Call to Order Mayor Green called the Adjourned Regular meetings of the City Council/Redevelopment Agency of the City of Huntington Beach to order at 3:00 p.m. in Room B8. City Council/Redevelopment Agency Meeting Roll Call Present: Sullivan, Coerper, Green, Boardman, Cook, Houchen, Hardy Absent: None The City Clerk Announced Late Communications Pursuant to the Brown (Open Meetings) Act, Senior Deputy City Clerk Dale Jones announced Late Communications regarding agenda items that had been received by her office following distribution of the agenda packet: Late Communication submitted by the City Attorney dated May 24, 2004 titled Late Communications City Council Meeting of May 24, 2004 Agenda Item: Candidate Interviews which included applications and resumes for the City Cleric candidates as follows: Janelle G. Case; Michael Perez 111; Marianne F. Dellinger; Lynda M. Burgess; Elizabeth Ehring; Susan A. Ramos; Denise R. Hayward; Joan L. Flynn; Roger Woolums; and Tina M. Graham. The Following Additional Late Communications Were Submitted During the Meeting: Communication submitted by the City Attorney's Office of a fax dated May 24, 2004 from Lynda Burgess titled Supplemental Questionnaire for City Clerk: Communication submitted by the City Attorney's Office from Janelle Case titled Supplemental Questionnaire May 2004. Communication submitted by the City Attorney's Office from Roger G. Woolums dated May 21, 2004 titled Supplemental Questionnaire for City Clerk Applicant Communication submitted by Elizabeth Ehring dated May 24, 2004 titled Supplemental Questionnaire May 2004_ (2) May 24, 2004 - Council/Agency Minutes - Page 2 Communication submitted by Susan A. Ramos dated May 24, 2004 titled Supplemental Questionnaire May 2004. Communication submitted by Denise Hayward titled Response to City Clerk Supplemental Questionnaire. Communication submitted. by Joan L. Flynn dated May 24, 2004 titled Supplemental Questionnaire May 2004. Communication submitted by Tina M. Graham dated May 24, 2004 titled Supplemental Questionnaire May 2004. Three communications submitted by the City Attorney's Office titled City Clerk Applicant Questions, City Clerk Interview Rating Sheet May 24, 2004, and City Clerk Salary. Administrative Services Director Clay Martin and Principal Personnel Analyst Vicky Berg responded to Council regarding allowed time for each candidate's interview and background check issue options. A motion was made Boardman, second Cook to direct Human Resources staff to do a simple verification of work history and check references for candidates under consideration. The motion carried by the following roll call vote: AYES: Coerper, NOES: Sullivan ABSENT: None Hardy, Green, Boardman, Cook, Houchen City Attorney McGrath informed Council that they consider the City Clerk pay scale Step A to E when offering a candidate the position. The City Council interviewed the following candidates: Janelle G. Case; Lynda M. Burgess; Elizabeth Ehring; Susan A. Ramos; Denise R. Hayward; Joan L. Flynn; Roger Woolums; and Tina M. Graham. (Michael Perez III and Marianne F. Delllinger were not present) The interviews were closed. Mayor Green directed Council to conduct a straw vote to list their top three candidates. City Attorney McGrath compiled the results of the straw vote. A motion was made by Boardman, second Houchen to eliminate the 0 vote and 2 vote candidates of Perez, Dellinger, Burgess, Ramos, Hayward, and Wooiums. The motion carried by the following roll call vote: AYES: Sullivan, Coerper, Hardy, Green, Boardman, Cools, Houchen NOES: None ABSENT: None A second straw vote was conducted by Council for their top two candidates. City Attorney McGrath compiled the results of the straw vote with the lowest vote eliminating Graham. (3) May 24, 2004 - Council/Agency Minutes - Page 3 A third straw vote was conducted by Council on their top two candidates of the three remaining: Janelle G. Case, Elizabeth Ehring, and Joan L. Flynn. City Attorney McGrath compiled the results of the straw vote. A motion was made by Cook, second Houchen to appoint Joan L. Flynn as City Clerk effective June 1,. 2004. Each Councilmember reported on their considerations, which had gone into their evaluations of the candidates. A fourth straw vote was conducted by Council for their top one candidate. Council then voted on the motion stated above to appoint Joan L. Flynn as City Clerk effective June 1, 2004. The motion carried by the following roll cap vote: AYES: Coerper, Hardy, Boardman, Cook, Houchen NOES: Green, Sullivan ABSENT: None A motion was made by Hardy, second Sullivan to offer Step A salary. The motion failed by the following roll call vote: AYES: Sullivan NOES: Coerper, Hardy, Green, Boardman, Cook, Houchen ABSENT: None A motion was made by Cook, second Houchen to. offer Step C 'salary: The motion carried by the following roll call vote: AYES: Coerper, Hardy, Boardman, Cook, Houchen NOES: Green, Sullivan ABSENT: None Meeting adjourned at 8:30 p.m. Adjournment — City Council/Redevelopment Agency Mayor Green adjourned the adjourned regular meetings of the City Council/Redevelopment Agency of the City of Huntington Beach to Monday, June 7, 2004, at 5:00 p.m., in Room B-8 Civic Center, 2000 Main Street Huntington Beach, California.
