HomeMy WebLinkAbout2013-12-02Minutes City Council/Public Financing Authority City of Huntington Beach Monday, December 2, 2013 6:00 PM - Council Chambers Civic Center, 2000 Main Street, Huntington Beach, California 92648 A video recording of the 6:00 PM portion of this meeting is on file in the Office of the City Clerk and are archived at www.surfcity-hb.org/government/agendas/ Based on the lack of a Study Session and Closed Session, the City Clerk recessed the 4:00 PM portion of the regular meeting to 6:00 PM. 6:00 PM - COUNCIL CHAMBERS - Regular Business Meeting CALL TO ORDER - 6:00 PM ROLL CALL Pursuant to City Council Resolution No. 2001-54, Councilmember Joe Carchio requested, and was granted permission to be absent from the December 2, 2013 meeting. Present: Sullivan, Hardy, Harper, Boardman, Shaw, and Katapodis Absent: Carchio PLEDGE OF ALLEGIANCE - Led by Daisy Girl Scout Troop 3031 INVOCATION - Led by Reverend Richard Crocker from the St. James Anglican Church ANNOUNCEMENT OF SUPPLEMENTAL COMMUNICATIONS - None. PUBLIC COMMENTS Bob Davis, Judge Advocate, representing American Legion Post 133 Huntington Beach, thanked Council for the City's continued support of Veterans and the 3-1 Marine Foundation. (00:04:45) Maria Jones voiced support for policies and programs regarding Lesbian, Gay, Bisexual and Transgender (LGBT) community, but felt that Councilmember Shaw exercised poor judgment in allowing the Orange County Register to publish photographs taken in the Council Chamber in their November 23, 2013 article that, in her opinion, disrespected the City and other Councilmembers. (00:05:40) Maureen Lawson voiced concerns about the new trash bins along Main Street - specifically the advertisements (stickers) posted on the trash containers. She also stated her opinion that banning use of single -use plastic carryout bags is politically incorrect. (00:06:26) Council/ PFA Minutes December 2, 2013 Page 2 of 4 Amory Hanson thanked the outgoing and incoming Mayors for their service, and requested their continued support for the Downtown Task Force. (00:08:55) COUNCIL COMMITTEE - APPOINTMENTS - LIAISON REPORTS AND ALL AB 1234 DISCLOSURE REPORTING - None. COMMUNITY PRESENTATIONS TO OUTGOING MAYOR BOARDMAN Presentations were made to Outgoing Mayor Boardman by Flossie Horgan, Pat Goodman, Debbie Cook, Huntington Beach Downtown Residents' Association members Kim Kramer, Gloria Alvarez, Chris and Sue Hart, Maria Santucci, John Acampora, Lois Friedman; and, Betsi Crimi, accompanied by other unnamed, Rancho Huntington Senior Mobile Home Board Members. COMMENTS BY OUTGOING MAYOR Mayor Boardman reflected on projects and events that occurred over the past few years: • Great recession (reduced staff resources, police officers, pay -down of unfunded liabilities) • Employee group negotiations (anticipated full pick-up of retirement contributions) • Environmental responsibility (onsite solar panels, General Plan Update including climate action plan/sea-level rise, reusable bag ordinance to reduce plastic pollution in our oceans, retrofit of Edison street lights with LED lighting, Bicycle Master Plan) • Compassionate Cities Program • Downtown Task Force (alcohol licenses, liquor license cap, service hour restrictions) • Senior Citizens (mobile home advocacy) • AQMD's attempted ban on beach fire pits She closed by thanking all individuals who had volunteered their time to improve the quality of life in Huntington Beach. PRESENTATION BY OUTGOING MAYOR TO COLLEAGUES Outgoing Mayor Boardman presented a framed photograph of a beach fire pit at sunset to her Council colleagues, City Manager, City Attorney, City Clerk, and City Treasurer. CONDUCT ELECTION OF MAYOR FOR ENSUING YEAR Mayor Boardman called for a motion to elect a new Mayor. A motion was made by Sullivan, second Katapodis to elect Mayor Pro Tempore Matthew M. Harper as Mayor. The motion carried by the following vote: AYES: Sullivan, Hardy, Harper, Boardman, Shaw, and Katapodis NOES: None ABSENT: Carchio Council/ PFA Minutes December 2, 2013 Page 3 of 4 OATH OF OFFICE TO NEW MAYOR City Clerk Joan Flynn administered the oath of office to new Mayor Matthew M. Harper. Outgoing Mayor Boardman presented a ceremonial gavel to new Mayor Harper. Mayor Harper presided. CONDUCT ELECTION OF MAYOR PRO TEMPORE FOR ENSUING YEAR Mayor Harper called for a motion to elect the Mayor Pro Tempore. A motion was made by Boardman, second Hardy to elect Councilmember Joe Shaw as Mayor Pro Tempore of the City of Huntington Beach. The motion carried by the following vote: AYES: Sullivan, Hardy, Harper, Boardman, Shaw, and Katapodis NOES: None ABSENT: Carchio OATH OF OFFICE TO NEW MAYOR PRO TEMPORE City Clerk Joan Flynn administered the oath of office to new Mayor Pro Tempore Joe Shaw. Mayor Harper presented a personalized quilt to Outgoing Mayor Boardman. COMMUNITY PRESENTATIONS TO INCOMING MAYOR Comments were provided by Alan Monsoor, 74th Assembly District Representative, Michele Steele, Boardmember, State Board of Equalization, Pat Goodman, Devin Dwyer, and Gil Coerper. COMMENTS BY NEWLY ELECTED MAYOR Mayor Harper expressed his honor to represent the City as Mayor in the coming year, and discussed his experiences growing up in Huntington Beach. He introduced family and friends present, thanked his supporters, and recognized all past mayors and government officials present at the meeting. He discussed his goals as Mayor, and his views on: • Patriotism and freedom of expression • Pension reform • Public transparency • Economic development • Population • Infrastructure • Transportation • Vans Skate Park • Huntington Beach Senior Center in Central Park Council/ PFA Minutes December 2, 2013 Page 4 of 4 COMMENTS BY NEWLY ELECTED MAYOR PRO TEMPORE Mayor Pro Tem Shaw expressed his honor to represent the City as Mayor Pro Tem in the coming year, and discussed his goals to improve the quality of life for residents and visitors in Huntington Beach. He discussed action on past and future Council items: • Fire pits on the beach • Opposition to 405 Freeway toll lanes • Plastic pollution on the beach • Bartlett Park clean-up • Native landscaping at Shipley Nature Center • Huntington Beach City Trail System formation • General Plan Update (sea -level rise) • Skate Park in north Huntington Beach • Huntington Beach Senior Center in Central Park • Senior Citizens Mobile Home Park Overlay • Library services • Quality retail downtown, and fewer liquor serving establishments • Pacific City • Beach/Edinger Corridor retail development • Pension reform • Hiring Police Officers • Maintaining a healthy budget COUNCILMEMBER COMMENTS (Not Agendized) Comments were provided by Councilmembers Sullivan, Hardy, Mayor Harper, Mayor Pro Tem Shaw, Councilmember Boardman, and Councilmember Katapodis.
