Call to Order
Mayor Hardy called the adjourned regular meetings of the City Council/Redevelopment Agency of
the City of Huntington Beach to order at 6:10 p.m. in the Council Chambers.
Mayor Hardy announced the passing of former Mayor Jack Green on September 24, 2005,
dedication of the meeting to his memory, and funeral mass tentatively set for Friday, September
30, 2005 at St. Bonaventure Church.

The City Clerk Announced a Late Communication
Pursuant to the Brown (Open Meetings) Act, City Clerk Joan L. Flynn announced a Late
Communication regarding an agenda item that had been received by her office following
distribution of the agenda packet:
Communication submitted by Penelope Culbreth-Graft titled Draft Reconnaissance Study for
Edinger Avenue Parkway Improvements Between Saybrook Lane and Countess Drive CC
1275.
The Following Additional Late Communication Was Submitted During the Meeting:
Communication submitted by Michael Freeman, Freedman, Tung & Bottomley, undated, titled The
City of Huntington Beach, Corridor Revitalization: Land Use, Development, and Design
Considerations.
Public Comments
Chuck Scheid voiced his concerns regarding the reconsideration of the budget, stating his
disappointment in the Councilmembers who previously stated their intention to not change their
votes. He stated his opposition to the Edinger beautification project funding, citing similar projects
in the City that he said will require citizens to pay 100% of the improvement. Mr. Scheid suggested
removing the funding on the project from the budget.

Norm "Firecracker" Westwell, affiliated with the Libertarian Party, thanked Council for
reconsidering the budget in the name of citizen involvement. He listed areas of the City that do not
have curbs and gutters including Warner and Los Patos. Mr. Westwell thanked Councilmember
Bohr for bringing the item forward and Councilmember Cook for stating her opinion that a policy for
Council to follow is necessary.
Mitsuru Yamada voiced his concerns relative to the Beach Boulevard strategy workshop and
changing zoning from commercial to residential. He recommended a Beach Boulevard impact
study and a trip generation study, with Caltrans involved. Mr. Yamada also asked for a monetary
impact study report as it relates to the Beach Boulevard property owners, and for a delay on zoning
the area residential.
Steve Stafford thanked Councilmember Cook for the study session on Beach Boulevard, stating
his opinion that Beach Boulevard should be zoned commercial. Mr. Stafford also spoke regarding a
lawsuit filed relative to an injury on a wall/fence and concerns with the footing of the wall, stating
safety concerns.
Mike Adams, consultant for property owners on Beach Boulevard, asked Councilmembers to take
a look at earlier studies done and encouraged them to look at mixed -use complexes. Mr. Adams
stated his opinion that intensifying densities and affordable housing would work in this area, and
would encourage the use of public transportation.
Tim Geddes spoke regarding previous budget meetings and the amendment make by Council vote
to approve the Edinger beautification project. Mr. Geddes asked Council to look to the Finance
Board for input on the process for project approval.
(City Council) Beach Boulevard Strategy Workshop Study Session Held — A Presentation
was made by an Urban Design and Land Use Consultant on Commercial Corridor Planning
and Revitalization Strategies. (120.30)
Planning Director Howard Zelefsky introduced the topic by describing the history of Beach
Boulevard studies. He introduced Ellen Greenberg and Michael Freedman, consultants hired by
the City.
Ms. Greenberg gave a PowerPoint report titled The City of Huntington Beach, Corridor
Revitalization: Land Use, Development and Design Considerations, reviewing the reason for the
study and the existing conditions. Mr. Freedman resumed the presentation, stating that the trend is
for retail to concentrate at major intersections and freeway off -ramps. He suggested concentration
of businesses at Town and Neighborhood Centers rather than on a strip corridor, stating that
development policies should distinguish between Town Centers, Regional Centers and
Neighborhood Centers. He suggested consideration be given to reducing the amount of land
intended for commercial development along the corridor.
Mr. Freeman also spoke regarding the maintenance of specialty segments such as auto sales
centers, taking advantage of the strong housing market to promote the transformation of the long
segments to residential, workplace and lodging, and fostering the emergence of grand boulevards —
stressing the importance of design standards and matching the buildings to the roads. Other
comments included focusing street improvement resources to match streetscape to street segment
uses.

Ms. Greenberg then spoke about corridor mobility in terms of pedestrian and driver access to the
different segments, and planning strategies including key participants throughout the process.
Councilmember Cook and Mayor Hardy thanked the consultants for their study.
City Administrator Penny Culbreth-Graft commented on the process, and the connection to the
budgeted funds, clarifying that no action is needed on this item tonight unless Council wishes to
change the budget.
Councilmember Hansen inquired about sufficiency of the funds budgeted. Director Zelefsky
suggested he would return to Council with a memorandum detailing costs associated after speaking
with the consultant.
Councilmember Green requested a synopsis of the vision, and at what level Council would
participate, also inquiring about the Edinger Corridor. Administrator Culbreth-Graft responded that
staff would most likely return with a workshop to explain the design. Director Zelefsky commented
on the Edinger Corridor.
Councilmember Cook stated her opinion that a larger area should be considered, with input from
the experts. Councilmember Hansen concurred, stating his opinion that the retail scope of the
entire City should be analyzed at the same time.
(City Council) Reconsidered the Fiscal 05/06 Budget to Allow Further Discussion Following
the Public Hearing that was Conducted and Closed on 9112/05 — Adopted Resolution No.
2005-64, Authorized Professional Services to be Representative of Services Projected,
Authorized Amendment to FY 2005/2006 Budget (320.20)
The City Council considered a communication from the Finance Officer transmitting the following
Statement of Issue: The City Charter requires adoption of the annual budget by September 30,
2005 for the next fiscal year.
A motion was made by Bohr, second Hardy to:
1. Adopt Resolution Number 2005-64, A Resolution of the City Council Of The City Of
Huntington Beach Adopting A Budget For The City For Fiscal Year 2005106 as amended;
and
2. Authorize the Professional Services Included in FY 2005106 Budget to be representative of
services projected to be utilized by departments in 2005/06; and
3. Authorize the amendment to the FY 2005/06 Budget as discussed at the September 12,
2005 City Council meeting.
The motion carried by the following roll call vote:
AYES: Hansen, Coerper, Sullivan, Hardy, Green, Bohr
NOES: Cook

(City Council) Mayor Pro Tern Sullivan Made a Statement Regarding Councilmember Bohr's
Actions Relative to the Budget (120.85)
Mayor Pro Tern Dave Sullivan stated that Councilmember Bohr was unfairly criticized earlier tonight
during Public Comments and outlined the earlier steps taken by Councilmember Bohr to introduce
his suggested budget amendment.
(City Council) Councilmember Green Commented on the Mayor Pro Tem's Statement and
Offered Condolences to Former Mayor Jack Green's Family (120.85)
Councilmember Cathy Green concurred with Mayor Pro Tem Sullivan's statement and offered
condolences to former Mayor Jack Green's family.
