Call to Order
Mayor Green called the Special Meeting of the City Council of the City of Huntington Beach to
order at 6:30 p.m. in the Council Chambers.
City Council Roll Call

Absent: Boardman, Cook, Houchen

action may be taken on the following items in closed session:.

You are hereby notified that a Special Meeting of the Huntington Beach City Council is called
for and will be held at Room B-8 of City Hall, 2000 Main St., Huntington Beach, 6:30 PM on
Wednesday, May 12th. The Meeting is being held to consider and action may be taken on the
following items:
1. Appointment of a Delegate to the League of California Cities General Assembly on
Thurs., May 13
2. Discussion and Possible Position on the League of California Cities Proposed
Compromise Initiative for a Constitution Amendment relating to a two-year Budget
Agreement between the League and the Governor.

Pursuant to the Brown (Open Meetings) Act the City Clerk Announced Late
Communications Received by Her Office Which Pertain to Items on the Agenda
Assistant City Clerk Liz Ehring announced the Request for Council Action with
Recommended Action titled Consideration of Position on Proposed League of California
Cities Compromise for a Constitutional Amendment Relating to a Two -Year Budget
Agreement and Possible Appointment of a Delegate to the League of California Cities
General Assembly May 13, 2004
Press Release was distributed at the meeting.
(City Council) No Action Taken — Tie Vote Re: Position on the League of California Cities
Proposed Compromise Initiative for a Constitution Amendment Relating to a Two-year
Budget Agreement Between the League and the Governor (Vehicle License Fee) (640.40)
Acting City Administrator William Workman orally reported on the status of the League of
California Cities' action per the Late Communication Request for Council Action titled
Consideration of Position on Proposed League of California Cities Compromise for a
Constitutional Amendment Relating to a Two -Year Budget Agreement and Possible
Appointment of a Delegate to the League of California Cities General Assembly May 13,
2004, announced by Assistant City Clerk Liz Ehring, which she stated includes a
Recommendation for Council Approval.
Mr. Workman spoke regarding the proposed measure the League is supporting to be placed on
the election for November 2004, which would take 2.4 million each year from the City for two
years.

On motion by Sullivan, second Coerper to approve the recommended action as amended and
appoint Councilmember Cook as the City's delegate.
1. Adopt a position. in favor of the League of California Cities resolution ratifying the Board of
Directors' action concerning the proposed alternative Constitutional amendment created by
the League of Califomia Cities and the Governor to protect municipal revenues and actions
to assist in solving the State's budget deficit; and
2. Appoint a delegate to the League of California Cities General Assembly on Thursday, May
13, 2004.
The motion failed due to a tie by the following roll call vote:
AYES: Sullivan, Coerper
NOES: Hardy, Green
ABSENT: Boardman, Cook, Houchen
Discussion followed which included a Council inquiry on Redevelopment monies, to which Mr.
Workman referred to a matrix attached to the Late Communication titled California
Redevelopment Association Estimated 2004-05 ERAF Redevelopment Agency Calculated from
Tax Increment Revenues, Gross and Net of Pass-Throughs for the 2002-03 Fiscal Year.
Council asked regarding the monies gathered by the League. Mr. Workman informed they were
used to pay for signatures.
Mayor Green responded to a question regarding the purpose of tonight's meeting, stating. that
the City's input should have been considered before the League made their recommendation.
Councilmember Cook was announced as being available to vote on the City's behalf in
Sacramento tomorrow at the General Assembly Meeting on May 13, 2004.
Discussion held regarding Council position continued.
Mayor Green stated her preference not to take a position; Mayor Pro Tem Hardy concurred.
No Action was taken.
