ANNOUNCEMENT OF LATE COMMUNICATION - None.
AWARDS AND PRESENTATIONS
Presentation - Mayor Green called on Fire Chief Patrick McIntosh to receive a proclamation for
Fire Prevention Week- October 3 - 9, 2010.
Presentation - Mayor Green called Project Self Sufficiency Foundation Chair Scott Neill and
Project Self Sufficiency Coordinator Brigette Beisner to receive a commendation for 25 years of
dedicated service to the community.

Presentation - Mayor Green called on Candace Bartsch from the Huntington Beach Council on
Aging to introduce a video clip about senior services and the Council on Aging.
Presentation - Mayor Green called on Jenelle Froisland from Southern California Edison to
present an energy efficiency incentive check in the amount of $109,194.54 for the recently
completed Central Library Retro-commissioning (a comprehensive building tune up) project.
PUBLIC COMMENTS (3 Minute Time Limit)

Joseph Kutcher, a 12-year resident of Huntington Beach, voiced his concern about the
increased volume of speeding automobiles on Springdale Road and the ongoing unfulfilled
requests for a Traffic Light at the corner of Croupier and Springdale. In closing, he presented a
signed petition from his neighbors supporting the Traffic Light. (00:18:00)
Leslie Gilson presented a flyer regarding the proposed reductions of critical City Services, such
as Police and Fire, in order to fund City Maintenance Services, especially City Parks
Maintenance, and urged all Huntington Beach residents to vote Yes on Measure "O."
Councilmember Hansen asked City Administrator Wilson to respond and he stated that the
proposed reductions were just "what -if" scenarios should a $6 million budget reduction became
necessary. (00:20:52)
Gerald Chapman presented a Huntington Beach Law Enforcement News article opposing
Measure "O" that his personal investigation indicates was written by the Police Officers
Association (POA). In closing, he rendered his opinion that the POA's motive is to protect its
pension benefits. (00:25:01)
Jean Nagy stated her displeasure with the content and cost of the Police and Fire Associations
flyer opposing Measure "O" and categorized it as "Tree Bashing." In closing, she urged all
Huntington Beach residents to vote Yes on Measure "O."
Councilmember Bohr announced an upcoming televised debate regarding Measure "O" and
Mayor Green explained that she had requested its financial impact analysis before placing it on
the ballot. Councilmember Hansen stated that he considered the financial impact analysis
incomprehensive, and that it had not been subjected to formal City Council debate and public
scrutiny. (00:28:01)
Dick Harlow, a member of the Huntington Beach Infrastructure Advisory Committee, reviewed
the years of studies and public meetings which resulted in the conclusion that Huntington Beach
has an impending infrastructure funding crisis and the need for Measure "O." (00:37:24)
Glen Brooks, a resident of Huntington Beach since 1968, stated his displeasure with the City's
lack of control of Political Campaign Signs during Campaign Season, which in his opinion gives
the city a degenerate appearance. In closing, he presented the guidelines and ordinances from
Costa Mesa regarding Political Campaign Signs. (00:41:02)
John Houser, a Huntington Beach resident since 1966, stated that he supports the findings of

the previous speaker Glen Brooks, and that he considers Political Campaign Signs an
eyesore. (00:44:01)
Richard Moore of Huntington Beach Reads One Book announced that this year's book is "A
Barefoot Heart", which is available in both English and Spanish. (00:49:02)
Andrissa Dominguez, a candidate for Huntington Beach City Council, stated that she, like many
residents, considers that an overabundance of Political Campaign Signs gives the city a trashy
appearance. In closing, she stated that she would support some type of regulation of Political
Campaign Signs if elected. (00:51.59)
Wayne Pettigrew requested that the City Council support Resolution 382 (Agenda Item No. 5).

Todd Laplante, a resident of Huntington Beach, requested that the City Council support
Resolution 382 (Agenda Item No. 5). (00:56:01)
Jerry Clarke, a resident of Huntington Beach, requested that the City Council support Resolution
382 (Agenda Item No. 5). (00:56:24)
Carole Ann Wall, a resident of Huntington Beach for 48 years, encouraged the City Council to
support Resolution 382 (Agenda Item No. 5). (00:57:26)
Pat Rogers, a resident of Huntington Beach, urged the City Council to support Resolution 382
(Agenda Item No_ 5). (00:57:40)
Blair Farley, a Planning Commission Member, recommended that the Conditional Use Permit
(CUP) issued in Spring of 2009 for Brethren Christian School to build a gymnasium and football
field be revoked and revised. He gave three reasons: (1) increased automobile traffic and; (2)
light and noise mitigation were inadequately addressed in the Conditions of Approval (COA)
and; (3) inadequate parking facilities. (00:58:25)
Council made several inquiries of staff regarding lighting and grant opportunities for lighting
related to the matter presented by the public speaker.
COUNCIL COMMITTEE - APPOINTMENTS - LIAISON REPORTS AND ALL AB 1234
DISCLOSURE REPORTING
Councilmember Devin Dwyer announced the 2010 Biannual Allied Arts Awards. He noted he is
the liaison to the Arts Committee.
CITY ADMINISTRATOR'S REPORT
City Administrator Fred Wilson provided a brief report on oil pipelines in the City and noted that
information will be posted on the City's website.
CITY TREASURER'S REPORT
1. Reviewed and accepted the City Treasurer's July 2010 Investment Summary Report

The City Treasurer presented a PowerPoint slide detailing the report for the Council and the
City's subagencies.
A motion was made by Bohr, second Hansen to Review and accept the Monthly Investment
Report. Following review of the report by motion of Council, accept the Monthly Investment
Report for July 2010, pursuant to Section 17.0 of the Investment Policy of the City of Huntington
Beach. The motion carried by the following roll call vote:
AYES: Hardy, Green, Bohr, Dwyer, and Hansen

CONSENT CALENDAR
2. Approved and adopted minutes
A motion was made by Hardy, second Hansen to Approve and adopt the minutes of the City
Council/Redevelopment Agency/ Public Financing Authority regular meeting of September 7,
2010, as written and on file in the Office of the City Clerk.
The motion carried by the following roll call vote:
AYES: Hardy, Green, Bohr, Dwyer, and Hansen

3. Adopt Resolution No. 2010-70 approving a Side Letter to the Memorandum of
Understanding (MOU) between the City and the Huntington Beach Police Officers' Association
(POA) regarding the Medical Retirement Trust Fund Program
A motion was made by Hardy, second Hansen to Adopt Resolution No. 2010-70, "A Resolution
of the City Council of the City of Huntington Beach Amending the Memorandum of
Understanding between the City and the Huntington Beach Police Officers' Association
(HBPOA), By Adopting the Side Letter Agreement." The motion carried by the following roll call
vote:
AYES: Hardy, Green, Bohr, Dwyer, and Hansen

ADMINISTRATIVE ITEMS
4. Received and filed Library Strategic Plan 2010 - 2013
The Library Director Stephanie Beverage made a PowerPoint Presentation. Slides were
entitled: The Public Library Association, How can the Library help make HB the City we all want
it to be?, Community Priorities Identified, Goals, and Progress has already been made.
A motion was made by Hardy, second Bohr to Receive and file Library Strategic Plan 2010 -

5. Adopted Agency Resolution No. 382 approving an Affordable Housing Agreement with
BTDJM Phase 11 Associates (DJM), LLC, for a 467 mixed -use project located at 7601 Edinger
Avenue; and, authorize execution of all related documents
Cathy Head of Keyser -Marston Associates Inc., gave a brief summary of the terms of the
Affordable Housing Agreement with DJM and recommended City Council approval. A
PowerPoint presentation was given with slides entitled: Project Description, Affordable Housing
Agreement, and Recommendation.
Councilmembers made inquiries which were responded to by the developer and staff.
A motion was made by Hardy, second Bohr to adopt Agency Resolution No. 382, "Resolution of
the Redevelopment Agency of the City of Huntington Beach Approving an Affordable Housing
Agreement With BTDJM Phase 11 Associates LLC, a Delaware Limited Liability Company as
amended to: (1) extend from 30 to 90 days the time limit for renters to accept offer to
purchase and; (2) preference given to Huntington Beach residents and/or those -
employed in the city based on a point system;" and, authorize the Chairperson, Executive
Director, and Agency Secretary to sign all related documents. The motion carried by the
following roll call vote:

public hearing for,Novefnber 15, 2010
Fire Marshal Reardon gave a brief overview of the recommended local amendments to the 2010
Californian -Fire Code. A PowerPoint was given with slides entitled: Report to the City Council,
Background" -Loca.i.Amendments, Overview of significant changes made by Huntington Beach,
= and Recommendation.

Resources (Surfside), LLC to construct, own, and operate a new water pipeline in the public
right-of-way to deliver desalinated water Approved for introduction September 20, 2010
A motion was made by Bohr, second Hansen to after the City Clerk reads by title, adopt
Ordinance No. 3891, "An Ordinance of the City of Huntington Beach Granting a Non -Exclusive
Pipeline Franchise to Poseidon Resources (Surfside) LLC for Transmitting." The motion carried
by the following roll call vote:
AYES: Green, Bohr, Dwyer, and Hansen
NOES: Hardy
