Call to Order Mayor Green called the special meetings of the City Council/Redevelopment Agency of the City of Huntington Beach to order at 2:00 p.m. in Room C, Central Library, 7111 Talbert Avenue, Huntington Beach, California. City Council/Redevelopment Agency Meeting Roll Call Present: Sullivan, Coerper, Hardy, Green, Boardman, Cook Absent: Houchen The Assistant City Clerk Read Call for Special Meeting Assistant City Clerk Elizabeth Ehring read the Cali for Special Meeting Notice. CALL FOR CITY COUNCIL SPECIAL MEETING CITY OF HUNTINGTON BEACH FRIDAY, January 30, 2004 Cathy Green, Mayor Jill Hardy, Mayor Pro -Tern Dave Sullivan, Council Member Gil Coerper; Council Member Debbie Cook, Council Member Pam Houchen, Council Member Connie Boardman, Council Member You are hereby notified that a Special Meeting of the Huntington Beach City Council of the City of Huntington Beach, California, is called for and will be held at Central Library, 7111 Talbert Avenue, Room C, Huntington Beach, CA 92648, at the hour of 2:00 p.m., Friday, January 30, 2004. (2) January 30, 2004 - Council/Agency Minutes - Page 2 (City Council/Redevelopment Agency) Review and Finalize the Approach to and Material for the Recruitment of the Next City Administrator with Maximus, Inc. (600.10) The. City Council is meeting with the City Administrator search firm, Maximus, Inc., to review and finalize the approach to, and materials for, the recruitment of the next City Administrator. A motion to excuse City Attorney McGrath from this meeting was approved by unanimous consent with all present, Houchen absent. The Assistant City Clerk Announced Late Communication Submitted During the Meeting Assistant City Clerk Elizabeth Ehring announced a Late Communication received in the City Clerk's Office after distribution of the agenda packet. The Late Communication titled The Community was submitted during the meeting by the Consultant Maximus, Inc. referred to as Draft Profile. (C.ity Council/Redevelopment Agency) Study Session Held Reviewed and Finalized the Approach to and Material For the Recruitment of the Next City Administrator with Maximus, Inc. - to Return to Council with Final Report on March 25, 2004 (600.10) Discussion was held regarding editing the portions of the Draft Profile submitted in the Late Communication by Maximus, Inc. during the meeting. Councilmember Boardman raised questions regarding several bulleted items on page 4 of the Draft Profile. (3) January 30, 2004 - Council/Agency Minutes - Page 3 Councilmember Boardman proposed to remove the bulleted item on page 4 pertaining to overseeing the proposed construction of the desalination plant stating that there are other projects that are upcoming in the near future. Councilmember Boardman requested clarification regarding what employer -employee partnership meant: A motion was made by Boardman, second Coerper to revise the bulleted item on page 4 from "increase" to "continue" the openness of the City's budget process. The motion carried by the following roll call vote: AYES: Coerper, Hardy, Green, Boardman, Cook NOES: Sullivan ABSENT: Houchen Councilmember Sullivan proposed including an item re: getting an Information Technology (IT) program under control in Issues/Challenges. Councilmember Boardman suggested including IT knowledge as an item on page 5 under Knowledge and Abilities relative to Councilmember Sullivan's concern. Discussion was made regarding the timeline to hold the Closed Session Meeting at which time Maximus will provide. a. report of the. top 10-15 candidates with resumes as well as a list of all applicants. The Consultant stated .objective is for Council to narrow.down progressively.from 8 10, then 5-6 names. The Council Meeting is tentatively scheduled on Thursday, March 25, 2004, at 6:00 p.m. (Location to be determined).
