Street Sacramento CA 95814 CALL TO ORDER - 4:33 PM ROLL CALL Present: Shaw, Harper (Sacramento), Dwyer, Hansen, Carchio (Sacramento), Bohr, and Boardman Absent: None ANNOUNCEMENT OF SUPPLEMENTAL COMMUNICATIONS. (Received after Agenda distribution) Pursuant to the Brown "Open Meetings" Act, Assistant. City Clerk Robin Lugar announced supplemental communication received by the City Clerk's Office following distribution of the Council agenda packet: Communication submitted by Travis Hopkins, Director of Public Works dated May 14, 2012 and entitled Supplemental Communication, providing replacement pages 4, 5, 7, 8, and 24 of Consent Item 1, Attachment 1 (Title VI Report). PUBLIC COMMENTS PERTAINING TO SPECIAL MEETING ITEM(S) (3 Minute Time Limit) - None. CONSENT 1. Approved -Title VI Report for the FTA 5307 Grant Funded Edinger Avenue Bicycle Path Travis Hopkins, .Director of Public Works, stated the City received a Federal Transit Administration 5307_Grant for albike Path along Edinger Avenue, and explained why its receipt requires the City,to prepare and filed Title VI report. Council/PFA/Successor Agency Special Minutes May 14, 2012 Page 2 of 2 In response to Councilmember Boardman, Director Hopkins confirmed that the bike path is off the highway. A motion was made by Shaw, second Dwyer to, by roll call vote, approve the Title VI Report for the FTA 5307 Grant funded Edinger Avenue Bicycle Path (Countess Drive to Santa Barbara Lane), as amended by supplemental communication (replaced pages 4, 5, 7, 8, and 24). The motion carried by the following roll call vote: AYES: Shaw, Harper, Dwyer, Hansen, Carchio, Bohr, and Boardman NOES: None 2. Approved Amendments to the Recognized Obligation Payment Schedule (ROPS) for the Period of January 1, 2012 through June 30, 2012; and approved the ROPS for the period of July 1, 2012 through December 31, 2012. Mayor Hansen and Murray Kane of Kane, Ballmer, Berkman, discussed how the recommended action will not erode the rights of the Successor Agency to dispute actions taken by the Department of Finance (DOF). Councilmember Shaw and Mr. Kane discussed options for items under dispute, and the merits of claims filed with the DOF. A motion was made by Dwyer, second Bohr to,, by roll call vote, approve amendments to the Recognized Obligation Payment Schedule (ROPS) for the Period of January 1, 2012 through June 30, 2012; and approve the ROPS for the period of July 1, 2012 through December 31, 2012.
