Call to Order
Mayor Debbie Cook called the adjourned regular meetings of the City Council and the
Redevelopment Agency of the City of Huntington Beach to order at 3:00 p.m. in Rooms C and D
in the Central Library.
City Council/Redevelopment Agency Meeting Roll Call
Present: Green, Dettloff, Cook, Winchell (Bauer arrived 3:10 p.m.)
Absent: Houchen, Boardman
Motion to Recess to Closed Session — Approved
A motion was made by Dettloff, second Green to recess to Closed Session on the following
item. The motion carried by the following roll call vote:
AYES: Green, Dettloff, Cook, Winchell
NOES: None
ABSENT: Bauer, Houchen, Boardman
(City Council) Closed Session — Pursuant to Government Code Section 54957 to consider
personnel matters. Subject: City Administrator's Evaluation. (120.80.)
Recessed to Room E — 3:05 p.m. (Mayor Pro Tern Bauer arrived at 3:10 p.m. during the
Closed Session portion of the meeting.)

The City Clerk Announced Late Communications
Pursuant to the Brown Act (Open Meetings Act) the City Clerk announced Late Communications
regarding agenda items that had been received by her office following distribution of the agenda
packet:
Communication dated February 19, 2002 from Ray Silver, City Administrator transmitting the
Fiscal Year 2001-2002 work programs of the individual development services departments.
Communication titled Development Services Department Work Programs for FY 2001-2002.
(City Council) Study Session Held to Review the Development Services Team Major
Projects List - Approved Straw Motion to Direct Staff to Conduct Regional Water Quality
Study for the Wintersburg and Bolsa Chlca Channels to be Incorporated into Item No. 4
of the Projects List (440.10)
City Administrator Ray Silver reported on the reasons for holding the meeting, and Planning
Director Howard Zelefsky informed Council of two new items: numbers 21 (Boeing Subdivision)
and 23 (Delillo (sic) Deiillo Auto Sales Lot —18121 Beach) added to the Development Services
Team - Major Projects List that was included in the agenda packet.
Mayor Cook requested to have an additional item placed on the Major Projects List, to address
on a regional level, watershed issues in the Bolsa Chica Wetlands and Wintersburg Channels.
Discussion ensued relative to the approach to be taken, including the allocation of staff time to
analyze the scope of the water quality project.
Public Works Director Robert F. Beardsley stated that the existing Project Item No. 4 of the
Major Projects List is complementary to the Mayor's direction, and may be adjusted to
accommodate this intergovernmental type of approach. Further debate followed pertaining to
jurisdictional issues and how to broaden the area of study.
Mayor Pro Tern Bauer inquired regarding a joint powers agreement. City Administrator Silver
informed Council that he has provided the City Manager's Task Force with the Major Projects
List, in order that the Task Force may review the projects to ascertain the city's compliance with
regional permits. In reference to the watershed topic in question, City Administrator Silver
informed Council that the county has the NPDES (National Pollutant Discharge Elimination
System) and the lead on water quality control permitting requirements.
Mayor Pro Tem Bauer expressed concern over the process of handling the Huntington Harbour
"live -aboard" problem. Senior Planner Mary Beth Broeren referred to Project Item No. 40
(Huntington Harbour Bay Club Specific Plan Amendment).
Staff updated Council that Project Item No. 46 (Wal-Mart/Crest View School Construction
Phase), remains on the list pending approval of the Conditional Use Permit for the Lambert Park
handicapped access rails.

A straw motion was made by Winchell, second Cook to direct staff to conduct a Regional Water
Quality Study for the Wintersburg and Bolsa Chica Channels to be Incorporated into Item No. 4
of the Major Projects List. The straw motion carried by the following roll call vote:
AYES: Green, Dettloff, Bauer, Cook, Winchell
NOES: None
ABSENT: Houchen, Boardman

By motion of Bauer, second Dettloff, Mayor Cook adjourned the regular adjourned meetings of the
City Council and the Redevelopment Agency of the City of Huntington Beach at 4:15 p.m. to
Monday, February 4, 2002, at 5:00 p.m., in Room B-8, Civic Center, 2000 Main Street, Huntington
Beach, California.
