Call to Order
Mayor Sullivan called the joint adjourned regular meeting of the City Council/Redevelopment
Agency of the City of Huntington Beach and the meeting of theHuntington Beach Downtown
Business Improvement District Board to order at 11:53 a.m. in the Bayside District Office.
City Council/Redevelopment Agency Meeting Roll Call
Present: Green, Coerper, Sullivan, Hardy, Cook
Absent: Bohr, Hansen (The City Council granted permission for the absences of
Councilmembers Bohr and Hansen pursuant to Resolution No. 2001-54.)
Huntington Beach Downtown Business Improvement District Board Roll Call
Present: Steve Daniel, Chairman, Brett Barnes, Steve Grabowski, Bob Bolen,
Ron McLin, and Joe Carchio
Absent: Chris Burns, Joe Shaw

The City Clerk Announced Late Communications
Pursuant to the Brown (Open Meetings) Act, City Clerk Joan L. Flynn announced a Late
Communication that had been received by her office following distribution of the agenda packet:
Communication submitted by Councilmember Don Hansen dated May 2, 2006 and titled Notice
of Absence.
The Following Additional Communications Were Submitted During the Meeting:

(City Council/Redevelopment Agency) Third Street Promenade Workshop/Tour Held —
Discussed the Possible Closure of Automobile Traffic on Main Street (Huntington Beach)
and Toured the Santa Monica Office of the National Resources Defense Council's (NRDC)
Green Building (120.30)
Mayor Sullivan thanked Bayside District representatives and Santa Monica past and present
officials for their time and efforts with the presentation. Economic Development Director Stanley
Smalewitz gave an overview of the topic and introduced Kathleen Rawson, Executive Director,
Bayside District. Director Rawson gave a slide presentation that illustrated structures,
businesses, and public art located on the Third Street Promenade. She explained that Santa
Monica created the eleven member Bayside District Board. The Board, which also has six staff
members is appointed by the City Council, but has authority separate from Council.
Former Santa Monica Mayor Denny Zane described the design of the buildings on the
Promenade, which in some cases included upper floors that were set back from the buildings
footprints, designed to minimize shade on the street. He explained the street corners were
targeted for increased density. He stated his opinion that outdoor dining and movie theaters are
integral to the Promenade's success. He recommended setting minimum and maximum limits
to the number of different types of business uses to be located on the street. John Warfel, Vice
Chair, Bayside District also commented on business mix and considerations for property
owners. Discussion ensued amongst Council, staff, Huntington Beach Downtown Business
Improvement District Board Members, and the presenters pertaining to business mix, street
design, sidewalk maintenance, parking, housing, public art, and formation of the Bayside District
Board. Vice Chair Warfel explained that restaurants with outdoor dining are responsible for
cleaning their outdoor dining/patio sidewalks, with the remaining sidewalks cleaned daily by the
City. He also spoke regarding office space and residences on upper floors of buildings.
In response to inquiries made pertaining to parking, Vice Chair Warfel explained that the City of
Santa Monica is in the midst of revamping the parking plan, and currently offers 4000 spaces in
the area. Former Mayor Zane recommended attention be paid to parking design with adequate
funding. He suggested that incorporation of residences in a plan is key to stability and
environmental strategy. Director Rawson commented on the licensing and regulating of street
performers, the farmer's market, and the art banner program. She emphasized the importance
of an organized maintenance plan. Former Mayor Zane addressed concerns about closing the
street to automobiles. He suggested the City of Huntington Beach may want to incorporate
flexibility in its plan to open and close Main Street, such as removable barriers.
Mayor Sullivan asked the presenters if they recommend a pedestrian mall in the City of
Huntington Beach. Former Mayor Zane replied, stating restricted access to vehicles, wide
sidewalks, public art, landscaping, proper management, and mini -anchors offer a significant
benefit to the community. Vice Chair Warfel commented on the similarities between Santa
Monica and Huntington Beach, stating that a parking plan must be carefully considered.
Further discussion ensued pertaining to parking fees, parking structures, public restrooms and
panhandling laws. Mayor Sullivan asked the presenters what attributes of the promenade
generate pedestrians. Former Mayor Zane listed dispersed outdoor dining, a movie theater,
farmer's market, public services, schools, housing, businesses that are successful within their
business category, and no large department stores as key generators of pedestrians.

The tour of the Third Street Promenade began at 1:35 p.m. Meeting attendees observed
physical space, types of shops, public art, demographics, density, mixed -use developments,
and traffic circulation in a pedestrian -friendly environment.
The tour of the Santa Monica Office of the National Defense Council's (NRDC) Green Building
began at 2:10 p.m. The facility utilizes environment -friendly materials and efficient energy
resulting in numerous economic and environmental benefits. The NRDC in Santa Monica
received the highest certification available for green building design in the Nation, a Platinum
rating from the U.S. Green Building Council's LEED (Leadership in Energy and Environmental
Design) program. Currently, the Santa Monica NRDC rates third worldwide in green building
design.

Mayor Sullivan adjourned the regular meetings of the City Council/Redevelopment Agency of the
City of Huntington Beach and the Huntington Beach Downtown Business Improvement District
Board at 2:45 p.m. to Monday, May 15, 2006, at 4:00 p.m., in Room B-8 Civic Center, 2000 Main
Street Huntington Beach, California.
