and Deputy City Clerk
Ross as follows:
Ballots 1-11: Green (Livengood), Bauer (Davis), Cook (Davis), Houchen (Davis), Dettloff
(Livengood), Boardman (Winchell).
Ballot 12: Green (Livengood), Bauer (Davis), Cook (Winchell), Houchen (Davis), Dettloff
(Livengood), Boardman (Winchell).

Ballot 13: Green (Winchell), Bauer (Davis), Cook (Winchell), Houchen (Davis), Dettloff
(Livengood), Boardman (Winchell).
Ballot 14: Green (Winchell), Bauer (Davis), Cook (Winchell), Houchen (Winchell), Dettloff
(Livengood), Boardman (Winchell).
(City Council) Grace Winchell Selected to Fill the Vacancy on the City Council Created by
the Resignation of Dave Garofalo (120,40)
On the 14th ballot the City Clerk and Deputy City Clerk Ross read a ballot which resulted in the
selection of Grace Winchell as follows. Green (Winchell), Bauer (Davis), Cook (Winchell),
Houchen (Winchell), Dettloff (Livengood), Boardman (Winchell). The City Clerk announced
Grace Winchell as the Councilmember selected to fill the vacancy.
On motion by Dettloff, second Green, Council, by unanimous vote, appointed Grace Winchell as
the City Councilmember to fill the vacancy on the City Council created by the resignation of
Dave Garofalo.

Agency of the City of Huntington Beach at 9:40 a.m. to Monday, February 4, 2002, at 5:00 p.m.,
